The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the
applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
Prior to initial site plan approval, at a minimum, comments 1— 4 shall be addressed in a resubmittal.
1. [35.1] Fees. The public notification fee of $215 was not paid prior to the SRC meeting. Please pay the $215.00 fee prior to
any further review/action of the plan.
2. [32.5.2(p), 32.7.9.5(d)] The property's frontage along Rte. 29 and a portion of Westfield Road are encumbered by a 40-foot
utility easement. Prior to the initial site plan receiving conditional approval provide written authorization from the easement
holder that the proposed plantings are permitted within the easement. If authorization is not received, then the planting strip
shall be enlarged to accommodate the required plantings outside of the easement. Prior to the initial site plan receiving
conditional approval the plan shall be revised to address the above requirements.
3. [32.5.2(1)] Existing and Proposed Utilities. Prior to final site plan approval provide written authorization from the easement
holder of the 40-foot utility gas easement allowing the proposed plantings within the easement. The easement is located
along the western property line, 20' of it onsite. If authorization is not received, then the planting strip shall be enlarged to
accommodate the required plantings outside of the easement. Prior to the initial site plan receiving conditional approval the
plan shall be revised to address the above requirements.
4. [ARB required revisions] Prior to Initial Plan approval the following items shall be resolved to the satisfaction of the ARB:
a. Increase planting area to accommodate all required trees and shrubs. Alternatively, provide documentation
from easement holders that there is no objection to the proposed planting and add trees elsewhere throughout
the site to compensate for the potential future loss of landscaping in easements and other site impacts.
b. Eliminate the 20 parking spaces that are not required and use the space for additional planting to offset the
appearance of the building and the utility/planting conflicts.
5. [32.5.2(p), 32.7.2.1] The proposed entrance onto Seminole Trail shall be designed and constructed as required by the
standards of the Virginia Department of Transportation. VDOT approval of the proposed entrance to the site shall be
required prior to final site plan approval. See attached VDOT review comments.
6. [Comment] Provide directional arrows for the entrances and throughout the site.
7. [32.5.2(b) 4.12.4(a)] The proposed parking plan exceeds the required amount of parking (53 spaces) by 38% (or 20 spaces).
The proposed parking may not exceed the number of required spaces by more than 20%. Revise the proposed parking to
address this issue.
8. [32.5.2(b)] The number of proposed parking spaces identified on the Cover Sheet and Sheet L2.0 do not match. Revise.
9. [32.5.2(a)] On the Cover Sheet, note that this property also falls within the "Airport Impact Area" zoning overlay district.
10. [32.5.2(f)] On the Cover Sheet, please revise "Drainage District: Rivanna River — Meadow Creek" to "Watershed: Meadow
Creek Watershed" and note that the Meadow Creek Watershed is not a water supply watershed.
11. [32.5.2(a), 32.5.2(s)] On the Cover Sheet, please provide the required and proposed setbacks for the front, side, and rear
yards. Regarding the front setback, please include the minimum and maximum setback allowances, and note that the
maximum front setback requirement is "none" as the property "abuts a principal arterial highway".
12. [32.5.2(s)] Show the boundaries of the development property within the Vicinity Map.
13. [32.5.2(a)] On all sheets, please ensure that the departing lot line symbology is continued along Westfield Road.
