Hello Laura,
To answer your questions in detail:
1) Review Fee: page 1 of the application states that there is a review fee of $129 for any sign in the Entrance
Corridor that does not meet the conditions of a Comprehensive Sign Review:

In the email that I sent to Erich on 1/25/19 (which I have attached to this email), I supplied a hyperlink to the ARB
website that explains what Comprehensive Sign Plans are and lists what parcels have them. I'll supply the link here as
well as cut-and-paste the website explanation below:

As the first sentence states, Comprehensive Sign Criteria are for buildings "that house multiple businesses," such as
shopping centers. The list provided below are of large buildings with multiple tenants in them. Comprehensive Sign
Plans are submitted to ARB review and approved by the ARB prior to the submittal of individual sign applications. They
are used as reference documents for individual sign applications. If your parcel does not have a pre -approved CSP, then
your sign application does not meet the conditions of a CSP according to the application (your parcel also does not meet
the conditions of a CSP, in case you were thinking of applying for one, because it is a single business in a single building).
To check whether any parcel has a pre -approved CSP associated with it, refer to the list on the website provided. The
Tax Map -Parcel number for your property is 78-48A (highlighted in the image below):
.6 I
.e I"
If you refer to the list of parcels (arranged in numeric order) that have a Comprehensive Sign Plan on the website I
provided, you'll see that there is no CSP for this parcel because it is not a multi -tenant building housing more than one
business:

Having a CSP — which is a list of criteria that limits sign designs in addition to the criteria and standards named in the
Entrance Corridor Sign Guidelines — shortens review times for reviewers, because, theoretically, the applicant should
have submitted a design that complies with a limited range of options as specified in their particular and unique CSP. For
those applications/parcels that don't have a CSP, the review time is longer and that fee of $129 is required because it
pays for staffs review time. Therefore, for this application to move forward, you will need to remit the $129 for ARB
rPviPw.
To reiterate, the ARB review fee is separate from the Zoning review fee paid for a freestanding sign ($91.64) and any
footing that may be required (which is an additional $32.64). If you had wanted the sign to be illuminated, you would
also have had to pay an Electrical permit fee of $48.96; all this is to say that a sign application may have more than one
fee associated with it depending on a number of variables.
2) Application. I have been told by our in -take staff that they do not accept sign permit applications electronically.
Applicants submit sign permit applications in hardcopy (paper format — the old school way), and then in -take
staff makes several photocopies of the one application form and supplies those to several reviewers, including
ARB staff if the parcel lies in the Entrance Corridor; Building Inspections staff if there is an electrical permit or
footing required; and Zoning staff. We all have different roles in the review process and we check for compliance
with different rules and regulations. Therefore, if the original application is missing pages and the applicant later
emails the missing pages to one of the reviewers who asks for it, there is no central database from which other
reviewers will have access to that email. In other words, if Jeff Baker, who is the Zoning staff member reviewing
your application for compliance with the Zoning Ordinance, asks you to supply pages 6 and 7 of the application
and you email those to him and to him alone, that information and those revised materials don't come to me
necessarily —Jeff doesn't know, for instance, that I didn't receive them from you, and he may not think he needs
to forward them to me. Fundamentally, it is the onus of the applicant to submit a complete application and to
respond to all reviewers who contact him or her. When Jeff and I first received copies of your application, we
individually noticed that our respective copies were missing pages 6 and 7, so we both asked you to supply us
with those missing pages. I see that you have since supplied pages 6 and 7 to Jeff's copy, which is your building
permit. I will add page 6 that you sent to me today to my ARB file.
However, I noticed there is a discrepancy between the Sign Diagrams page and the image you provided which
needs to be addressed:

Your sign dimensions are listed as 74" x 36" on the application images provided (right) and not 72" x 36", which
is what you state in the diagram page. Please revise the image if the correct measurement is 72" and resend to
me; I will make sure Jeff gets his copy.
3) Site Plan and distance from the R -o -W. ARB staff does not go into the field to verify the distance of a proposed
sign from the right-of-way when it is staked out. That is done by Code Compliance officers once the Certificate of
Appropriateness (your ARB approval) and your building permit (overall approval) are issued and the sign is
erected. Regardless, the correct distance between the sign's placement and the right-of-way (which is the
property line) needs to be on the approved sign drawings so that the Code Compliance officers, when they are
checking the sign placement in the field, have an approved document to refer to.
Thank you for providing a site plan with this revision which meets the requirements outlined in the application
checklist. However, I have noticed in the revised photoshopped image you sent today that the dimension of
"172" from outside of post to property edge" has not been rectified:

The correct dimension is 68" from the property line/right-of-way, which was corrected in the version that Erich

4) Landscaping. My letter dated 1-25-19 asked that you clarify the species, number, and placement of plants
proposed. I am sorry that you have removed the proposed planting altogether, as that will not meet the
Entrance Corridor Sign Guidelines requirement 8d., which requires landscaping around new freestanding signs:
8. FREESTANDING SIGNS
a. Monument signs are preferred it) pole --
mounted signs because they are often of a
smaller scale and can be more fully integrated
into the overall development. bole signs may
be considered for approval if' existing site
conditions rule out the ability to use a
monument sign, and only when the pole Is in
proportion to the sign cabinet or panel.
b. Materials used in both the sign and support
structures should be complementary. They
should also support the aesthetics of the
building and /or complex being; served by the
sign, although a direct duplication is not
necessary. It is preferred that the base material
match one of the primary building materials
unless the design of the sign repre_senty itself
as a freestanding element complementing the
building -
e. The structure of a monument sign shall not
overwhelm the sign- The structure and the sign
that it supports must be in proportion to, each
tither.
d. Landscaping. Use ground cover, shrubs and/
or trees to integrate freestanding; signs Into
the overall landscape development of the
site. Refer to the Albemarle County
Recommended plants List, which is
included in the Albemarle Cosinly
Architectural Review Board Design
Guidelines and is available on-line at

When you have paid the ARB review fee and I spend time reviewing this application according to the Entrance
Corridor Sign Guidelines, I will reference the lack of landscaping in your current application and ask you to revise
it.

In conclusion, once your payment is received, I can review your application; and if your application meets all of the
Entrance Corridor Sign Guidelines, then I can issue you your Certificate of Appropriateness and approve your sign permit
(as only one of many reviewers on the latter).
I hope this email has provided you with detailed explanations to answer your questions and provided you a clearer
understanding of the review process, its many moving parts, and its different roles. Of course, you may always
telephone and/or email me if you have further questions.

Subject: Sign proposal revisions
Good afternoon,
I am writing on behalf of the owners of EuroMotive, LLC, a business opening along the 250 corridor, as I am assisting
with the permit process for their proposed sign. I have read your letter dated January 25th and wanted to address the
requests in this correspondence.
Regarding the review fee, Euromotive has already provided part of the fee which covered the free-standing sign
($91.64). 1 understand the remainder of the fee, to total $139, is due as it has been declared the sign plan does not meet
the conditions of a Comprehensive Sign Plan. Could you please advise what qualifications it does not meet? I have gone
through the conditions as stated in your provided link and feel the proposal does satisfy the conditions listed.
Regarding the missing pages (6 and 7) the sign diagram (page 6 of the application) was previously submitted via e-mail
but I will include a copy attached to this e-mail. There is no place available on the document to input distance from the
property line (when you create an electronic copy) but that distance is 172" from the outside of the sign post. The
location is physically marked on the property with stakes as well. Page 7 was already submitted with the hard copy of
the application that was turned in directly to the office. That copy includes a signature and date from one of the owners,
Erich Moeller. A copy was sent to the property owner via USPS. The owner himself also provided feedback including the
suggestion to downsize the sign (originally 8'x4', now 6'x3').
I am attaching a full copy (pages 1-7) of the application to this e-mail, however page 7 is not signed as you should
already have this on file.
I am also attaching the revised sign proposal document. I have included the information about the wood frame being
pressure treated wood as well as updated the measurements of the sign.
We have removed the greenery/softscape from the design plan.
Lastly, I am attaching a copy of the property as shown on the GIS website with the sign location marked.
I hope this is everything needed to move this along! Please let me know as soon as possible if everything is OK or if there
is anything else you need.
Thank you so much!
Laura Bittle

