I looked at the changes with Jeremy. My only comment will be to include the waterline profile for waterline E on the next submittal. Commissioner November 5, 2015 Mr. Max Greene County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB -2014-00115 Willow Glen Phase 2 Road PIans Dear Mr. Greene, We have reviewed the amended road plans for Phase 2 of Willow Glen, with a revision date of October 16, 2015, as submitted by Alan Franklin and offer the following comments: 1. We recommend increasing the limits of the temporary turnaround to make certain there is sufficient area for the turning movements. 2. Care should be taken when selecting temporary traffic barriers/barricades. Details should be provided for each type of barrier used. For example we are concerned with the 10'- 15' drop at the perennial stream crossing. The barrier chosen for this area should be a fixed device that is not easily blown over or displaced. Edwards DICKERSON RIDGE LLC 27 August 2015 2 October 2015 Max Greene [swedwards8168 @gmail.com] The Public Road Plans (SUB201400115) submitted 27 August 2015 have received Engineering Review and do not appear to meet Albemarle County minimum checklist items for approval. The following items will need to be adequately addressed prior to resubmittal for approval. 1. VDOT approval is required. 2. The end of Prestwick Glen Drive next to lot 74L will require a temporary cul-de-sac. 3. The phase line at the end of Prestwick Glen Drive next to lot 74L will need to be adjusted to allow for the cul-de-sac construction. 4. The phase limits for Phase 2 include the stream crossing. Is the stream crossing part of Phase 2? Please clarify. 5. The sub -phase limits are a little confusing. What phase are they a sub? Please clarify. 6. The road plan and profile will need to show the end stations for the construction and bonding of the road network. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. It is our understanding that primarily these amended plans are removing the connection to Phase 1 and the area now identified as Phase 3. If this is not correct, please advise. 2. A temporary turnaround is needed for Prestwick Glen Drive. 3. The roads within Phase 2 cannot be accepted into the secondary system for maintenance until the second connection is made, i.e. the connection to Phase 1.
