Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] Initial Site Plan Comments (from conditional approval letter dated 5/4/18): 2. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code. FINAL: Comment not fully addressed. Rev. 1: Comment not yet fully addressed. Rev. 2: Comment not yet fully addressed. [32.8.2] Infrastructure improvement plans. All infrastructure required to construct phase 4A shall be review, approved, and built or bonded before the final plat and/or final site plan can be approved. This includes all offsite improvements required to serve the development, including road plans, WPO plan, water and sewer connections which are part of phase 2B. FINAL: Comment not fully addressed. Address the following: a) All infrastructure required to construct phase 4A shall be reviewed, approved, and built or bonded before the final plat and/or final site plan can be approved. Rev. 1: Comment not yet fully addressed. Fully address the comment above. IMPORTANT: Please note that in the comment response letter that it stated it was understood that "...all easements will be recorded with either Phase IIB subdivision or the Phase IVA-1 subdivision plat..." prior to the approval of this final site plan. However, it is the understanding of the planning reviewer that it has been decided that the Phase IVA-1 site plan will be approved prior to the Phase IVA-1 subdivision plat. If that is correct, then an easement plat for the Phase IVA-1 area will have to be submitted and approved prior to the final site plan approval. Rev. 2: There is a portion of a sanitary sewer easement that is being vacated in the Phase 11113 Subdivision Plat, but is shown on Sheet 4 of this site plan. This easement impacts multiple lots (236 through 244) of this site plan and therefore this should be updated to show that vacation having already taken place since Phase 11113 will be recorded and approved prior to this site plan approval. b) ... Rev. 1: Comment not yet addressed. There are some storm water management, stormwater drainage, stormwater ditch and stormwater access easements that do not appear to have been shown on either of the plats previously submitted (213 & IVA). See other comments in reference to the Phase IVA subdivision plat. However, even on that plat these easements were not shown. The site plan cannot be approved until all easement, including these, and their deeds are reviewed, approved, recorded and built or bonded. Rev. 2: Comment not vet fully addressed. With one exception it appears that the stormwater management, drainage, and easements have been updated on this site plan and are likely correct. However, they do not match those of the last submission of the Phase IVA subdivision plat. Address the following: a) Show and label the public storm drainage easement, in lot 235, at the corner of Belvedere Blvd and Fowler Street that is shown on the Phase 11113 Subdivision Plat. b) Once the Phase IVA subdivision plat is resubmitted showing the most recent changes and is approved then ensure that this site plan matches those easements. c) Both Belvedere Phase 11113 and Phase IVA subdivision plats include easements for this site plan. Therefore, unless a separate easement plat will be utilized to create some or all of the easement those two plats must be approved and recorded, and proof of recordation provided to the planning reviewer, prior to this site plan approval. [32.5.2(b), 32.5.2(n), 4.12.6] Parking. Provide the required parking for the site plan. See above about the SOCA parking requirements. Also, address the parking within the individual parking. It appears that many of the driveways do not have sufficient area to hold two vehicles, but the parking calculations state that two vehicles will be parked in each lot. Ensure there is sufficient parking for the site plan and that the calculations accurately represent what parking is available. FINAL: Comment not fully addressed. Parking within the individual lots has been shown on Sheet 3 and is sufficient. However, address the following: a) ... Rev. 1: Comment not yet fully addressed. The parking spaces on the northwest side of fowler have been added. However, the total number of spaces seem to be incorrectly counted. Address the following: iii. Revise the parking calculations on the cover sheet to specify the actual numbers of parking spaces provided after addressing the two comments above. Rev. 2: Comment not yet fully addressed. Revise the parking note on the cover sheet to not include the parking spaces along Belvedere Blvd since those were included in the parking calculations for Phase 11113. 13. [32.5.2(c)] Phasing lines. Provide a note specifying that the phasing and timing of the development is after the development of Phase 1113. Clearly delineate what improvements are proposed with this site plan and what is to be approved with other phases and submissions, such as Belvedere Phase IIB. UPDATE: Comment still valid. Address the comment above. Also, add a note that specifically state what phase(s) must be built prior to this site plan being built since it depends upon the previous approved plan or plat for infrastructure. FINAL: Comment not fully addressed. Address the following: a) Ensure that all of the stormwater management, drainage, and access easement are being proposed in a plat. There are easements shown on this site plan that do not appear to have been submitted on the Phase 213 or the Phase IVA plats. Rev. 1: Comment not yet addressed. See comment 5(b) above in reference to stormwater easements not being shown on plats that are already under review. The site plan cannot be approved until all easement, including these, and their deeds are reviewed, approved, recorded and built or bonded. Rev. 2: Comment not vet fully addressed. Address the Rev. 1: comment. 