(GTO) has visited the above referenced project site on May 24th, 2017 to proofroll and check the thickness of the stone subbase. Roadways checked as part of this project include the majority of Golf Drive, Upland Dr•ve, Highgate Row, Aldersgate Row, Byward Street, Petyward Lane and Priory Terrace. Our staff has exercised the degree of care normally associated with a project of this type.A fully loaded over- the-road dump truck was utilized to proofroll the aforementioned roadway sections. The proofroll revealed that minimal pumping,rutting,or deflection was notec under the dynamic proofroll load. Each roadwaywas checked for stone subbase thickness at prescribed Virginia Department of Transportation intervals. In general, the stone subbase was found to contain more than six inches of Virginia 21A. Based on our observations,the stone subbase appears to have been placed in general accordance with VDOT and project specifications. However, with the precipitation received in the past week,the stone subbase is well over optimum moisture content at this time and is not ready for paving operations. Some drying of the stone needs to occur prior to commencing paving. Once these processes are complete,it is GTO's opinion that the roadway subgrade is sufficiently stable and prepared for stone subbase placement operations to begin. In general,at locations shown on the attached location plan,we observed minor and significant pumping,waving,and rutting;wave-like pumping with 6 inch ruts. Based on our observations and call- in to F&R engineer,we recommend undercutting and remediating the areas indicated on the attached location plan. We also noted visible frost and frozen soils within the subgrades observed. Additionally, due to the incoming cold weather,we recommend the contractor take measures to protect placed fill soils from frost and rain. We recommend a thin lift(4 to 6 inches)of loose and seated soils on top of production fill to protect from frost and moisture. Our staff has exercised the degree of care normally associated with a project of this type. Prior to backfill operations in multiple areas,GTO personnel checked the backfill placement. The on-site obtained borrow material was sampled and tested by GTO for moisture-density relationship testing(standard Proctor) in general accordance with ASTM D698. In addition, field density testing using nuclear methods (ASTM D2922)were performed to check backfill placement. Test results indicate soil backfill placed up to and including August 4t^, 2017 appear to conform to project specifications with regards to in-place density. (GTO) has visited the above referenced project site on May 24th, 2017 to proofroll and check the thickness of the stone subbase. Roadways checked as part of this project include the majority of Golf Drive, Upland Drive, Highgate Row, Aldersgate Row, Byward Street, Petyward Lane and Priory Terrace. Our staff has exercised the degree of care normally associated with a project of this type.A fully loaded over- the-roac dump truck was utilized to proofroll the aforementioned roadway sections. The proofroll revealed that minimal pumping,rutting,or deflection was notec under the dynamic proofroll load. Each roadway was checked for stone subbase thickness at prescribed Virginia Department of Transportation intervals. In general, the stone subbase was found to contain more than six inches of Virginia 21A. Based on our observations,the stone subbase appears to have been placed in general accordance with VDOT and project specifications. However, with the precipitation received in the past week,the stone subbase is well over optimum moisture content at this time and is not ready for paving operatiors. Some drying of the stone needs to occur prior to commencing paving. Once these processes are complete,it is GTO's opinior:hat the roadway subgrade is sufficiently stable and prepared for stone subbase placement operations to begin. I have checked with our materials section regarding the underdrain. Because it is not required on those roads in the first place and they have already been paved over, meaning a repair could cause further damage, we can accept the underdrain in their present condition. In the future, the underdrain needs to be checked prior to curb and paving. If this is not done you will be required to excavate it for repair. Second...I definitely want to walk Upper Ballard and the other blocks, but I have a pre-con at that time Friday. Could we do it tomorrow or Thursday morning or Friday afternoon? The work is south of Glenn Valley along Old Trail Drive on both sides. The original permit included this back and forth work so I'm not sure why we are being asked to get another permit and post another bond. It's 3 days of trucking to finish the cleanup but we would also be bringing dirt back at the same time to finish a detention pond in the same area but we had to do both at the same time. I usually try to do two things at once instead of one at a time and that seems to be causing some heartache but the majority of effort is to get those trees off the west side and onto the east so it can be burned in a safer environment. Can we just use the same permit/bond and get this done?
