The Engineering review has been performed for this request. The applicant needs to submit all of the required information as listed in Section 14-234. The County Engineer is not waiving the requirement for field-run profiles and cross-sections of the proposed private roads. Since the existing topography is shown from aerial topography,please tie-in the field run profile information with the aerial topography when submitting this information for review. The Planning Commission has also requested earthwork computations,per Section 14-232 A, for these types of requests. Please submit these computations for review. It also appears that the private road section of Lego Drive can be upgraded(with allowance of the vertical grade and replacements of wooden guardrail with VDOT standard guardrail)to meet VDOT road standards. This will allow the applicant to provide public roads for this subdivision as opposed to private roads. Based on the information above,the Engineering Department recommends denial to the pnvate road request for Ashcroft West Subdivision. This request concerns the PRD section of Ashcroft West only. Any other development on this parcel shall be considered separately. We are submitting this request under the"General Welfare" provision for private road consideration as described in Section 14-232.A.4. There are two potential means of access to this PRD, as approved by the Board of Supervisors in ZMA-94-16: "through either the Franklin or Ashcroft development". The proposed means of access is through Ashcroft. Access through Ashcroft requires connection to an approved private road, Summit Ridge Trail, which in turn connects to an approved and established private road, South Lego Drive. South Lego Drive becomes a public road near the Ashcroft clubhouse. As a private road, South Lego Drive was designed, approved and constructed with a section of 16% grade, which meets private but not public road standards. Likewise, the portion of Summit Ridge Trail that has been constructed contains a 12% grade, higher than the maximum of 10% allowed for a public road. To bring these roads to public standards now may not be possible, as homes are established accessing these roads. The other potential means of access, through Franklin, would involve traversing a significant steep hillside, creating unnecessary land disturbance. In allowing private roads in Ashcroft West with the currently proposed access through Ashcroft, the general welfare is served by keeping the roads in Ashcroft as they are currently built, as well as by avoiding unnecessary grading through the RA-zoned section of the proposed Lake Ridge development. To address the requirements of Section 14-234.C, we submit that: 1. The Comprehensive Plan does not provide for a public street in the approximate location of the proposed private road; 3. The private road will be owned by the owners' association, subject to an easement as indicated on the Preliminary Plat; 4. The private road will not serve through traffic nor intersect the state highway system in more than one location; and - 5. Flood hazard overlay district requirements do not apply.
