The following revisions are requested to make the proposal consistent with the design criteria that apply to the County -wide Certificate. Errors persist on the landscape illustration and in the plant schedule. Rectify or clarify the following: a. There are 3 Red Sunset Maples (E) on this landscape plan (a fourth is to be removed). Rectify the quantity in the landscape schedule from `2' to `3' and provide a label for the existing maple on the western (middle) property line. b. There are 10 Foster hollies (1) on this landscape plan. Rectify the quantity in the landscape schedule and revise the label "2-I Existing" to "3-I Existing" in the northeast corner of the site. c. Clarify the exact number of Densa Inkberry hollies (K) on the site. i. There are 4 "proposed" K in the northwest corner of the site, outside of the limits of work and outside the extent/boundaries of Phase 1. Provide a label for these 4 K and add the number to the total quantity of K in the landscape schedule. ii. A cluster of 9 K to the east of the proposed monument sign, on the southern property line, are mis- labeled as "9-0" although the symbol (a circle with three dots in the center) reflects that they are not type O (Soft Touch Japanese hollies) but are indeed Ks. Rectify this discrepancy and account for the number in the plant schedule. iii. In the southeast corner of the site, 10 K symbols are drawn (circle with three dots in center), although four of those are confusingly labeled "4-L". Provide a label that calls out either 6 or 10 K; change the symbols to correctly reflect which are K and which are L; update the quantities in the plant schedule accordingly. d. Clarify the number of Steeds Japanese hollies (L) on the site. 31 existing Ls are illustrated lining the eastern property line; 3 Ls are proposed for the east side of the building; and 4 Ls are drawn as the symbol K (circle with three dots in center) at the southeast corner of the site. The total in the plant schedule for L should be rectified to reflect the 38 Ls drawn on the plan OR the symbols for L and K need to be clarified/rectified and the labels appropriately ascribed to the correct, corresponding amounts shown. e. Clarify the number of Soft Touch Japanese hollies (0) on the site. The label calling out "3-0" points to 6 symbols corresponding to O and should be revised to reflect the correct number shown on the plan. In addition, as per comments c.ii above, there are 9 Ks to the immediate east of this grouping of 6 Os that are mislabeled as 9 Os. Rectify the quantity on the plan and the corresponding quantity in the plant schedule. i. All shrubs on the Entrance Corridor must be planted at a minimum height of 24". Rectify the size of 0 in the plant schedule to show a minimum height of 24". 2. Note that the approved sign application (CoA issued 1/24/19) for the proposed monument sign must be modified to include the proposed landscaping shown on this site plan minor amendment. Acknowledge. Within 15 days of the date of this letter, please send me a letter (by email is acceptable) indicating whether you will or will not proceed with these revisions. If you choose not to proceed with these revisions, staff will be unable to approve your application. If you choose to proceed with the revisions, please forward me one set of revised drawings together with a memo summarizing the revisions you've made. Your decision to make the revisions will suspend the 60-day review period associated with your original submittal. However, I expect to complete the review of your revised proposal within 2 weeks of your re -submittal. If you have any questions about this action, please contact me as soon as possible. I look forward to receiving your revisions and completing this review with an approval letter. Since getting off the telephone with you, I have finished reviewing the resubmission you sent via email on Friday, 3/22. The following changes are requested: As per our telephone conversation, your previous submission (received 3-13-19) showed two red maples on the western property line (please see the attached document ending "Revised 3-8-19—HNM annotated" — I have yellow -highlighted the two red maples to which I am referring). The comment provided to you on 3-13-19 requested that you change the quantity of red maples in the plant schedule from 7 to '3' (which was done) and then to provide a label for the [northernmost] existing red maple on the west (middle) property line which was, in that submission, unlabeled. Instead, in this submission, received 3-22-19, the red maple has disappeared and the quantity of red maples in the plant schedule says '3' when only two are depicted (see attached document ending "Revised-3-19-19—HNM annotated"). If the now -missing red maple is existing on the site, it needs to be shown and labeled on this landscape plan. If you were proposing this red maple and now you are no longer proposing the red maple because you have removed it, then rectify the quantity in the plant schedule. This latest submission has a floating label ("1-E (Existing)") for a red maple that is off -site in the northeast corner of the property (see attached document ending "Revised-3-19-19—HNM annotated" — I have circled the label in red). Remove this label. All of the other comments from 3-13-19 have been addressed. If you can rectify these two errors, you will have satisfied all comments and I can issue you a CoA as soon as you provide me two paper copies. The following revisions are requested to make the proposal consistent with the design criteria that apply to the County -wide Certificate. 