14. [32.5.2(i)] On Sheet C0.2, please identify all existing and proposed easements as public or private.
15. [32.5.2(n)] An easement plat granting access to proposed water, sewer, and/or stormwater utilities shall be submitted and
approved prior to final site plan approval. Provide the deed book page reference information for all existing and
new/proposed easements located on the property.
16. [32.5.2(n)] On Sheet C 1.0, provide the dimensions of the proposed building.
17. [32.5.2(b)] Impervious area calculations for the proposed site plan are inconsistent between the Cover Sheet and Sheet C1.3.
Please review and revise.
18. [32.5.2(m)] Include the distance to the centerline of the nearest existing street intersection from the proposed ingress and
egress.
19. [32.5.2(e), 32.7.9.4(c)(2)1 Identify all existing trees by common name and approximate caliper. On Sheets CO.2 and L1.0, it
was difficult to interpret what tree labels such as T-40 " and P-53 " meant.
20. [32.5.2(s)] There are a number of existing trees included in the proposed landscape plan that are slated for removal per the
demolition plan (Sheet D1.0). Revise the landscape plan to align with the demolition plan.
21. [32.5.2(p), 32.7.9.5(d)] Street tree requirements are driven by the amount of street frontage. Entrances are not to be
excluded from frontage calculations. Revise the street tree calculations on Sheet L2.0.
22. [32.5.2(p), 32.7.9.5(b)] The intended Planting Schedule, given on Sheet L2.0, generally aligns with the County's
recommended list of large deciduous trees, with the exception of the Autumn Glory Maple. This is not an approved planting
within the County. Please replace these plantings with an approved plant type that meets the requirement.
23. [32.5.2(p), 32.7.9.7(c)] When a parking area is located so that the parked cars will be visible from an off -site street shrubs
intended for screening must be a minimum of 12" in height when planted. Please provide a note on the landscape schedule
to demonstrate that this requirement is met.
24. [32.5.2(p), 32.7.9.5(d)] Albemarle County Code landscaping standards along streets call for even spacing of street trees
areas adjacent to the public street right-of-way. The landscaping plan along Westfield Road, demonstrates an uneven
spacing of proposed large trees — from 30ft to 45ft to 38ft, moving away from Seminole Trail. Please revise or provide a
justification for the uneven spacing.
25. [32.5.2(n)] Existing and Proposed Utilities. On the landscape plan depict, label, and dimension all utilities/ utility
easements. Provide all existing easements with deed book page reference numbers.
26. [32.5.2(p), 32.7.9.6] Once the parking calculations are revised, assure the interior landscape calculations provided are still
accurate.
27. [32.5.2(p), 32.7.9.6(a)] The landscaping requirement for parking areas calls for a minimum of 5% of the site's vehicular
areas to be landscaped. Areas for street trees and shrubs, as required by 32.7.9.5(d and e), cannot be used to meet this
requirement. Please revise the Interior Parking Lot Landscape Area Requirements calculation exhibit to exclude these areas.
28. [32.5.2(n)] Any proposed outdoor lighting must be shown on the site plan. A photometric plan and lighting cut sheets must
be provided with the final site plan. Proposed lighting must comply with requirements of Sec. 32.7.8 & Sec 4.17 of the
Zoning Ordinance. In addition to meeting all lighting requirements a standard lighting note will be required.
29. [32.5.2(n)] If there is to be a sign for the proposed use, on the final site plan depict and label the sign location. (Depicting
the sign on the final site plan is not approval of the sign location or type).
30. [32.5.2(s), Sec. 32.6.2(h)] Please provide more horizontal space in the signature panel to accommodate approval signatures.

