PROJECT NARRATIVE
LOCATED IN BOTH CITY OF CHARLOTTESVILLE AND ALBEMARLE COUNTY, VIRGINIA, THE PROPOSED WATER QUALITY IMPROVEMENT
PROJECT CONSISTS OF RESTORING APPROXIMATELY 650 LINEAR FEET OF AN UNNAMED TRIBUTARY TO MEADOW CREEK, A TRIBUTARY
TO THE RIVANNA RIVER. THE OVERALL PURPOSE OF THE PROJECT IS TO GENERATE NUTRIENT OFFSET CREDITS FOR STORMWATER
QUALITY AND POINT SOURCE NEEDS FOR THE CITY OF CHARLOTTESVILLE AND ALBEMARLE COUNTY. IN ADDITION TO WATER QUALITY
IMPROVEMENTS AND POLLUTANT REDUCTIONS (SEDIMENT, NITROGEN, PHOSPHORUS) FROM RIPARIAN BUFFER AND STREAM
RESTORATION, THE PRIMARY GOAL IS TO RE-ESTABLISH A FUNCTIONAL STREAM CORRIDOR THAT WILL MAINTAIN DIMENSION, PATTERN,
PROFILE.
PROPOSED RESTORATION APPROACH WILL INVOLVE CHANNEL FILLING, GRADING, EXCAVATION, AND SELECT STRUCTURE PLACEMENT
TO RE-ESTABLISH STABLE DIMENSION, PATTERN, AND PROFILE. STRUCTURES AND BIOENGINEERING MEASURES TO BE UTILIZED
INCLUDEBUT ARE NOT LIMITED TO: CONSTRUCTED RIFFLES, ROCK STEPS, BRUSH TOE, SOIL LIFTS, BRANCH LAYERING, AND LIVE
STAKES. STREAM BANKS AND RIPARIAN BUFFERS WILL BE PLANTED WITH NATIVE TREES, SHRUBS, AND GRASSES.
GENERAL NOTES
1. ALL BASEMAPPING AND TOPOGRAPHIC SURVEY INFORMATION IS PROVIDED BY ECOSYSTEM SERVICES, LLC. THE SURVEY WAS
COMPLETED IN OCTOBER AND NOVEMBER 2017.
2. ADDITIONAL FIELD SURVEYS WERE CONDUCTED BY ECOSYSTEM SERVICES, LLC.
3. ADDITIONAL BASE MAPPING OBTAINED FROM CHARLOTTESVILLE CITY/ALBEMARLE COUNTY GIS AND VGIN.
4. HORIZONTAL DATUM: NAD83 VIRGINIA STATE PLANE, SOUTH ZONE, US FOOT
5. VERTICAL DATUM: NAVD 88, US FOOT
6. THE CONTRACTOR SHALL CONTACT "MISS UTILITY" AT 811 OR 1-800-552-7001 PRIOR TO ANY LAND DISTURBING ACTIVITIES.
7. ALL WORK SHALL BE IN ACCORDANCE WITH FEDERAL, STATE, AND LOCAL STANDARDS.
8. ANY WORE' THAT IS REQUIRED FOR THE SUCCESSFUL COMPLETION OF THE PROJECT AS SPECIFIED IN THIS SET OF PLANS BUT
NOT SPECIFICALLY ADDRESSED IN THE PLAN SET SHALL NOT RELIEVE THE CONTRACTOR OF THE RESPONSIBILITY TO COMPLETE
SUCH WORK.
9. THE PROJECT DOES NOT INCLUDE THE ADDITION OF ANY IMPERVIOUS COVER. NO INCREASE IN RUNOFF WILL RESULT FROM
THIS PROJECT.
10. NO WORK SHALL BEGIN WITHOUT ACQUISITION OF ALL LOCAL, STATE, AND FEDERAL PERMITS AND APPROVALS.
11. THE CONTRACTOR SHALL CONTACT CHARLOTTESVILLE CITY/ALBEMARLE COUNTY FOR A PRE -CONSTRUCTION MEETING PRIOR
TO ANY LAND DISTURBING ACTIVITIES.
