As the first sentence states, Comprehensive Sign Criteria are for buildings "that house multiple businesses," such as shopping centers. The list provided below are of large buildings with multiple tenants in them. Comprehensive Sign Plans are submitted to ARB review and approved by the ARB prior to the submittal of individual sign applications. They are used as reference documents for individual sign applications. If your parcel does not have a pre -approved CSP, then your sign application does not meet the conditions of a CSP according to the application (your parcel also does not meet the conditions of a CSP, in case you were thinking of applying for one, because it is a single business in a single building). To check whether any parcel has a pre -approved CSP associated with it, refer to the list on the website provided. The Tax Map -Parcel number for your property is 78-48A (highlighted in the image below): .6 I .e I" If you refer to the list of parcels (arranged in numeric order) that have a Comprehensive Sign Plan on the website I provided, you'll see that there is no CSP for this parcel because it is not a multi -tenant building housing more than one business: Kohr Br&, Binding (formeriv 250 East Farmer's Nfarl-et Building) 0-800-00-00-03300 Luxor Bui"di= 3 07800-00-00-055AD 1460 Pant)ps h'lount6n Place Freestanding Sign 01,743110 -OU -00-05 As Having a CSP — which is a list of criteria that limits sign designs in addition to the criteria and standards named in the Entrance Corridor Sign Guidelines — shortens review times for reviewers, because, theoretically, the applicant should have submitted a design that complies with a limited range of options as specified in their particular and unique CSP. For those applications/parcels that don't have a CSP, the review time is longer and that fee of $129 is required because it pays for staffs review time. Therefore, for this application to move forward, you will need to remit the $129 for ARB rPviPw. To reiterate, the ARB review fee is separate from the Zoning review fee paid for a freestanding sign ($91.64) and any footing that may be required (which is an additional $32.64). If you had wanted the sign to be illuminated, you would also have had to pay an Electrical permit fee of $48.96; all this is to say that a sign application may have more than one fee associated with it depending on a number of variables. 2) Application. I have been told by our in -take staff that they do not accept sign permit applications electronically. Applicants submit sign permit applications in hardcopy (paper format — the old school way), and then in -take staff makes several photocopies of the one application form and supplies those to several reviewers, including ARB staff if the parcel lies in the Entrance Corridor; Building Inspections staff if there is an electrical permit or footing required; and Zoning staff. We all have different roles in the review process and we check for compliance with different rules and regulations. Therefore, if the original application is missing pages and the applicant later emails the missing pages to one of the reviewers who asks for it, there is no central database from which other reviewers will have access to that email. In other words, if Jeff Baker, who is the Zoning staff member reviewing your application for compliance with the Zoning Ordinance, asks you to supply pages 6 and 7 of the application and you email those to him and to him alone, that information and those revised materials don't come to me necessarily —Jeff doesn't know, for instance, that I didn't receive them from you, and he may not think he needs to forward them to me. Fundamentally, it is the onus of the applicant to submit a complete application and to respond to all reviewers who contact him or her. When Jeff and I first received copies of your application, we individually noticed that our respective copies were missing pages 6 and 7, so we both asked you to supply us with those missing pages. I see that you have since supplied pages 6 and 7 to Jeff's copy, which is your building permit. I will add page 6 that you sent to me today to my ARB file. ARB staff does not go into the field to verify the distance of a proposed sign from the right-of-way when it is staked out. That is done by Code Compliance officers once the Certificate of Appropriateness (your ARB approval) and your building permit (overall approval) are issued and the sign is erected. Regardless, the correct distance between the sign's placement and the right-of-way (which is the property line) needs to be on the approved sign drawings so that the Code Compliance officers, when they are checking the sign placement in the field, have an approved document to refer to. Thank you for providing a site plan with this revision which meets the requirements outlined in the application checklist. I have read your letter dated January 25th and wanted to address the requests in this correspondence. Regarding the review fee, Euromotive has already provided part of the fee which covered the free-standing sign ($91.64). 1 understand the remainder of the fee, to total $139, is due as it has been declared the sign plan does not meet the conditions of a Comprehensive Sign Plan. Could you please advise what qualifications it does not meet? I have gone through the conditions as stated in your provided link and feel the proposal does satisfy the conditions listed. Regarding the missing pages (6 and 7) the sign diagram (page 6 of the application) was previously submitted via e-mail but I will include a copy attached to this e-mail. There is no place available on the document to input distance from the property line (when you create an electronic copy) but that distance is 172" from the outside of the sign post. The location is physically marked on the property with stakes as well. Page 7 was already submitted with the hard copy of the application that was turned in directly to the office. That copy includes a signature and date from one of the owners, Erich Moeller. A copy was sent to the property owner via USPS. The owner himself also provided feedback including the suggestion to downsize the sign (originally 8'x4', now 6'x3'). I am attaching a full copy (pages 1-7) of the application to this e-mail, however page 7 is not signed as you should already have this on file. I am also attaching the revised sign proposal document. I have included the information about the wood frame being pressure treated wood as well as updated the measurements of the sign. We have removed the greenery/softscape from the design plan. Lastly, I am attaching a copy of the property as shown on the GIS website with the sign location marked. I hope this is everything needed to move this along! Our business is located along Richmond Road entrance corridor on the east side of Charlottesville. It is located on the westbound side of the road. The proposed sign will be located between the building and the roadway and will be positioned perpendicularly to the road in order to maximize visibility for customers. The sign will be a "dual post" freestanding style, whereas a flat wooden sign will be held up by two "legs" on either side. This style has been used on neighboring properties, for example the Faith Christian Center located at 2186 Richmond road: Our sign will feature the Euromotive logo with a brief description of the business ("European automobile service and repair"). The colors of the logo (which itself will only contain two (2) typefaces), will include black, blue, red, and gold (yellow) set against a white background. These colors, which include a triadic color scheme of the primary colors, will compliment the surrounding aesthetic of the corridor and compliment neighboring signs with similar color schemes.