1. Note that your proposed shrub species Nandina domestica 'Firepower,' while an approved species listed in the Albemarle County Recommended Plants List, is considered an invasive non-native species in the Southeastern United States according to the Invasive Plant Atlas of the Unites States and other sources. The County is in the process of updating its recommended and approved plants list, at which time staff will re-evaluate the appropriateness of listing this species. In the interim, we highly encourage applicants to choose species that are native to the Piedmont region of Vim. Please consider selecting a locally native species in lieu of the chosen Nandina domestica `Firepower.' 2. Note that the approved sign application (CoA issued 1/24/19) for the proposed monument sign must be modified to include the proposed landscaping shown on this site plan minor amendment. 3. Also note that the proposed Nandina domestica Firepower' around the approved monument sign matures to a height of 1-2 feet and that the landscape schedule provided states that the Nandina domestica Firepower' will be planted at a height of 18-24 inches. The approved monument sign has a base with a height of 6.5 inches. If Nandina domestica Firepower' are planted in front of the double -sided sign, they will grow to obscure the text at the bottom of the sign. Please also note that your landscape plan also includes the required note, which acts as a pledge: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. " Reconsider either the choice or placement of the proposed Nandina domestica `Firepower.' Low groundcover may be ideal for the 6.5-inch-tall base of the monument sign, or consider shrubbery placement to the sides of the sign rather than in front of the sign. Also note that if shrubs are proposed around the monument sign, as per Entrance Corridor Design Guidelines criterion #35, "shrubs should measure 24 inches in height" when planted. Again, depending on the placement of such shrubs, this may obscure the bottom of the proposed monument sign text. 4. This proposal includes the removal of one mature red sunset maple on the north side of the site, adjacent to the proposed drive -through canopy. This existing red maple must be drawn on the site plan in a manner that distinguishes it from the existing vegetation to remain and from proposed (new) vegetation. This can be achieved through lightening the line weight to a grey value or through hatching or dash marks. Label this tree TBR ("to be removed") and provide in the label the size of the mature tree and its species. Furthermore, change the quantity of red sunset maples in the "site plant list" (landscape schedule) from 4 to 3 to reflect the number of red sunset maples to remain/being proposed. Two mature Allee Chinese Elms in the interior of the site, abutting the building pad, and approximately 2-4 Foster hollies on the north end of the site, adjacent to the proposed drive -through canopy, may be adversely affected by the construction of the building and the ancillary structure. Adequate tree protection fencing should be shown on the site plan. Additionally, areas designated for preservation in the final Certificate of Appropriateness should be clearly delineated and protected on the site prior to any activity on the site. This protection should remain in place until completion of the development of the site. Preservation areas should be protected from storage or movement of heavy equipment within this area. See Entrance Corridor Design Guidelines criteria #41-43. Within 15 days of the date of this letter, please send me a letter (by email is acceptable) indicating whether you will or will not proceed with these revisions. If you choose not to proceed with these revisions, staff will be unable to approve your application. If you choose to proceed with the revisions, please forward me one set of revised drawings together with a memo summarizing the revisions you've made. Your decision to make the revisions will suspend the 60-day review period associated with your original submittal. However, I expect to complete the review of your revised proposal within 2 weeks of your re -submittal. If you have any questions about this action, please contact me as soon as possible.
