The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
Initial Site Plan Comments (from conditional approval letter dated 6/8/18):

Easements; Proposed sewer and drainage facilities....
Rev. 1: Comment not yet fully addressed.... The approval and recordation of the plat and deeds of easement for the
proposed easements, and a PDF scan of the circuit court receipt of recordation of Deed of Dedication, must be sent to
planning prior to final site plan approval.
Rev. 2: Comment not yet fully addressed. Address the comment specified in Rev. 1.
Rev. 3: Comment not vet fully addressed. The approval and recordation of the Easement, deeds of easement for
the proposed easements and Special Lot plats, and a PDF scan of the circuit court receipt of recordation for
each of them, must be sent to planning prior to final site plan approval.
20. 132.6.2(k)1 Outdoor lighting. A photometric plan is required on the final site plan that meets all requirements of
section 4.17.
FINAL: Comment not fully addressed. Address the following:
e) Spill over lighting from luminaries onto public roads and rural areas shall not exceed one-half (1/2) foot candle. It
appears that this ordinance may not be met along the proposed street right of way line.
Rev. 1: Comment not yet fully addressed. It appears that there is a location, near the top right corner of the
building and at the "proposed right of way" line where the footcandles will be above'/z footcandles. Revises the
Photometric Plan to address the following:
i. Show the correct "proposed right of way line".
Rev. 2: Comment not yet fully addressed. The line that has the label for "property line" is the existing
property line and not the "proposed property line". The proposed property line appears to be included but
is not yet label. Label the "Proposed Property Line".
Rev. 3: Comment not vet fully addressed. Although a label was added along the street frontage for
the "Proposed Property Line" a label that was previously along the northern edge of the property
stating "property line" was removed. Please ensure all property lines have labels, add the norther
"Property Line" label back into the photometric plan.
ii. Show the foot candles at that "proposed right of way" line and along the whole frontage of the lot
including the entrance to the shared driveway.
Rev. 2: Comment not yet fully addressed. Show the foot candles along the full length of the front of the
property. Because the wrong line was labeled as "property line", as if it was the "proposed property line",
the footcandles have not actually been provided along the majority of the front of the parcel at the
"proposed property line".
Rev. 3: Comment not vet fully addressed. Although foot candles information was added along the
street frontage the foot candles information along the northern and southern property lines was
removed. Please ensure foot candles information is provided along all property lines, including the
northern and southern property line in the photometric plan.
j) Rev. 2: [NEW COMMENT] Revise the Fixture Schedule to either add "Lumens" or replace "Lum. Watts" with
"Lumens". Ensure that this matches the lumens specified in the specification sheets for each fixture type.
Rev. 3: Comment not vet fully addressed. Address the following:
i. Add the following required note under "General Notes:" on sheet E1.0, "Each outdoor luminaire
equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be
arranged or shielded to reflect light away from adioining residential districts and away from adiacent
roads. The spillover of lighting from luminaires onto public roads and property in residential or rural
areas zoning districts shall not exceed one-half footcandle."
H. Revise lumens specified for the WP light fixture. It does not appear to match the lumens specified in
the cut sheet for that fixture.
k) Rev. 3: [NEW COMMENT] Revise the label in the building on sheet E1.1 to no longer have text on top of
text, next to the square footage of the building, so that the text is legible.
1) Rev. 3: [NEW COMMENT] Please note that light fixture must be installed at a tilt of zero (0). The light
fixtures will no longer be considered "full cut off" if they are tilted.
24. [Commentl See the majority of the other SRC reviewer comments attached. Other comments will be forwarded to
you when they become available. At this time VDOT, and RWSA have not submitted comments. The final VDH
comments are also still pending. All SRC reviewer comments must be sufficiently address prior to final site plan
approval.

Rev. 1: Comment not yet fully addressed. Fire Rescue and Engineering comments have been attached. VDOT and
ACSA comments will be forwarded to you when they are received.
Rev. 2: Comment not yet fully addressed. See the attached comments from most of the other reviewers. VDOT
comments have not been provided and will be forwarded to you once they are available.
Rev. 3: Comment not vet fully addressed. See the attached comments from engineering.
Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to
date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under
"Departments" at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final
site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed
to have been voluntarily withdrawn by the developer.