12. SHOULD A DISCREPANCY BE FOUND IN THE PLAN SET, THE CONTRACTOR SHALL CONSULT WITH DESIGN ENGINEER PRIOR TO
COMPLETION OF SPECIFIC WORK.
13. ALL GRADING ACTIVITIES SHALL INCLUDE REMOVAL AND TEMPORARY STOCKPILING OF TOP SOIL, EXECUTION OF GRADING, AND
REPLACEMENT OF TOPSOIL TO ACHIEVE FINAL GRADES.
14. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY DAMAGE TO EXISTING CONDITIONS AS A RESULT OF ITS WORK
PERFORMED DURING THE CONTRACT PERIOD. THIS RESPONSIBILITY SHALL INCLUDE RE -SEEDING DISTURBED AREAS AND
TEMPORARY ACCESS ROADS.
15. THE CONTRACTOR SHALL KEEP ALL EQUIPMENT AND STAGING MATERIAL INSIDE THE LIMITS OF DISTURBANCE UNLESS PRIOR
APPROVAL BY THE PROJECT ENGINEER IS PROVIDED.
16. CLEARING & GRUBBING SHALL BE CONFINED TO THOSE AREAS NEEDED FOR CONSTRUCTION ACCESS AND GRADING AND SHALL
REQUIRE COUNTY APPROVAL.
17. UNDER NO CIRCUMSTANCES ARE TREES OVER 6 INCHES IN DIAMETER TO BE REMOVED WITHOUT PRIOR APPROVAL FROM THE
PROJECT ENGINEER UNLESS OTHERWISE SPECIFIED WITHIN THIS PLAN SET.
18. THE CONTRACTOR IS RESPONSIBLE FOR ALL TAKE -OFF QUANTITIES INCLUDING BUT NOT LIMITED TO FILL, STONE, AND
VEGETATIVE MATERIALS.
19. PLAN VIEW LOCATION OF STRUCTURES IS APPROXIMATE. STRUCTURE PLACEMENT SHOULD FOLLOW THE PROFILE VIEW AND
STRUCTURE DETAILS.
20. IF SITE OR CONSTRUCTION CONSTRAINTS PREVENT POOL OR STRUCTURE ELEVATIONS FROM BEING CONSISTENT WITH THE
PLAN SET, THE CONTRACTOR SHALL CONTACT THE PROJECT ENGINEER TO FIELD MODIFY THE ELEVATIONS.
21. ALL SECTION VIEWS ARE ORIENTED LOOKING DOWNSTREAM UNLESS OTHERWISE SPECIFIED.
22. IN CONFORMANCE WITH DPOR REGULATIONS, SECTION 54.1-112 INVITED BIDDERS MUST DISCLOSE (1) WHETHER BIDDER IS A

1. EXCAVATE STREAM BANK AND CREATE A FLAT BENCH FROM TOP OF
BANK TO STREAM BED.
2. SOIL STABILIZATION MATTING SHALL BE PLACED FROM THE FRONT OF
THE BENCH, EXTENDING APPROXIMATELY 2 FEET ONTO THE BENCH.
SECURE THE BACK END OF THE MATTING WITH SOD STAPLES TO PREVENT
MOVEMENT DURING BACKFILL OPERATIONS. EXCESS MATTING WILL
EXTEND TOWARD THE CENTER OF THE CHANNEL AND SHOULD BE FOLDED
OR ROLLED TO AVOID TEARS OR PUNTURES BY EQUIPMENT.
3. WHERE SOIL STABILIZATION MATTING ROLL ENDS OVERLAP
(PERPENDICULAR TO STREAM PROFILE), OVERLAP MATTING A MINIMUM OF
5 FEET. ONE WIDTH OF MATTING (8 FEET) IS TO BE USED FOR THE SOIL
LIFT. NO OVERLAP OF MATTING EDGES IS ALLOWED.
