Community Development staff in attendance: David Benish, Christopher Perez, and John Anderson Parcel: TMP 55-28 History: SDP0000-234 (Final Site Plan) The proposal is to add a maintenance building for County park staff, associated parking, and access road. The facility will house 4 workers max at any one time. The building is proposed to be served by well and septic. The parcel itself is 450 acres and the proposal is for 0.87 acres of disturbance(36,154 SF). The amount of disturbance requires an E&S Plan (WPO plan), the applicant discussed purchasing credits instead of building a BMP, Engineering was in favor of this solution (see Engineering's detailed guidance below). The proposal shall be reviewed as a Minor Amendment to SDP0000-234. Click on the LINK to Minor Site Plan Amendment Application Reviewers of the plan shall be VDH, Planning, Engineering, and Fire Rescue. Prior to submitting the plan ensure the plan is revised to include a break out of facility's location in relation to the entire parcel. Also, ensure the extent of the proposed access road is depicted from the existing road. Provide dimensions and slope of the access road. This information will be used by Engineering and Fire Rescue to determine if the road shall be upgraded prior to approval. Notably, provide dimensions on all improvements. Snce Area of Land Disturbance is>10,000 ft2,project is subject to VSMP requirements (water quality and water quantity). 2. There is no exemption for proposed land disturbance activity. 3. When preparing a VSMP Application,use VDEQ VRRM ReDevelopment spreadsheet (v. 3.0)—several WQ compliance options exist: a. BMP Practice Spec. #2 : requires Open Space Deed of Easement+plat (survey expense). b. Nutrient Credit purchase: If current market is 4$15k/lb.,then 0.05 lb. should cost $750.00. c. A/E explained(terrain contours confirm)that only runoff is concentrated roof leader line discharge to splash blocks, which disperse flow. Recommend French drains(10'-15')at ea. leader line to further attenuate flow. d. VSMP Application should address water quantity requirements via narrative,ref.to Ex. forested condition, and essentially zero-velocity non-channelized post-developed site runoff. 4. A trial check with(Attached)VRRM ReDevelopment spreadsheet(for illustration) indicates 0.05 TP Load Reduction(lb./yr.)required. 5. Attached example VRRM.xls includes conceptual level impervious and turf areas routing to conservation area/s (Filter/Open Space). 6. If Applicant(County Parks/PMD)chooses BMP option, A/E must ensure design meets design specifications of selected practice. 7. With either option, Engineering discussed idea of providing slightly more phosphorus reduction than required. 8. If additional TP(total phosphorus)Load Reduction is proposed(beyond minimum), then surplus is available for use at other Parks facilities. 9. Any surplus TP reduction may be used to help meet water quality requirements on similar, small-scale (impervious area) County projects. 10. A/E should confirm land cover area,capture, and soil type values,prior to submitting VRRM.xls data(or summary)with VSMP Application. 11. Please note: Attached VRRM.xls includes runoff routing to BMP Spec. #2; Sheetflow to Conservation Area (Filter/Open Space); C/D Soils. 12. VSMP Application should confirm access(road)to proposed new Maintenance facility site is stone,and with project, remains stone(impervious). 13.
