Subject: SUB201700129 North Pointe Northwest Residential Area — Final Subdivision Plat
The County of Albemarle Planning Division will recommend approval of the plat referenced above
once the following comments have been satisfactorily addressed. (The following comments are those
that have been identified at this time. Additional comments or conditions may be added or eliminated
based on further review.): [Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.

1. [ZMA2013-14, ZMA2000-91 Sheet V2 depicts a small area of
land on the southwestern end of Open Space C, which is below
the 20' public access easement, the site plan depicts this area as =.=so

through it. Revise to be in conformity with the site plan. Pleaseh
work with Scott Collins to coordinate the final subdivision plat 525e7
and the final site plan.

2. [ZMA2013-14, ZMA2000-91 Sheet V3 depicts a small area of non -shaded land on the
southern end of Open Space C, which means it's not part of the SWM, forest, and open
space easement; however, sheet V2 includes this area as part of the publically dedicated
land to the County. Please review these sheets and ensure they are accurately depicted and
match the intent of your proposal.
3. [ZMA2013-14, ZMA2000-91 Ensure the open space areas depicted on the final subdivision
plat and the final site plan match. Currently the proposed acreages of Open Space dedicated
to public use and to the HOA do not match. Specifically the plat lists HOA Open Space A
as 4.172 acres but the site plan lists it as 6.90 acres. Also, the plat has County Dedicated
Open Space Al as 5.473 acres but the site plan lists it as 9.55 acres. Also, the plat has
County Dedicated Open Space C as 10.727 acres but the site plan lists it as 6.23 acres.
Also, the plat has HOA Dedicated Open Space B as 1.531 acres but the site plan lists it as
6.90 acres. Please work with Scott Collins to coordinate the final subdivision plat and the
final site plan.
4. [Comment] The road plan depicts public drainage easements at the entrance of Lewis and
Clark Drive (where it connects to Rte. 29 - specifically, I am talking about the areas
associated with the culvert pipe under the entrance of the road and the outfall areas on
either side of it), however these easements are not being dedicated to public use on the final
plat; rather, they are being dedicated to the HOA as open space.
Please revise the final plat and the final site plan to match the road plan, as these areas are
part of the public right-of-way and shall be dedicated to public use as they are needed for
road maintenance purposes.
5. [14-314] Provide deeds for areas to be dedicated to public use for review and approval by
the County Attorney. Also, provide deeds for all public access easements.
6. [14-317] Provide instrument evidencing maintenance of all improvements that are not to be
maintained by the County or other public agency.
7. [Comment] The plat should be held till the Final Site Plan, WPO Plan, and Road Plan are
further along in their reviews and closer to approval to ensure that the easements and features
associated with the proposal are approvable and match these other plan sets.
8. [ZMA2013-14, ZMA2000-91 Revise the statement of consent to include reference to TMP 32-
22P in the signature block.
9. [ZMA2013-14, IX, 9.11 Provide all temporary construction easements to allow Stormwater
Basin #10 to be redesigned and enlarged to accommodate the school lot Stormwater.

Engineering —Matthew Wentland
1. A Deed of Dedication will need to be signed and recorded for the SWM facility easements and the
SWM Forest and Open Space easements. This will filled out by the County and forwarded to the
applicant when the plat is nearing approval. It is recommended the County fill out the draft of the deed
as to shorten review time.
2. It appears that the easement for the culvert at the entrance may go on to property being deeded to the
County. This easement should be included now so that the County will not need to be party to it in the
future.
3. Provide language in the deed (or other documentation) that will allow the required work (such as the
mitigation) to be done in the portion being deeded to the County.
4. Remove the comma from the SWM, Forest & Open Space so that it is SWM Forest & Open Space.
VDOT — Adam Moore/Justin Deel
1. The Route 29 Improvements Plan (SUB201600196) for the entrance of this site and the Road Plan
(SUB201600112) have not been approved at the time of this letter.
2. A sight distance easement is required at the Girard Drive entrance.
3. Please add a note stating that the public street right(s) of way are being dedicated to the County for
public use.
4. Please add a note stating that sight distance easements are dedicated to public use and shall be kept
clear of visual obstructions, including but not limited to fences, structures, and landscaping.
Parks and Recreation - Dan Mahon
1. A pedestrian crossing/connection under the stream crossing culvert was previously discussed
under the entrance road. Please depict this on the final site plan.
ACSA — Richard Nelson
No objection — he recommends approval.
VDH — Josh Kirtley
Approval previously granted.