4. BACKFILL FROM BACK EDGE OF MATTING TO MEET THE PROPOSED
GRADE AND COMPACT TO FORM A 3:1 SLOPE.
5. APPLY PERMANENT SEED MIX TO FRONT PORTION
OF LIFT.
6. EXTEND EXCESS SOIL STABILIZATION MATTING ALONG SURFACE OF
SLOPE AND ACROSS TOP OF LIFT A MINIMUM OF THREE FEET, PULLING
MATTING TAUT BUT NOT STRETCHED HED SUCH THAT CONTACT WITH SOIL IS
MAINTAINED IN ALL AREAS.
7. REPEAT STEPS 2 THROUGH 6 UNTIL DESIRED ELEVATION IS MET.
8. FOR TOP AND FINAL SOIL LIFT EXTEND EXCESS SOIL STABILIZATION
MATTING ALONG SURFACE OF SLOPE AND ACROSS FLOODPLAIN A MINIMUM

A. SITE DESCRIPTION
THE PROJECT IS CONTAINED WITHIN TWO CONTIGUOUS PARCELS THAT CONTAIN THE PROJECT STREAM REACH. THE PROJECT PROPERTY IS LOCATED IN THE PIEDMONT PHYSIOGRAPHIC PROVINCE AND ALL
WATER RESOURCES ARE PART OF THE RIVANNA RIVER WATERSHED WHICH DRAINS TO THE JAMES RIVER WATERSHED (HUC: 02080204).
AREA TOPOGRAPHY IS MODERATELY TO SEVERELY STEEP ALONG THE STREAM VALLEYS WITH 10% - 25+% SLOPES AND GENTLY TO MODERATELY SLOPING WITH 0-5% SLOPES LOCATED IN THE STREAM VALLEY
FLOOR.
B. ADJACENT PROPERTY
LAND USES IN THE VICINITY INCLUDE EXISTING RESIDENTIAL AND COMMERCIAL DEVELOPMENT AND FOREST.
C. OFFSITE AREAS
NO OFFSITE AREAS ARE ASSOCIATED WITH THIS PROJECT. IF ADDITIONAL MATERIAL IS REQUIRED TO BE TAKEN OFF-SITE, CONTRACTOR IS TO PROVIDE SWPPP AND ESC PLAN FOR OFF-SITE AREAS.
D. SOILS
THE SOILS WITHIN THE PROJECT LIMITS INCLUDE THE FOLLOWING:
1) CULPEPER FINE SANDY LOAM, 2-7% SLOPES (21B)
2) HAZEL LOAM, 7-15% SLOPES (39C)
3) HAZEL LOAM, 15-25 SLOPES (39D)
E. CRITICAL EROSION AREAS:
THE ENTIRE PROJECT SITE IS A CRITICAL AREA BECAUSE IT IS WITHIN OR ADJACENT TO AN EXISTING STREAM. THIS IS SIGNIFICANT BECAUSE WORK IN CRITICAL AREAS SHOULD BE UNDERTAKEN WITH
ADDITIONAL CARE SO AS TO NOT IMPACT DOWNSTREAM RESOURCES. THE ESC MEASURES PROPOSED AND SEQUENCE OF CONSTRUCTION ARE PLANNED TO REDUCE DOWNSTREAM SEDIMENTATION TO THE
MAXIMUM EXTENT POSSIBLE.
F. EROSION AND SEDIMENT CONTROL MEASURES:
1. UNLESS OTHERWISE INDICATED, ALL VEGETATIVE AND STRUCTURAL EROSION AND SEDIMENT CONTROL PRACTICES SHALL BE CONSTRUCTED AND MAINTAINED ACCORDING TO MINIMUM STANDARDS
AND SPECIFICATIONS OF THE VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK, THIRD EDITION (1992). NO EROSION AND SEDIMENT CONTROL STRUCTURE SHALL BE REMOVED WITHOUT THE
APPROVAL OF THE EROSION AND SEDIMENT CONTROL INSPECTOR.
