If, when I review a revised photometric plan, I find that all of the footcandle values are less than 20 fc,then your lighting application will be approvable. In regards to the LOR and to the ARB sign permit(both), my point about the landscaped area is that no plants are proposed as far as I can tell—just mulch. If you read the Design Guidelines or the Sign Guidelines about landscaping, it says that monument(freestanding) signs and accessory structures should be integrated with the site/building through landscaping.As far as I could ascertain from the drawings submitted,you all are proposing a new landscape area out of what is currently an asphalt drive lane with no plantings. We require plantings. Furthermore,an aerial view of the site suggests that the currently landscaped area closer to the building may not have all of the landscaping in it that was approved in 1995. Please ensure that what is on the ground corresponds with what has been approved; if you would like to amend the landscaping in that area,you can use this LOR opportunity to do so. In regard to the springboard canopy footprint on C4: a hatched footprint where the springboard canopy(demarcated as (1) on the plan) is to be placed is measured at the scale provided (where 1" =20') as 6 feet wide by 9.5 feet long (I cannot measure height on a plan drawing); no written dimensions are provided on C4. However,the detail on C10 says that the model you are choosing is 3.5 feet wide.This is inconsistent. Either the footprint on C4 needs to be changed to show a 3.5-foot x 9.5-foot canopy OR the detail on C10 needs to be adjusted to show a model that is 6 feet wide. In other words, they don't match and they need to match. There is a downward LED light on the springboard canopy.That's the addition of a site light. It needs to be included in the lighting plan, which means the revised photometric plan I asked for in the first paragraph should be taking this additional site lighting into account. There is a larger issue here,which is that the ARB staff finds the addition of the Welcome Gateway structure and the Canopy structure inappropriate for the EC and has asked for alternatives. Based on our previous correspondence we obtained a photometric plans for the replacement of lighting. Perimeter lighting is not being changed. Regarding the LOR comments—I do not see a dimension on sheet C4 of the site plan for the Springboard Canopy,the Springboard canopy measures 9'3" (w)x 11'5" (h)which matches the dimensions on sheet C10. It would mean your site plan would not be in compliance with what is on the ground if any Code Compliance Officers were to inspect the property and check its conformance with what was approved for that site. I'm sorry that was not explained to you, especially since the same requested changes at the McDonald's in Shoppers World (Rt. 29)and at Stony Point Road (Rt. 20) and Rt. 250 did trigger LORs. In other words,you should have been told that the same applications would be needed as these other franchises. I have scanned and attached two sheets from the original (1995) site plan and attached them to this email for your convenience. The LOR typically takes 10 days to review as soon as it is assigned to a lead planner(which is not the same day you submit it, but typically only a few days afterwards—so, a couple of weeks).That is predicated, however, on the assumption that the application is complete and has all of the requested information and supporting materials included and that the fee is paid upon submittal.The application and fee should be submitted to the County's intake staff. On the cover sheet to the application (C4),there appears to be a number of proposed site works in addition to erecting new signage: new curbs, new striping, new concrete pads, etc.When you spoke to someone in Zoning before submitting your building permit in mid-May, did anyone inform you that this level of site work would require a Letter of Revision to the currently approved Final Site Development Plan (SDP1995-17)? Engineering and Building Inspections will want to review these proposed site changes. If you have already attained an approved Letter of Revision for the proposed site work, please scan a copy of it and forward it to me. If not,the application can be found here. As for the sign application,you have to submit one application per sign type, but you can put multiple (up to three) signs of one type into one application. So,for instance,you can submit one application for two or three wall signs but you must submit a separate application for a monument sign (or up to three monument signs). The menu board does constitute a freestanding sign,yes. The fees are per review or application, not per sign; so, if you have one application for three wall signs,the fee is$91.45 plus electrical (if you are proposing internal or external illumination), not 3 x$91.45.The same goes for the monument sign (the fee for review of that sign type plus electrical if you are proposing internal or external illumination). Further questions about the application and fees should be directed to in-take staff, such as Jen Smith,when you submit the application (they will check for fees). The keynotes on A2.1 and A2.2 suggest that there are three light fixtures (L1, L2, and L3) proposed, yet none of these labels (L1, L2, L3) appear on the building elevations submitted. Please submit building elevations that show where all proposed fixtures are located. If the lighting fixtures are interior only, please make a note of that within the keynotes on A2.1 and A2.2. Response 1: Revised exterior elevation to indication Ll and L2 as "Not Used". L3 revised "Recessed down fixture underside of mansard roof (not visible in elevation — See 3/A2.1) Comment 2: Location of all existing lighting, with indication of lighting to be removed and/or relocated. Please provide a building elevation that shows current lighting fixtures and their placement (i.e., existing conditions) to be compared with a building elevation that shows proposed lighting fixtures. If the proposed lighting is all replacement lighting and no additional lighting fixtures are proposed, make a note of that in your application. Response 2: All existing lighting is in underside of mansard roof and not visible in elevation. Comment 3: Location of all proposed building and site lighting. If any new or replacement site lighting is proposed in addition to wall -mounted building lighting, please submit a site plan that includes the placement of proposed site lighting fixtures. The mounting heights of all wall -mounted light fixtures need to be provided. Also, please provide a detail of L3, the recessed down fixture, in its proposed location on the building so we can verify that it is flush with the soffit and truly recessed. Response 3: There are no wall mounted light fixtures. See revised elevations and new detail 3/A2.1. Comment 4: Manufacturer's cut sheets with a diagram of the proposed fixture(s) sufficient to determine if it is a full cutoff fixture. Include cut sheets as a separate sheet of the site plan set. Manufacturers cut sheets have been provided for L3, the recessed down fixture; however, no manufacturers cut sheets have been provided for L1 or L2, which are described as sconces.
