I've reviewed their stated water use on the application, considered the approved groundwater assessment done for this application,and performed my own analysis of water usage for this particular250 seat church on 4.1 acres of land. Additionally, I can add that during this review period I acted as the County Engineer and supervise-El-engineering staff who would have evaluated water usage,noting no concerns were raised about water usage during this period. Based on all of this,and acting as the Site Plan Agent, I am confident this church will not have water use that is equal or greater to 400 gallons/day/acre.As such, I am directing you that no Special Use Permit for water usage in excess of 400 gallons/day/acre is required for this site plan. Please note this determination should not be extended to any other use of property nor any increase in the number of seats with this church nor any modifications to the use that would necessitate higher water usage (e.g. day care,schools or camps,community events). [Comment] Prior to final site plan approval the required easement over the stormwater management facility shall be platted,recorded,and the site plan provided with recordation information for the easement.Rev 5.Comment still relavent. In front of each comment staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. In order for the amended site plan to be approved the following revisions are required: 1. [32.5.2n] Existing and proposed improvements. Provide an additional sheet in the site plan that depicts the final layout of the site. Additionally, the adjacent land owner has indicated to the Church his willingness to grant the SWM easement on his property. Assuming the analysis and modifications to the pond are acceptable to the County, the previously proposed underground detention piping on church property has been removed and modifications to the pond added. This will alter the shape of the SWM easement referenced in Comment 5 below and a draft revision of this plat was sent to you via email on November 27,2017. The site plan with E&S measures was reviewed by Max Greene on three occasions in 2013, 2014 and 2015. Most E&S measures and references have been removed, particularly from Sheet 4. The matter was referred to their attorney, George McCallum of McCallum& Kudravetz,P.C., in May 2016 but as of this writing no determination has been received. 3. Approximate locations of sanitary sewer and waterline crossings are shown in profile on Sheet 5. Minimum clearances to storm drain and elevations of the crossing utilities have been added to the profile per conversation with Max Greene. Additional Revisions The architect Bruce Wardell has been retained by the church whose revisions of June 7, 2016 require the following changes to the site plan: 1. The shape of the proposed building has been reconfigured and oriented at an angle to the existing buildings. The storm drain has been extended around the southern end of the building. The proposed number of seats in the sanctuary is unchanged at 250. 2. The formerly proposed drive aisle connecting the two existing parking lots has been removed. Four spaces in the larger parking lot slated for removal to accommodate the fire lane are now saved. The fire lane designation along the drive aisle has been removed and some of the trees in this area that were slated for removal are now saved. The fee for review would be $200. You'd need to have a plat submitted with the application, reviews typically take 21 days for the 1st round of comments to be provided, after that 14 days for each resubmittal till it's approvable. I'd communicate with Engineering to determine what type of deed/maintenance agreement they need to be recorded with this plat prior to your submittal of the plat. That way you get everything submitted at the same time and we can move this one along. Notably the plat&whatever deed/maintenance agreement would need to be recorded prior to approval of the final site plan,of which the DB PG reference information would be required to be provided on the final plat for reference purposes.