2. A PRECONSTRUCTION MEETING SHALL BE HELD AT LEAST ONE WEEK PRIOR TO STARTING CONSTRUCTION. AT A MINIMUM THE SITE SUPERINTENDENT SHALL CONTACT THE OWNER, THE PROJECT
ENGINEER, DEQ, AND COUNTY REPRESENTATIVE TO SCHEDULE THE PRECONSTRUCTION MEETING.
3. CONTRACTOR SHALL INSTALL PERIMETER EROSION AND SEDIMENT CONTROL MEASURES (STONE CONSTRUCTION ENTRANCE, LIMITS OF DISTURBANCE, PERMANENT STOCKPILE/STAGING AREA AND
SILT FENCE) ACCORDING TO PLANS. INSTALL INLET PROTECTION ON THE EXISTING PIPE INLET FOR THE UPSTREAM BMP.
4. CONTRACTOR TO MARK LOD WITHIN EXISTING FORESTED AREAS PRIOR TO CONSTRUCTION WITH FLAGGING AND MAINTAIN THROUGHOUT CONSTRUCTION.
5. CONTRACTOR SHALL MARK TREES TO BE REMOVED AND REVIEW MARKED TREES WITH COUNTY (PRIOR TO AND THROUGHOUT CONSTRUCTION. CONTRACTOR TO UTILIZE TREE REMOVAL TABLE FOR
REFERENCE IN THE FIELD.
6. ADJUSTMENTS WILL BE MADE TO FLAGGING OF LOD IN ORDER TO SUFFICIENTLY PROTECT TREES AND ALLOW FOR SUCCESSFUL REMOVAL OF TREES MARKED TO BE REMOVED.
7. CONTRACTOR SHALL REVIEW THE LOD LIMITS AND ALL PERIMETER EROSION AND SEDIMENT CONTROL MEASURES WITH THE COUNTY INSPECTOR AND OWNER OR OWNER'S REPRESENTATIVE PRIOR TO
COMMENCEMENT OF STREAM WORK.
8. TREES AND VEGETATION ALONG THE PERIMETER OF THE LOD THAT REQUIRE REMOVAL SHALL BE CLEARED BUT NOT GRUBBED.
9. ALL STREAM WORK SHALL BE COMPLETED IN THE DRY WITH THE USE OF THE PUMP AROUND SYSTEM INCLUDING SAND BIKES AND FILTER BAGS.
10. PUMP AROUND SYSTEM TO BE IMPLEMENTED ACCORDING TO DETAIL PROVIDED. CLEAN WATER SHALL BE DISCHARGED AT A STABLE AREA ONTO NON -ERODIBLE MATERIAL SUCH AS PLASTIC LINER.
11. STOCKPILE AREAS SHALL BE UTILIZED PRIMARILY FOR STORAGE OF ROCK AND SOIL. SILT FENCE', TO BE UTILIZED ON THE PERIMETER OF THESE AREAS AND ANY ADDITIONAL AREAS IF APPROVED BY
COUNTY INSPECTOR AND COUNTY REPRESENTATIVE.
12. ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES SHALL BE REMOVED WITHIN 30 DAYS AFTER PERMANENT STABILIZATION WITH COUNTY INSPECTOR APPROVAL.
H. SEQUENCE OF CONSTRUCTION
1. PHASE 1 WORK IS TO BEGIN AT THE OUTLET OF THE EXISTING UPSTREAM DAM/BMP (STA 1+67.76) AND PROCEED DOWNSTREAM TO THE END OF THE PROJECT. STREAM WORK SHOULD BE STABILIZED
AT THE END OF EACH DAY.
