We have reviewed the above referenced plans and have the following comments:
Engineering (Emily Cox)
1. [Sheet C-100] Note 3 references Collins Engineering. Instead, please reference the plan number on
file with the county.
2. WP0201800013 Plan amendment must be approved before road plan amendment can be
approved.
3. [Sheet C-807] County allows a maximum velocity of 15 ft/s in storm pipes.
Planning (Cameron Langille)
1. Sheet C-701 of the Landscape Plan is listed in the cover sheet index, but is not included in the
plans. Please provide this sheet in the next submittal, or provide documentation that nothing is
changing from the approved Sheet C-701.
2. Developer has informed staff that there is a desire to switch the Stella/Archer street name locations
from the approved SUB201700117. Please update the road names accordingly across all
applicable sheets if this is still the intention.
3. See ARB comments regarding revising the on center spacing figure for the UAP. Update the
landscape schedule on Sheet C-702 as necessary.
4. Per ZMA201500007, this road plan amendment proposes to close one of the originally approved
entrances on the west side of Stella Lane. Stella Lane should conform with the "Connector Road"
street cross section as shown on page 24 of the Code of Development. Please provide on -street
parking spaces on the west side of Stella Lane south of the southernmost driveway entrance where
possible so as to not conflict with VDOT's minimum sight distance triangle standards. If this
results in the creation of even five (5) new on -street parking spaces, this comment will be satisfied.
a) All sheets where the segment of Stella Lane is visible will need to be updated to
show the new parking spaces.

1. See attached approval letter dated 3/13/19.
Fire Rescue (Shawn Maddox)
1. Fire Rescue has no objections to the amendments as long as a required entrance/exit is not
impacted for another submittal or approval.
ACSA (Jeremy Lynn)
1. Still under review. Did not receive comments or approval yet.
GIS (Andy Slack)
1. No objection.
ARB (Heather McMahon)
1. Sheet C-701, Landscape Plan, is listed as included in this site plan set on the cover sheet index, yet
the sheet has been omitted from the set. If there have been any alterations to the design of this
section of road and its associated landscaping since the plan was approved on 11/16/18, then this
sheet must be submitted for review.
2. In the landscape schedule on C-702, correct the numeral in the table given for spacing of the UAP
from 45 feet o.c. to 40 feet o.c.
3. On C-703, a new sanitary sewer connection has been illustrated on Stella Lane which falls within
5 feet from the center of a proposed large shade tree (QA). Revise the location of this sanitary
sewer line connection so that there is a minimum of 7 feet distance between the center of the line
and the on -center point of the proposed tree.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to
discuss this review.

Dear Ms. Cox:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, and Culpeper Location & Design Section, has reviewed the above referenced plan as
submitted by Bohler Engineering, revised 29 January 2019, and finds it to be generally
acceptable. If further information is desired, please contact Justin Deel at 434-422-9894.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
