RE: ARB-20179-15: Bank of America, Rio Road E., lighting and landscaping renovations
Dear Lourdes,
We have received the above -noted application for a county -wide Certificate of Appropriateness. The following revisions
are requested to make the proposal consistent with the design criteria that apply to the County -wide Certificate.
1. Ensure that the property lines drawn on the site plans are correct and that the site plans reflect all of the site conditions
currently existing on the parcel.
2. Merge "site" and landscape plans on A03.01. Eliminate sheet E1.01. Ideally, your application package should consist
of three site plan drawings (in addition to the building elevations you provided):
a. A Current Conditions and Demolition Plan that shows all current site features and all lighting and
landscaping to be removed. This should include a schedule that explains exactly what fixtures will be
removed and not replaced and what fixtures will be replaced.
b. A Landscape Plan that shows proposed landscaping as well as current landscaping. This plan should also
include all of the existing and proposed freestanding light poles on the site.
c. A Lighting Plan that shows existing and proposed light fixtures; if the plan becomes too complicated to read,
you may omit those light fixtures that are either outside of the scope of work and/or that will be removed and
not replaced (those should be shown on the Current Conditions and Demolition Plan).
3. Ensure that all of the current and proposed wall -mounted lights are drawn on the elevations visible from the Entrance
Corridor street (i.e., the south, west, and east elevations. The north elevation is not visible from Rio Road and
therefore does not require ARB review).
4. Note that the color of the poles of the two proposed new freestanding lights has not been stated in the luminaire
schedule or in manufacturer's specifications and that the new poles must match the color of the existing light poles on
the site. This will be made a condition of the Certificate of Appropriateness. If bronze is the color of the existing
freestanding light poles, then the color bronze must be selected for the two new proposed poles in order to maintain
consistency.
5. Remove light models Rl, R2, and R3 from the luminaire schedule if they are to be removed and not replaced.
Remove light model Y1 from the luminaire schedule if it is outside the scope of work.
6. Provide a landscape schedule on a revised landscape plan that details the plant symbol used; quantity; species;
common name; caliper/size at planting; and canopy of any proposed (new) landscaping. Note that all proposed
species should be selected from the Albemarle County Recommended Plants List; canopy calculations can be attained
using this Plant Canopy Calculations reference sheet.
7. Provide the standard plant health note on the landscape plan: All site plantings of trees and shrubs shall be allowed to
reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned
minimally and only to support the overall health of the plant.
8. There is spillover along the Rio Road frontage in excess of half (0.5) footcandle (fc). As per the Zoning Ordinance
Chapter 18, Section 4.17.4.b.1, spillover at the property line cannot exceed .5 fc into the public right-of-way. Please
revise the proposal and plan accordingly.
9. Provide a luminaire schedule on a revised lighting plan (i.e., ensure that the schedule is on the same page as the
photometric plan).
10. Provide the Maintenance Factor (LLF) as a category to the luminaire schedule. Note that the LLF must equal 1.0 and
that the photometric calculations must reflect an LLF equal to 1.0.
11. Note that light levels in excess of 20 footcandles is generally not accepted in the Entrance Corridor. Reduce the
footcandle values in excess of 20 fc.
12. Note that the height and scale of freestanding pole -mounted light fixtures in the Entrance Corridor should not exceed
20 feet including the base. The two new proposed poles are listed as 25 feet AFG. Reduce this to 20 feet inclusive of
the base.
13. Add the standard lighting note to the plan: Each outdoor luminaire equipped with a lamp that emits 3,000 or more
initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining
residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and
property in residential or rural areas zoning districts shall not exceed one-halffootcandle.
Within 15 days of the date of this letter, please send me a letter (by email is acceptable) indicating whether you will or
will not proceed with these revisions. If you choose not to proceed with these revisions, staff will be unable to approve
your application. If you choose to proceed with the revisions, please forward me one set of revised drawings together with
a memo summarizing the revisions you've made. Your decision to make the revisions will suspend the 60-day review
period associated with your original submittal. However, I expect to complete the review of your revised proposal within
2 weeks of your re -submittal.
If you have any questions about this action, please contact me as soon as possible. I look forward to receiving your
revisions and completing this review with an approval letter.