2. PHASE 2 WORK IS TO BEGIN AT THE START OF THE BRANCH (STA 0+00) AND EXTEND DOWNSTREAM TO THE CONFLUENCE WITH THE TRIBUTARY OUTFALL AT WHICH POINT THE TRIBUTARY OUTFALL
SHOULD BE RESTORED PRIOR TO WORKING TOWARDS THE EXISTING BMP/DAM FACE. STREAM WORKS SHOULD BE STABILIZED AT THE END OF EACH DAY. PUMP AROUND SHOULD BE INSTALLED AT THE
START OF PHASE 1 TO CONTROL ANY SEDIMENT LADEN RUNOFF FROM THE DAM REMOVAL. INSTALL PHASE 2 SILT FENCE AS SHOWN ON THE PLANS. DAM REMOVAL SHOULD OCCUR FROM
DOWNSTREAM TO UPSTREAM.
3. INLET PROTECTION SHOULD BE REMOVED TO ALLOW FOR THE REMOVAL OF THE EXISTING PIPE AND REMOVAL OF THE DAM TO FINISHED GRADE. THE FINAL SECTION OF STREAM RESTORATION SHOULD
PROCEED FROM UPSTREAM TO DOWNSTREAM AND CONNECT PHASE 2 TO PHASE 1 WORK. ALL WORK SHOULD BE STABILIZED AT THE END OF EACH WORKDAY.
4. PERMANENTLY STABILIZE WITH SEED MIX AND TOPSOIL ONCE FINAL GRADE IS MET. WITH APPROVAL FROM COUNTY ESC INSPECTOR, REMOVE ALL EROSION AND SEDIMENT CONTROL MEASURES UPON
APPROVAL OF COUNTY ESC INSPECTOR.
5. IMPLEMENT PLANTING PLAN.
PUMP AROUND PRACTICE - STD. & SPEC. 5.1 (THE VIRGINIA STREAM RESTORATION AND BEST MANAGEMENT PRACTICES GUIDE, 2004.).
PUMP AROUND PRACTICE WILL BE INSTALLED WHERE NECESSARY TO ENSURE PROPER STREAM FLOW MAINTENANCE AND CLEAN WATER DISCHARGE FROM ACTIVE WORK AREAS. SPECIFIC LOCATIONS ARE
NOT SPECIFIED ON PLANS AS THE LOCATION AND METHODS WILL VARY THROUGHOUT THE DURATION.
DEWATERING DEVICE - STD. AND SPEC. 3.26 OR DIRT SEDIMENT BAG.
FILTER BAG OR AN APPROVED ALTERNATIVE SHALL BE USED AS PART OF THE PUMP AROUND PRACTICE.
TEMPORARY STONE CONSTRUCTION ENTRANCE- STD. & SPEC. 3.02

CULVERT INLET PROTECTION WILL BE INSTALLED AS SHOWN ON PLANS AND BE REMOVED PRIOR TO THE FINAL SECTION OF PHASE 2. THIS MEASURE IS INSTALLED TO FILTER SEDIMENT FROM UPSTREAM
RUNOFF AND TO PREVENT ANY SMALL RELEASE OF SEDIMENT LADEN FLOW FROM PHASE 2 CONSTRUCTION.
TEMPORARY SEEDING & MULCHING -STI]. 3.31 & SPEC & 3.35
TEMPORARY SEEDING AND MULCHING WILL BE APPLIED WITHIN 7 DAYS TO DENUDED AREAS WHICH MAY NOT BE AT FINAL GRADE BUT WILL REMAIN DORMANT (UNDISTURBED) FOR LONGER THAN 30 DAYS.
FOR TEMPORARY SEEDING USE 50% OF THE RECOMMENDED RATES OF FERTILIZER, LIME AND FULL ,AMOUNT OF SEED AND MULCH REQUIRED FOR REGULAR SEEDING, MULCHING SHALL CONSIST OF
HARDWOOD MULCH.
