Address the following: a) Ensure all existing easements, and the labels for those easements, are represented with thinner or lighter line work and text than the proposed easements. This includes any easement that will be created with the easement plat also under review (SUB2018-160), since it will be recorded prior to this special lot plat. Rev. 1: Comment Addressed. b) Label all existing easements as "EXISTING', and all proposed easements as "NEW", by including that in their labels. The "existing" easements should include any easement that will be created with the easement plat also under review (SUB2018- 160), since it will be recorded prior to this special lot plat. Rev. 1: Comment Addressed. c) The deed book and page number for any existing easement must be provided in the label. [14-302 (A)(14) & 14-314] Land to be dedicated in fee or reserved; Identification of all interest of the County in the property. Revise the label for the road right of way dedication to specify "Dedication to County for Public Use". Rev. 1: Comment Addressed. 4. [14-303 (B)] Section name or number. Revise the plat to include a lot designation letter for the area to be dedicated. This lot designation, such as "X" must be for the full dedication area and not be split into two portions. The label under the lot designation should specify the total special lot/dedication area and the area from each of the two lots. Rev. 1: Comment not fully addressed. Revise the note added for "New `Lot 1"' such that the name of one of the owners no longer has a typographical error in it. "Lynchburg" is not spelled correctly. 114-302 (A)(15) & 14-303 (0)] Identification of all owners and certain interest holders; Signature Panels. Address the following: a) This easement plat creates plats on two different parcels and those parcels are owned by different people/entities. Therefore owners of both parcels must sign the plat. Add another signature area for the second owner, unless ownership will change prior to approval by the County. b) Ensure that the owners specified on the plat will be correct for both parcels at the time that the plat will be signed. c) If the ownership of one or both of the parcels will change prior to approval by the County recorded legal documents and/or plats will be required to be provided to shown the new ownership prior plat approval by the County. d) Provide the address for the owners of both lots on the plat. Rev. 1: Comment Addressed. [14-302 (B)(1)] General information. Add a revision date to the plat prior to the next submission. Rev. 1: Comment still aaalies. Add a revision date to the slat arior to the next submission. [14-302 (B)(5) & (8)] Zoning classification; Yards. Address the following: a) Include SP 2017-16 in the zoning area in a note on the plat. Rev. 1: Comment Addressed. b) Revise the setback information so that it is complete and correct, for both zones. Rev. 1: Comment not fully addressed. The RA zone setback information does not appear to be included in the zoning data area of the plat. Ensure the RA setback information is included and clearly differentiated from the HC setback information listed. c) Ensure the building setback lines shown are measured from the proposed right of way for both lots created by the special lot dedication. Rev. 1: Comment Addressed. d) Show the setback lines in both lot. They setbacks for TMP 77-11 need to be shown. Rev. 1: Comment not fully addressed. Address the following: i. Show the setbacks for the RA portion of the property. ii. Show the 50' rear setback to the RA in TMP 77-11. [14-302 (113)(10)] Stream buffers. Add the required stream buffer note. The note must state, "The stream buffer shown hereon shall be managed in accordance with the Albemarle County Water Protection Ordinance." Rev. 1: Comment Addressed. 9. [14-303 (H) & (1)] Monuments; Bearing and distance ties. Address the following: a) Show the proposed monuments on the plat and include them in the legend. b) Provide bearing and distance ties for the proposed dedication area. See engineering comments. Rev. 1: Comment Addressed. 10. [14-303 (A) & (P)] Statement of consent to division; Signature Panels. Address the following: a) Revise the first half of the wording of the consent statement to specify both parcels that are being impacted. b) Revise the first half of the wording of the consent statement to specify what is being proposed with the special lot plat. No description is provided. c) With more than one owner for the two parcels the statement, and signature panels, must be provided separately for each owner's signature area. Ensure in doing so that the statements specifically state which parcel they are giving consent to add the dedication of right of way to, and it should only specify the parcel they own. Rev. 1: Comment Addressed. 11. [14-303 (0)] Signature panels. Revise the County's signature panel to be like the one that will be attached to these comments. Rev. 1: Comment Addressed. 12. [14-303 (P)] Notary Panels. Revise the cover sheet of the plat to ensure that there are sufficient notary panels for the number of owners of the two parcels. Rev. 1: Comment Addressed. 13. [14-303 (T)] Special Lots. Provide on the plat the required special lot note. That note should state "Lot "X" is a special lot established solely for the dedication of public street right of way." Rev. 1: Comment Addressed. 14. [14-312] Location of existing buildings. Revise the plat to show the location of the existing building on TMP 77-11 but not show the proposed building on TMP 77-11 F. If not removed, since certain easements are proposed yet not recorded with this special lot plat, Engineering recommends labels clearly indicate drainage, access; construction and grading easement, ACSA, and SWM facility/access easements are proposed and shown on separate plat, independent of the Special Lot plat. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
