I offer the following below in red to explain: 1. [4.12.17(C)21 One-way access aisles. --•.•. • . • . • - - • - . • - •• wide access aisles. As such, provide a note on the plans stating: "10'access aisles have been permitted for Access to the Site, which is designed and constructed as provided in section 4.12.17(c)"—Upon further consideration I don't think this variation is necessary, nor did I accurately cite the sections above; rather, this is not an"access aisles", instead it's a"travel way", pursuant to Section 32.7.2.2(a)each travelway shall be designed and constructed to standards for private streets in Chapter 14. Previously Fire and Rescue provided a deal breaker with regard to the access to the site;however, the applicant has worked this out with Fire&Rescue. I just reviewed the revision and have 4 large issues that require waivers that the agent needs to make in consultation with the County Engineer. I have provided my draft comments below which are written with the assumption the County Engineer is signing off on waiving these requirements. Obviously, I need you to get into these issues and truly agree to waive these requirements prior to moving forward. David, the largest waivers I feel you should be privy to is the last waiver which omits VDOT review as discussed at the pre app. Is this how you want to handle it? 1. 14.12.17(C)21 One-way access aisles. The minimum travelway width for one-way access aisles shall be twelve (12) feet. The Agent in consultation with the County Engineer has signed off on the use of a 10'wide access aisles. The reduced width of the access road is allowed via VA Statewide Fire Prevention Code Section 503.1.1 exception 2, specifically in this case the stream buffers. 4. With only one or two exceptions, there is more than adequate width along the road to allow for vehicles to pull off and let another pass by. Like the existing road, the "shoulders" are mostly loose natural stone and really won't need improvements. There are a couple of places where some logs can be removed or a tree may need to be limbed. Also, there are wide travelways at the monument parking area and at the existing maintenance building. It seems reasonable to me that with the numerous wide areas along the existing road that a couple of pinch- points can be tolerated where large trees or boulders would otherwise need to be removed. I've worked on site plans in the County where pull-off areas on narrow driveways were acceptable for emergency access. Further, we would like to maintain the existing road's width to preserve its park-like appearance since it is also used by hikers. Please let me know your thoughts on this approach. 3. Anything beyond 12' final width (and this is pushing it)requires revision to approved VSMP /WPO plan,revised SWM Forest/Open Space Easement Area(once VaRRM .xls is revised), revised easement plat, and expense of widening. I have no estimate of additional time or expense associated with easement, survey or design work— it's best if Engineering leaves budget effect to others to consider. Fire Rescue hasn't allowed many projects to proceed without the minimum 20' unobstructed travel way without some sort of fire protection system. We struggle at times providing service to residential structures that have the minimum access required for a driveway. I am ok with the proposed grade, it is the width that is concerning. What is the widest it could be based on stream buffer and other constraints? Also,just for reference the code reference we use is below. Is there a possibility of a sprinkler system, even if a limited area system? 503.1.1 Buildings and facilities.Approved fire apparatus access roads shall be provided for every facility,building or portion of a building hereafter constructed or moved into or within the jurisdiction.The fire apparatus access road shall comply with the requirements of this section and shall extend to within 150 feet(45 720 mm)of all portions of the facility and all portions of the exterior walls of the first story of the building as measured by an approved route around the exterior of the building or facility. I am writing on behalf of Albemarle County to ask if 12' stone access at< 10 percent grade to a proposed new Maintenance building at Mint Springs Park will meet Fire-Rescue needs (photos of typical buildings, below). The structure will be occupied Mon-Fri (occasionally on weekends)by parks personnel for equipment use, storage, and maintenance. The proposed structure is equivalent to an agricultural support building, not much more. It is(far) less than a residential structure; it is not a near-equivalent. It has a kitchenette, single unisex bath, and 2 maintenance bays (image,below). It is more nearly equivalent to a backyard shop,upscale garage, or boathouse. It is not commercial,but institutional. There is no public, commercial, retail,residential, occupancy(apart from limited staff), or high-value component of development. Fire-Rescue response(Crozet Ave. N. /Rt. 240)would be swift; response would include a mix of vehicles stationed there. To our knowledge, these vehicles do not require> 12-ft. access, or grade flatter than 9%. We share these thoughts,understanding and accepting Fire-Rescue needs, whatever they may be. We hope 12-ft width, equivalent to fire-rescue access width requirements for a 2,000, 4,000, or 6,000 SF seven-figure private residence,meets Fire-Rescue needs. Engineering hopes to support Parks &Rec needs while preserving natural features at Mint Springs Park. Any widening impacts a stream buffer(image,below), which Engineering works to avoid—we routinely require applicants avoid stream buffer impacts. The facility will house 4 workers max at any one time. The building is proposed to be served by well and septic. The parcel itself is 450 acres and the proposal is for 0.87 acres of disturbance(36,154 SF). The amount of disturbance requires an E&S Plan (WPO plan), the applicant discussed purchasing credits instead of building a BMP, Engineering was in favor of this solution(see Engineering's detailed guidance below). The proposal shall be reviewed as a Minor Amendment to SDP0000-234.