PERMANENT SEEDING -STD. & SPEC 3.32
PERMANENT SOIL STABILIZATION SHALL BE APPLIED TO DENUDED AREAS WITHIN SEVEN (7) DAYS AFTER FINAL GRADE IS REACHED ON ANY PORTION OF THE SITE. TEMPORARY SOIL STABILIZATION SHALL BE
APPLIED WITHIN SEVEN (7) DAYS TO DENUDED AREAS THAT MAY NOT BE AT FINAL GRAD BUT WILL REMAIN( UNDISTURBED FOR LONGER THAN FOURTEEN (14) DAYS.
TEMPORARY SEEDING MIXTURE:
THE FOLLOWING TEMPORARY SEEDS SPECIES SHALL BE USED FOR TEMPORARY SOIL STABILIZATION. WHERE SEASONS TRANSITION IT IS RECOMMENDED TO COMBINE BOTH HEAT AND COLD TOLERANT

SHALL BE COVERED WITH STRAW MULCH AT A RATE OF 1.5 TONS PER ACRE AND SHALL BE OF STANDARD QUALITY AND
FREE OF WEEDS.
MAINTENANCE SCHEDULE
IN GENERAL, THE CONTRACTOR SHALL CHECK ALL EROSION AND SEDIMENT CONTROL MEASURES EVERY FOUR DAYS
AND WITHIN 48 -HOURS OF THE END OF A STORM EVENT THAT IS 0.25 INCHES OR GREATER. CORRECTIVE ACTION(S)
SHALL BE COMPLETED AS SOON AS PRACTICABLE, BUT NO LATER THAN SEVEN DAYS AFTER DISCOVERY OR A LONGER
PERIOD AS ESTABLISHED BY THE VSMP AUTHORITY, TO MAINTAIN THE CONTINUED EFFECTIVENESS OF THE CONTROL
MEASURES
UNLESS OTHERWISE SPECIFIED, ALL EROSION AND SEDIMENT CONTROL PRACTICES WILL BE CONSTRUCTED AND

WASHING AND REWORKING OF EXISTING STONE SHALL BE EXECUTED AS CONDITIONS DEMAND. ALL MATERIALS SPILLED,
DROPPED, WASHED OR TRACKED FROM VEHICLES ONTO ROADWAYS OR INTO STORM DRAINS MUST BE REMOVED
IMMEDIATELY, BUT NO LATER THAN THE END OF EACH WORKDAY.
2. SILT FENCE SHALL BE INSPECTED IMMEDIATELY AFTER EACH RAINFALL AND AT LEAST DAILY DURING PROLONGED
RAINFALL. ANY REQUIRED REPAIRS SHALL BE MADE IMMEDIATELY. SEDIMENT DEPOSITS SHALL BE REMOVED AFTER
EACH STORM EVENT AND WHEN DEPOSITS REACH APPROXIMATELY ONE-HALF THE HEIGHT OF THE BARRIER. ANY
SEDIMENT DEPOSITS REMAINING IN PLACE AFTER THE SILT FENCE IS NO LONGER REQUIRED SHALL BE DRESSED TO
CONFORM TO THE EXISTING GRADE, REPAIRED, AND SEEDED.
3. DISTURBED AREAS AND AREAS USED FOR STORAGE OF MATERIALS THAT ARE EXPOSED TO PRECIPITATION SHALL BE
INSPECTED FOR EVIDENCE OF, OR THE POTENTIAL FOR, POLLUTANTS ENTERING THE DRAINAGE SYSTEM.
