Introduction Since opening its door in West Point, Virginia, in 1927, C&F bank has been proudly serving the financial needs of Virginian citizens and the larger East Coast region. C&F's presence was first introduced to Charlottesville in the early 2000s through their Mortgage Corporation's loan organization and a retail bank branch was opened on the Downtown mall in 2017. C&F is excited to maintain the local touch and independence on which it prides itself while expanding its capacity to serve the residents and business owners of Charlottesville through a new retail branch in the Shops at Stonefield. Consistent with the goals of the Albemarle County 2015 Comprehensive Plan and Albemarle County Zoning, which calls for commercial mixed use, a bank in this location would provide a valuable service to a prominant corridor. The site is located along the Seminole Trail Entrance Corridor roughly half a mile from the intersection of Route 29 (Seminole Trail) and Hydraulic Road. From the exterior, the building must blend in with the scale and aesthetics of the adjacent commercial uses, but also differentiate itself to mark the institutional, financial services being performed at the proposed project site. B. LCompatibility with Forms and Features of Significant Historic Buildings Taking cues from historic design principles such as addressing the site, relating to its context, massing, and repetitive forms as a unifying motif, the proposed project aims to create a modern financial institution that scales appropriately and is easily legible to those traveling along an important Entrance Corridor. Given the program requirements, the project is refined and simplified in its aesthetic, but remains appropriate by implementing the important design principles of significant historic buildings in the region. C. Relatability to Site and Surrounding Context The proposed building takes many of its architectural cues from the two adjacent commercial buildings located immediately North East of the proposed site, as well as the architectural style of the Stonefield center overall. The 64'x 45' structure is broken up into 3 bays, consistent in spacing with the bays of the neighboring building. The height also remains consistent with its adjacent context sitting 20' from finished floor to top of parapet. The central bay uses a tower element rising 4'-6" above the top of parapet to demarcate entrance and create a presence along the entrance corridor. This tower element is very similar in scale to the tower elements seen on the adjacent building. Material selection also remains consistent with the palette of the neighboring building. Hardie lap siding is used at the top of the facade, while cream and taupe stucco clad the columns and walls of the exterior. D. Human Scale At 20' from the finished floor to the main parapet roof line, the building is not dominating or imposing from a height perspective. The central tower helps mark the main entrance and also acknowledge the adjacent Entrance Corridor, reaching 24'-6" above the finished floor. An entrance canopy at the main entrance is 9'-9" above the finished floor and creates a sheltered area that connects the interior and exterior at an easily approachable human scale. This canopy form is replicated around the entire building, creating a horizontal plane at each glazing bay to break down the height of the building. E. Cohesive Whole The proposed project reads as a cohesive whole through its simple building mass and repetitive bays. The colors and material selections create a simple and neutral palette, which is consistent across all elevations. A tower element at the entrance helps break down what could otherwise be a monotonous building form while educating the user on the location of the main entrance. F. Limiting of "Blankness" and G. Unifying Groups The structural bays are demarcated by stucco pilasters that help break down long facades, while windows and canopies centered within the bays create uniformity across the facade. The height of the building is broken down through a change in material. The base is marked with 3' of stone cladding, the primary material is a taupe stucco, and the top of the wall is clad in Hardie Panel lap siding. H. Window Glazing Windows will not be highly tinted or highly reflective.
