STANDARD OPERATING PROCEDURE
FOR
PREPARING FOR THE PRE-CONSTRUCTION MEETING
The Management Analyst will send an email once the bonds have approved and posted. When
this takes place that is when the Pre-Construction Meeting process starts to take place. CDA
should then log the project in DEQ's system(See SOP—"Logging information into DEQ
system") or coordinate the Pre-Construction Meeting Process. (Note: DEQ general coverage
permit is required when a project is disturbing 1 acre or more and is NOT a Single Family
Dwelling. But, DEQ general permit IS required if the project is part of a Larger Common Plan of
Development even if the disturbed acreage is under 1 Acre. Refer to the DEQ registration
statement.)
• When the Management Analyst sends the email that the bonds have been posted,
Engineering CDA to confirm if DEQ permit is required and communicate with applicant.
• If DEQ permit required, CDA to enter project in the DEQ website and ask County
Engineer to submit. Email applicant(reply to all) with instructions to pay and forward
copy of receipt. Include a link to the pre-con form and ask applicant to fill it out and
return it to you.
• Inform applicant they can pay the fee before or at the time of the Pre-Construction
Meeting. (Note: If they do not pay the fee then the Engineering Inspector will hold the
Erosion Control Permit until they do pay).
• Once the inspector confirms a date for the meeting, create the Erosion Control Permit in
County View(See SOP—"Erosion Control Permits in County View"),print and give to
Kenny to sign. Deliver signed permit to inspector.
• Before the Pre-Construction Meeting takes place, ensure file is given to the inspector.
• If for some reason the file has not been closed out after approval, then that process would
need to take place(See SOP—"File Closeout After Approval" and follow the"WPO
Files" guidelines).