4. WHERE DISCHARGE LOCATIONS OR POINTS ARE ACCESSIBLE, THEY SHALL BE INSPECTED TO ASCERTAIN WHETHER

EROSION CONTROL MEASURES ARE EFFECTIVE IN PREVENTING SIGNIFICANT IMPACTS TO RECEIVING WATERS. WHERE
DISCHARGE LOCATIONS ARE INACCESSIBLE, NEARBY DOWNSTREAM LOCATIONS SHALL BE INSPECTED TO THE EXTENT
THAT SUCH INSPECTIONS ARE PRACTICABLE.
5. LOCATIONS WHERE VEHICLES ENTER OR EXIT THE SITE SHALL BE INSPECTED DAILY FOR EVIDENCE OF OFFSITE
SEDIMENT TRACKING.
6. INLET PROTECTION SHALL BE CHECKED REGULARLY FOR SEDIMENT BUILD-UP, WHICH WILL PREVENT DRAINAGE. IF
THE GRAVEL IS CLOGGED WITH SEDIMENT, IT SHALL BE REMOVED AND CLEANED OR REPLACED.
7. TREE PROTECTION SHALL BE CHECKED REGULARLY FOR DAMAGE AND REPAIRED AS NECESSARY. SITE INSPECTION
FOR ADDITIONAL AREAS THAT WARRANT TREE PROTECTION SHOULD BE CONDUCTED DAILY.
EROSION AND SEDIMENT CONTROL NOTES
1. THE OWNER/DEVELOPER MUST NOTIFY ALBEMARLE COUNTY AT LEAST 24 HOURS PRIOR TO THE START OF
CONSTRUCTIONS IN ACCORDANCE WITH APPLICABLE COUNTY ORDINANCES AND POLICIES.
2. THE OWNER/DEVELOPER GRANTS THE RIGHT -OF -ENTRY ON THIS PROPERTY TO THE DESIGNATED ALBEMARLE
COUNTY PERSONNEL FOR THE PURPOSE OF INSPECTING AND MONITORING FOR COMPLIANCE WITH TITLE 10.01,
CHAPTER 5, ARTICLE 4 OF THE CODE OF VIRGINIA, EROSION AND SEDIMENT CONTROL LAW AND THE DESIGN AND
CONSTRUCTION STANDARDS MANUAL SECTION 750.04 (C).
3. ALL EROSION CONTROL MEASURES SHOWN ON THE APPROVED PLAN MUST BE IN PLACE AND INSPECTED AND
APPROVED BY THE DESIGNATED AUTHORITY PRIOR TO CLEARING, STRIPPING OF TOPSOIL OR GRADING.
4. A COPY OF THE APPROVED EROSION AND SEDIMENT CONTROL PLAN AND PERMIT SHALL BE KEPT ON THE SITE AT ALL
TIMES.
5. THE (CONTRACTOR IS RESPONSIBLE FOR THE INSTALLATION OF ANY ADDITIONAL EROSION CONTROL MEASURES
NECESSARY TO PREVENT EROSION AND SEDIMENTATION AS DETERMINED BY THE DESIGNATED AUTHORITY.
6. ALL DISTURBED AREAS ARE TO DRAIN TO APPROVED SEDIMENT CONTROL MEASURES AT ALL TIMES DURING LAND
DISTURBING ACTIVITIES AND DURING SITE DEVELOPMENT UNTIL COMPLETE AND ADEQUATE STABILIZATIONS IS
ACHIEVED.
