County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act on any
VSMP permit by issuing a project approval or denial. This project is denied for reasons outlined, below.
The application may be resubmitted for approval if all comment items are satisfactorily addressed.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain
(1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary. Link to County template:

SWPPP:
a. Revise SWPPP Exhibit, Sec. 6., to include solid waste receptacle and rain gauge.
b. Sec. 12 inspection log is inadequate; propose alternative.
c. Sec. 9, Signed Certification, requires signature.
d. Revise cover sheet to reference WP0201800094.
Note: Feel free to contact Engineering for sample logs.
B. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.

C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is
disapproved for reasons listed, below. The stormwater management plan content requirements can be found in
County Code section 17-403.
1. Revise title consistent with site plan that was approved. Please ref. Attached. Use identical title but please
also include: `VSMP/WP0201800094' in WPO plan title.
2. Project summary/T1: Add text reading `Special Use Permit SP201700026 was approved 9/12/18.'

3. Project summary/T1: Add text reading `Critical slope waiver reviewed by Albemarle County, January
2018.'
4. Revise T=1 index of drawings, if necessary.
5. T-1 Vicinity Map is NTS; provide vicinity map with scale no greater than 1"=2,000'.
6. Revise project description to include: "The tower is located behind the bleachers adjacent to the football
field on the eastern side of the parcel."
7. C=4: Ensure nutrient credit bank is located in hydrologic unit code 02080204, or an adjacent HUC. It is not
immediately apparent that Elk Island Nutrient Bank is eligible to provide credits to this project, since not
listed in DEQ's Virginia Nonpoint Source Nutrient Credit Registry

while ecocapva.us website (https://ecocMva.us/nutrient-banks) provides links to nutrient banks in Roanoke,
Potomac, and York River basins, none of which are adjacent to Rivanna River -Middle James River basin.
Please do not purchase nutrient credits without first coordinating draft nutrient credit purchase document
with Ana Kilmer, Albemarle County (tel. 434.296-5832-x3246).
Applicant proposes to purchase 0.25 lb./yr. nutrient credits to meet requirements at 9VAC25-870-65.
8. Provide additional data or descriptive information to demonstrate project meets stormwater requirements at
9VAC25-870-66 (water quantity). C-4 states the peak stormwater discharge will increase by 0.53 cfs for
the 1-year storm, from 0.21 to 0.74 cfs. This would appear to imply concentrated flow, not a nearly
immeasurable sheet flow. Add clarifying text to water quantity narrative. Explain what is meant by 0.53
cfs increase in peak runoff, and whether it occurs at a discrete point (would also imply concentrated flow).
9. As of 1/4/19, Community Development is still waiting for the executed County School board agreement
with Milestone.
D. Erosion and Sediment Control Plan (ESOP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESOP. This plan
is disapproved for reasons listed, below. The erosion control plan content requirements can be found in
County Code section 17-402
1. Silt fence is installed parallel with contours. Where SF is shown crossing contours, substitute diversion
dike leading to trapping measure, or propose alternative appropriate VESCH (31 Edit./1992) measure/s.
Silt fence is not a cross -contour ESC practice.
2. Recommend include all data from sheets T-1, Z-lA, Z-lC, and Z-2 from site plan (Attached). Ensure
consistency between Site Plan/Z2 and WP0201800094 CO, while revising silt fence (item 10., below) and
retaining soil stabilization blanket/matting already shown on CO.
3. Ensure paved construction entrance detail is included with VSMP/WPO Plan.
4. C-0: Label track /football field.
5. CO: Consider and provide check dams.
6. C-2: Include VESCH diversion dike detail.
7. C2: Include VESCH check dam detail, if needed.
8. C-1/E&S Narrative: Reference 0.32 Ac. land disturbance.
9. C=O: Revise ESC legend, as necessary.
10. Applicant must post an ESC Plan bond prior to receiving a grading permit, ref. Process, below.
The VSMP permit application and all plans may be resubmitted for approval when all comments have been
addressed. For re -submittal, please provide 2 copies of the permit package with a completed application form.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss
this review.

After approval, VESCP plan will need to be bonded. The bonding process is begun by submitting a bond estimate
request form and fee to the Department of Community Development. One of the plan reviewers will prepare
estimates and check parcel and easement information based on the approved plans. The County's Management
Analyst will prepare bond agreement forms, which will need to be completed by the Applicant (Milestone) and
submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be
approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the
correct signatures and forms.

After bonding is complete, the County can hold a pre -construction conference. Applicant will need to complete
the request for apre-construction conference form, and pay the remainder of the application fee ($ l45). The form
identifies the contractor and responsible land disturbed, and the fee remaining to be paid. This will be checked by
county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At
the pre -construction conference, should everything proceed satisfactorily, a grading permit will be issued by the
County so that workmaybegin.