15. [32.5.1, 32.5.2(a), 4.19] Yards. On sheet ensure the full description for the setbacks is provided. The descriptions for setbacks when sidewalks are outside of the right of way has been truncated on the site plan. Address the following: a) A minimum front setback is not shown for the full length of the frontage of lots 237 through 244. Ensure the minimum front setback is shown for the full length of each parcel. b) A maximum front setback must be shown on the side of lot 230 that is along Fowler Street. Ensure the maximum front setback is shown here and labeled. 25. [32.7.4.2, 32.5.2(k)] Easements for stormwater management facilities. Depict, label, and dimension access easement to the stormwater management facility. FINAL: Comment not fully addressed. Address the following: b) Show the stormwater drainage and stormwater access easements in the landscape plan to ensure there are not conflicts with the street tree planting. It appears there may be a tree places where the stormwater access road will join with Fowler Street. Ensure there is no conflict. Rev. 1: Comment not yet fully addressed. Address the following: i. The street trees do not appear to all match the location shown on the most recent submission of the Phase IIB Road Plan. Ensure the tree location matches for both plans. ii. Ensure the trees are not too close to the drainage structures for the road. In some cases, revising to match the tree location in the road plan may avoid some conflicts. Rev. 2: Comment not addressed. After addressina comment #28 d) below then address this comment. 28. [32.6.20)] Landscape plan. A landscape plan that complies with section 32.7.9 is required with the final site plan. d) Rev. 2: [NEW COMMENTI The street trees do not appear to all match the location or the number of trees shown on the most recent submission of the Phase IIB Road Plan. Address the following: a. This site plan shows the minimum number of street trees that are required. The Phase IIB Road Plan show 7 fewer trees, which would not meet the minimum requirement of this site plan. Therefore, the Road Plan will need to be revised to match this site plan. b. The location of the trees on this site plan and those on the Road Plan should match. Revise one or the other to bring them into agreement. 31. [Comment] See the other SRC reviewer comments attached. All SRC reviewer comments must be sufficiently address prior to final site plan approval. Rev. 2: Comment not vet fullv addressed. See the attached comments from other SRC reviewers. Additional comments for Final Site Plan: 52. [Rev. 1: NEW COMMENTI Add a new revision date to the site plan before resubmittal. Rev. 2: Comment not vet fully addressed. Add a new revision date to the site plan before the next resubmittal. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may be found on the County Attorney's website which may be found under "Departments" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer. PROJECT: SDP20180059 Belvedere Phase IV -A— Final Site Plan TAX MAP/PARCEL:06100000016000 Engineering comments (David James): Recommend to change title to 'Belvedere Phase IVA, Block 1' (Rev.1) Addressed. 2. Show the lots that are proposed with this Phase IVA-1 development. I count 22 lots shown in bold, but you indicate less (refer to callout on Sheet 1). (Rev.1) Addressed. 3. It's unclear what streets sections are proposed with this block development. Label proposed improvements (i.e. entrances, curb&gutter, etc.) and show VDOT designations. (Rev.1) Addressed. 4. All Sheets — Can you shade or mask out everything not included in this phase (Phase IVA-1) of construction? We have the plans for Phase IVA and IIB and don't need to see those items. Any improvements & grading outside of Phase IVA-1 should be shown in an easement and/or with a plan amendment /LOR to an approved plan. (Rev.1) Addressed. 5. Sheet 4 — a. The grading & improvements shown in parcel 062A3000000100 should be shown in an easement if they are outside of your LOD. (Rev.1) Acknowledged. Amendment 3 WP0201600071 will need to be reviewed/approved prior to this plan approval. b. Stormwater management related items shown on this sheet may change and should be updated following WPO plan approval. (Rev.1) Acknowledged. (Rev.2) Amendment 3 to WPO201600071 will need to be reviewed/approved prior to this plan approval. 8. Street trees are normally located outside of the path of drainage easements. VDOT to approve of street tree locations in ROW (see Sheet 4 & 7). Rev.11 Acknowledged. 9. All Sheets — Fowler Street ROW width should match the width shown in the typ. section (sheet 5) for station 14+95 to 17+60. Also, a 61' ROW is what's shown on road plans. (Rev.2) Update label on sheet 1; Still shown as 57'. 10. (Rev.2) Provide Q and velocity in pipes (table). Just need to determine velocity & Q to connection. Also provide table in Amendment 3. Note: All infrastructure associated with Belvedere Phase 1113 shall be approved and built, or bonded before final plat & FSP can be approved. Sheet 3 - Show sanitary sewer utilities. 4. Future easement plat will need to provide private sewer lateral easements for Lots 251-254 based on what is shown on Sheet 4. 5.