7. WATER MUST BE PUMPED INTO AN APPROVED FILTERING DEVICE DURING DEWATERING OPERATIONS.
8. ALL EROSION AND SEDIMENT CONTROL PRACTICES MUST BE CONSTRUCTED AND MAINTAINED ACCORDING TO THE
MINIMUM STANDARDS AND SPECIFICATIONS OF THE VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK,
CHAPTER 840, "EROSION AND SEDIMENT CONTROL REGULATIONS". THE DEVELOPER/DEVELOPER'S REPRESENTATIVE
SHALL INSPECT ALL EROSION AND SEDIMENT CONTROL MEASURES AT A MINIMUM EVERY FOUR DAYS AND AFTER
EACH SIGNIFICANT RAINFALL. THE FOLLOWING ITEMS WILL BE CHECKED IN PARTICULAR: 1) SILT FENCE BARRIERS
WILL BE CHECKED REGULARLY FOR UNDERMINING OR DETERIORATION OF THE FABRIC. 2) SEDIMENT SHALL BE
REMOVED WHEN THE LEVEL OF SEDIMENT DEPOSITION REACHES HALF WAY TO THE TOP OF THE BARRIER 3) SEEDED
AREAS WILL BE CHECKED REGULARLY TO ENSURE THAT A GOOD STAND IS MAINTAINED. AREAS SHOULD BE
FERTILIZED AND RESEEDED AS NEEDED 4) STREAM DIVERSIONS SHALL BE INSPECTED DAILY AND AFTER EACH RAIN
TO ENSURE THEY'RE FUNCTIONING PROPERLY AND THAT THE INTEGRITY OF THE LINING ARE NOT IMPAIRED. ANY
NECESSARY REPAIRS OR CLEANUP TO MAINTAIN THE EFFECTIVENESS OF THE EROSION CONTROL DEVICES MUST BE
MADE IMMEDIATELY AFTER THE INSPECTION.
9. PERMANENT SOIL STABILIZATION SHALL BE APPLIED TO DENUDED AREAS WITHIN SEVEN (7) DAYS AFTER FINAL GRADE
IS REACHED ON ANY PORTION OF THE SITE. TEMPORARY SOIL STABILIZATION SHALL BE APPLIED WITHIN SEVEN (7)

FOURTEEN (14) DAYS. SEEDING AND SELECTION OF THE SEED MIXTURE SHALL BE IN ACCORDANCE WITH THE
VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK 3.32. ROADS AND PARKING AREAS SHALL BE STABILIZED

10.ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES WILL BE REMOVED WITHIN 30 DAYS AFTER
ADEQUATE SITE STABILIZATION AND AFTER THE TEMPORARY MEASURES ARE NO LONGER NEEDED, AS AUTHORIZED
BY THE DESIGNATED VESCP INSPECTORS. TRAPPED SEDIMENT AND THE DISTURBED SOIL AREAS RESULTING FROM
THE DISPOSITION OF TEMPORARY MEASURES WILL BE PERMANENTLY STABILIZED TO PREVENT FURTHER EROSION
AND SEDIMENTATION.
11. WHEN THE SEDIMENT IS TRANSPORTED ONTO A PAVED ROAD SURFACE, THE ROAD WILL BE CLEANED THOROUGHLY
AT THE END OF EACH DAY. SEDIMENT WILL BE REMOVED FROM THE ROADS BY SHOVELING OR SWEEPING AND
TRANSPORTED TO A SEDIMENT CONTROL DISPOSAL AREA. STREET WASHING WILL BE ALLOWED ONLY AFTER
SEDIMENT IS DISPOSED IN THIS MANNER.

STORMWATER QUANTITY: THIS STREAM RESTORATION PROJECT SEEKS TO RE-ESTABLISH A
FLOODPLAIN CONNECTION IN ORDER TO DISSIPATE ENERGY ASSOCIATED WITH HIGHER FLOW
EVENTS. THE DESIGN RECOGNIZES THE SUBURBAN NATURE OF THE CONTRIBUTING DRAINAGE AREA
AND INCLUDES ELEMENTS, SUCH AS, REINFORCED BED MATERIAL AND BENCHING, TO CREATE A
MORE STABLE NATURAL CHANNEL. THE PROJECT ANTICIPATES FUTURE WATERSHED DEVELOPMENT
AND TECHNIQUES USED, IN COMBINATION WITH STATE STORMWATER LEGISLATION (THE ENERGY
BALANCE METHOD, FOR INSTANCE), WILL HELP GUARD AGAINST FUTURE DEGRADATION. NATIVE