To whom it may concern:
Please consider this our proposal for the placement of a business sign to be
located at 2238 Richmond Road, Charlottesville, VA.
Our business is located along Richmond Road entrance corridor on the east
side of Charlottesville. It is located on the westbound side of the road. The
proposed sign will be located between the building and the roadway and will be
positioned perpendicularly to the road in order to maximize visibility for
customers. The sign will be a "dual post" freestanding style, whereas a flat
wooden sign will be held up by two "legs" on either side. This style has been
used on neighboring properties, for example the Faith Christian Center located
at 2186 Richmond road:
Our sign will feature the Euromotive logo with a brief description of the
business ("European automobile service and repair"). The colors of the logo
(which itself will only contain two (2) typefaces), will include black, blue, red,
and gold (yellow) set against a white background. These colors, which include a
triadic color scheme of the primary colors, will compliment the surrounding
aesthetic of the corridor and compliment neighboring signs with similar color
schemes. These include the "Kohr Bros" sign located at 2151 Richmond road,
which contains blue, white, orange, and yellow, as well as the "Comfort Inn"
sign located at 2097 Inn Drive (with the sign near & visible from Richmond
Road and highway 64), which contains the colors blue, yellow, orange, red, and
white:

The sign will be 6 feet wide and 3 feet tall and constructed from pressure
treated wood. The sign frame and posts will be made from pressure treated
wood. The sign will be approximately 3' from the ground level and have an
overall height of approximately 6 feet from the ground level.
The colors for the sign are as follows (all swatches are Valspar brand paint,
found at Lowe's Home Improvement Store):
White background: "Polar White" #7003-16
Graduated blue stripes, lightest to darkest:
"Ocean Sigh" #5002-10A
"Wishing Well" #5002-1 OC
"Pacific Pleasure" #5009-10
"Boisterous Blue" #4009-6
"CVILLE" in the website address will also be "Ocean Sigh" blue
Black font/ block: "Dark Kettle Black" #4011-2
Red block: "Classic lied" #1009-2
Yellow -gold block: "Morning Sunrise" #3011-2
All design elements of the sign (including the logo and text) will be a vinyl
application created by a local Charlottesville business, Frontrunner Signs. The
colors used will be color -matched to the paint swatches listed above.
Thank you for your consideration of our sign design! We hope this satisfies all
county requirements. Please let us know if you have any further questions.

RE: ARB -2019-4: EuroMotive monuments sign (TMP 07800-00-00-048A0)
Dear Erich,
We have received your above -referenced sign application. Your application was incomplete. We cannot
begin review until the missing information is submitted and parts are revised. The following items were
missing from your submittal and revisions requested:
1. ARB Review fee. This sign is in the Entrance Corridor and does not meet the conditions of a
Comprehensive Sign Plan. Parcels that have Comprehensive Sign Plans associated with them can
be found here. The fee of $129 is due before review of this application can commence.
2. Complete application form. Your application form is missing the last two pages (Sign diagrams
and the certification that notice of the application has been provided to the landowner); provide a
complete sign permit application for review.
3. A site plan or latest approved plat showing, to scale, the proposed location of the sign with
dimensions. A site plan is necessary to ascertain if the location of the sign will be five feet or
more from the property line, which is where the VDOT right-of-way begins. You can create a
simple site plan using the County's GIS Web. Please use this hyperlink, which should take you
directly to the parcel in question. You can use the "measuring tool" and the "draw" tools in the
menu to the left to both draw a dimensioned sign in plan view and correctly measure its distance
from the property line. Please print this revised map out and add it to your revised application
package
4. Material of the monument sign frame and posts. No information on the proposed frame and
post material are given. If it is pressure -treated wood, as the sign panel is, please add that
information to the application narrative.
5. Colors. Thank you for providing samples of the paint colors and for listing which colors will be
used in the background, text, and accents. The "Cville" in the email appears to be a different color
than the black proposed for all other text. Please clarify on the sign drawing or in the application
narrative what color that word will be, and if any other text is proposed to be a color other than
black.
6. Landscaping. Your application mentions the intention to plant "boxwood evergreen plants"
around the sign base. Please list the number of plants, the exact species (pleas refer to the
Albemarle County Recommended Plant List for approved species), and a plan view that shows
where they will be placed (i.e., on both sides of the sign or one side? In an arc or in a line?).
Please re -submit your sign drawings, including the missing information. (You may email the revised
drawings to me at hmcmahon@albemarle.org or send the copies by U.S. mail.) If the missing items are
received within 15 days of the date of this letter, we will proceed with review, and the submittal date will
be adjusted according to the date of your resubmittal. If the missing items are not received within 15 days
of the date of this letter, the application will be denied and a new fee will be required to submit a new
application.
If you have any questions about this process, feel free to contact me.
Sincerely,
