Dear Mr. Greene,
Your LOR application has been reviewed. In order for the amended site plan to be approved the following
revisions are required:
[Comment] Landscape Plan. The landscaping plan depicted on Sheet 7: Lighting Plan does not align
with the landscaping plan on the approved final site plan. It appears required trees have been moved
or are not included. If landscaping elements are included within any of the sheets, they will either
need to align with the approved landscaping plan OR modifications thereof will need to be included
and reviewed as part of this LOR amendment.

1. Add the following notes to the general notes page:
a. Retaining walls greater than 3 feet in height require a separate building permit. Walls
exceeding 4 feet in height require a stamped engineered design also.
b. Accessible parking spaces and access aisles shall not have a surface slope greater than
1:48. Access aisles shall be at the same level as the parking space they serve.
Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The
Code is kept up to date by the County Attorney's office. The Code may be found on the County
Attorney's website which may be found under "Departments and Services" at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to
submit a revised final site plan to address all of the requirements within six (6) months after the date of
this letter the application shall be deemed to have been voluntarily withdrawn by the developer. If you

The Planner for the Planning Services Division of the Albemarle County Department Community
Development will recommend approve the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based
on further review.) [Each comment is preceded by the applicable reference to the Albemarle
County Code.]
Requirements:
1. [32.5.2(1)] A plat and associated deeds will be required for all easements outside of the
right of way prior to final site plan approval.
Rev1: Plat has not been submitted to date. Comment not addressed.
2. [32.7.9.5(e)] Where parking is located so that parked cars are visible from an off-site
street, low shrubs between the street and parking lot are needed. Provide shrubs for
any of the parking areas that are visible from Olympia Drive.
Rev1: Additional screening shrubs need to be provided. The parking in front of
Building #2 needs to be screened, as well as the parking areas from Rolkin Road.

4. [32.7.9.8] Any plant materials that do not exceed five feet in height at a maturity of 10
years after planting cannot be counted towards the tree canopy calculations. Revise as
some of the shrubs listed will not reach 5 feet.

5. [32.7.9] Provide a filled out and signed conservation plan checklist within the plans.

7. [4.12.13; 32.5.2(n)] Two loading spaces are required. Provide the loading spaces and
adjust your parking calculations accordingly. Also list the loading spaces on sheet 2.
Rev1: A note on the plan requesting that loading spaces not be required is not
sufficient. Please provide written justification for the loading spaces for the Zoning
Administrator and County Engineer to review. The justification should include
information addressing 4.12.13 (f) below:

Additional Comments:
1. The site plan cannot be approved until the Architectural Review Board application and
review/approval occurs. To do date, an ARB application has not been submitted for
this site plan.

Dear Ms. Yaniglos:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Dominion Engineering, last
revised 6 February 2017, and offers the following comments:
1. Sight distance profiles are required.
2. The minimum entrance radius, without separate truck access, is 42 feet.
3. In a previous email correspondence with the applicant concerning the proposed parallel
parking on Olympia Drive we noted that this area must have adequate drainage. It is
unclear how this has been addressed.
Please provide two copies of the revised plan along with a comment response Ietter. If further
information is desired, please contact Justin Deel at 434-422-9894.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.

I have reviewed the above referenced final site plan and have the following comments:
• A water and sewer construction plan review by the ACSA is required. Submit 3 copies of the plan along with
water and sewer data sheets to the ACSA, Attn: Michael Vieira, PE, to begin the review.
• Propose an 8" water main through the site.
• Show water meters for each building.
• Add sewer sequence of construction notes to the plan.

Dear Ms. Yaniglos:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Dominion Engineering, dated
21 September 2016, and offers the following comments:
I . Trip generation for the site needs to be provided.
2. Please provide a right turn lane warrant analysis.
3. Show the route numbers and the speed limit for each existing street.
4. Adequacy of the existing Storm Outfall needs to be verified.