for a 5' DIA underground detention system, a 23' wide easement is required, at a minimum.
Width increases with depth of detention system. Feel free to call to discuss.
b. Provide Drainage Easement from SWM detention system discharge, to point of connection with
existing public drainage easement, or Rt. 29 right-of-way.
11. Provide auto -turn exhibits/figures at following locations, to ensure adequate clearance:

a. Proposed entrance on Seminole Trail. Use Fig. 1, single unit truck design vehicle and a typical
passenger vehicle, one entering, one exiting the site. See VDOT Road Design Manual, Appendix
B(1), pg. B(1)-5.
1. A single -unit (SU) truck design vehicle, as defined by AASHTO, should be used for
the design of all local subdivision streets. Dimensions for this vehicle are depicted
in Figure 2-2 of the AASHTO Geometric Design of Highways and Streets 2011,
shown as Figure 1.

b. The two (R 8' - R 32') travel way radii at east and west periphery of parking lot/building pad. At
these two locations, use typical passenger vehicles traveling in opposite directions.
12. Label area west of proposed AutoZone as a future building, or otherwise label. Also, please identify
proposed surface in this area (grass or mulch, for example).
13. Provide off -site permanent grading or temporary construction easements, if required by design.
14. Provide loading space; ref. County Code 18-4.12.18.
15. Relocate dumpster pad so that Waste Management vehicles may align with dumpster containers without
jumping curb, striking vehicles, etc. Recommend relocate dumpster enclosure two (2) parking spaces east.
16. Provide 8' length of concrete pad in front of dumpster enclosure gates; measure this distance from the back
face of enclosure gates.
17. Offset dumpster enclosure at least 1' from face of CG-2 curb, since enclosure gate detail indicates 1'-6"
post foundation diameter. Must assume gate may be installed after CG-2, or by others. Provide clearance
between dumpster gate /fence enclosure post footings, and face of curb (in plan view).
18. Recommend show ramp between loading area, exterior to building, and finish floor elevation, if required.
19. CLA: Details 17 and 6 are inconsistent, with truncated domes shown in different locations. Please revise
these (CG-12, HC-ramp) details, for consistency.
20. CLA: Recommend revise detail 13 title to `Typical raised walk section.'
21. CLB: Provide
a. Inlet shaping detail.
b. Pipe bedding detail.
c. Manhole step detail.
d. VDOT DI detail (TYP).

24. Provide sight lines for Rt. 29 and Westfield Road.

25. Provide spot elevations wherever proposed grade pools runoff; for example, in parking spaces abutting
islands. A General Note for contractor to provide positive drainage is helpful, but spot elevations are
required at several locations to ensure positive drainage.
26. Label roof leader lines, if underground. Show point of connection to storm collection system.
27. Show and label downspout splash blocks, if roof runoff discharged to asphalt surface. Recommend against
this, however (potential freezing /slip hazard).
28. Intercept, collect and route Qio_n 2.08 cfs un-detained runoff proposed to be released into Seminole Trail,
Rt. 29. Show grades and inlet/s required to capture site impervious runoff to the maximum extent possible,
and limit site runoff into Rt. 29 to the maximum extent possible. Albemarle cannot approve additional
Qp,a storm runoff to inlets located within VDOT R-W on Rt. 29.

41. If eight (8) ginko biloba are trees and plant schedule canopy value (14 SF) is inaccurate, please revise plant
schedule, and provide at least 3' offset between center of tree and back of curb, to prevent damage to
vehicles and landscaping.
42. Revise design to ensure no conflict between tree canopy and area above dumpster enclosure.

Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Timmons Group, dated 14
December 2018, and offers the following comments:
1. Show route number, ADT, and posted speeds for each road that an entrance is being
proposed.
2. Provide the distance from the proposed Route 29 entrance to Greenbriar Drive. The
minimum distance for a partial access entrance at this location is 305 feet. The proposed
entrance appears to meet the minimum spacing to Westfield Road, but does not appear to
meet the minimum spacing to Greenbriar Drive, though that distance is not provided. An
Access Management Exception (AM/E) for entrance spacing will be required if the
spacing to Greenbriar Drive is not at least 305'.
3. The proposed Westfield Road entrance does not appear to meet corner clearance
requirements; provide the distance to Route 29. An AM/E will also be required for this
entrance.
4. If an entrance is permitted via AM/E on Route 29, a right turn lane warrant analysis must
be provided.
5. This plan does not include intersection sight distance lines and profiles, which must be
provided for each entrance.
6. How is runoff managed from the entrance that appears to flow in to Route 29?
7. Note that the final site plan must show conformance with the VDDT Road Design
Manual Appendices B(i) and F, as well as any other applicable standards, regulations or
other requirements.
Please provide two copies of the revised plan along with a comment response letter. If further

061W0010A00300) at it's meeting on January 22, 2019:
The ARB accepted the applicant's request for deferral_
tafrs recommendation on the initial site plan is as follows:
• Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (6) and recommended
conditions of initial plan approval:
1- Prior to Initial Plan approval the following items shall be resolved to the satisfaction of the ARB:

maintained at, mature height; the topping of trees is prohibited_ Shrubs and trees shall be pruned minimally and only to support
the overall health of the plant_"
19_ Show tree protection on the plans_ Include a conservation checklist in the plan-
20- Note that 3M 3630-143 Poppy Red and equivalents are not approvable as primary sign colors_ Also note that the
shade of orange illustrated for the Auto Zone logo may fall outside the approvable range of colors for the Entrance Corridors_
