CO.1 Notes/text: Edit /revise /delete reference to `City' and `City of Charlottesville.' 3. CO. 1/General Note 17: USBC 2006 is obsolete. Reference most recent USBC (2012 / 2015). C0.2 4. Provide label that identifies (diameter/material) Ex. water main that runs parallel with Seminole Trail. 5. Show and label Ex. public drainage casement within VDOT /Rt. 29 right-of-way. 6. Show Ex. OHP easement, and any other existing utility easements. 7. Show and label U.S. Rt. 29 variable width right-of-way, at project site. Recommend research highway plat book. 8. Revise labels across plan sheets to read `AKA U.S. Route 29,' not State Route 29. 9. C0.2/C 1.0: Improvements are proposed within Ex. 40' Utility Easement. Provide copy of Encroachment Agreement with ACSA; i.e., ACSA explicit permission to construct intersecting storm pipes, curb/gutter, pavement structures, etc., as proposed, within existing easement. C1.0 10. Show proposed easements: a. Provide SWM Facility /Access easement. Ref ACDSM, p. 15, easement diagram. It appears that for a 5' DIA underground detention system, a 23' wide easement is required, at a minimum. Width increases with depth of detention system. Feel free to call to discuss. Engineering Review Comments Page 2 of 3 b. Provide Drainage Easement from SWM detention system discharge, to point of connection with existing public drainage easement, or Rt. 29 right-of-way. 11. Provide auto -turn exhibits/figures at following locations, to ensure adequate clearance: a. Proposed entrance on Seminole Trail. Use Fig. 1, single unit truck design vehicle and a typical passenger vehicle, one entering, one exiting the site. See VDOT Road Design Manual, Appendix B(1), pg. B(1)-5. [Initial comment Fig. 1 image removed with Rev. 1] b. The two (R 8' - R 32') travel way radii at east and west periphery of parking lot/building pad. At these two locations, use typical passenger vehicles traveling in opposite directions. 12. Label area west of proposed AutoZone as a future building, or otherwise label. Also, please identify proposed surface in this area (grass or mulch, for example). 13. Provide off -site permanent grading or temporary construction easements, if required by design. (Rev. 1) Applicant response: `Off -site grading is not proposed.' 14. Provide loading space; ref. County Code 18-4.12.18. 15. Relocate dumpster pad so that Waste Management vehicles may align with dumpster containers without jumping curb, striking vehicles, etc. Recommend relocate dumpster enclosure two (2) parking spaces east. 16. Provide 8' length of concrete pad in front of dumpster enclosure gates; measure this distance from the back face of enclosure gates. 17. Offset dumpster enclosure at least 1' from face of CG-2 curb, since enclosure gate detail indicates 1'-6" post foundation diameter. Must assume gate may be installed after CG-2, or by others. Provide clearance between dumpster gate /fence enclosure post footings, and face of curb (in plan view). 18. Recommend show ramp between loading area, exterior to building, and finish floor elevation, if required. (Rev. 1) Acknowledged. A ramp is not required. 19. CLA: Details 17 and 6 are inconsistent, with truncated domes shown in different locations. Please revise these (CG-12, HC-ramp) details, for consistency. 20. CLA: Recommend revise detail 13 title to `Typical raised walk section.' 21. CLB: Provide a. Inlet shaping detail. b. Pipe bedding detail. c. Manhole step detail. d. VDOT DI detail (TYP). e. Manhole standard detail. 22. Provide stop bars at both entry points. 23. Provide stop signs at both site entry points. 24. Provide sight lines for Rt. 29 and Westfield Road. Cl.l 25. Provide spot elevations wherever proposed grade pools runoff; for example, in parking spaces abutting islands. A General Note for contractor to provide positive drainage is helpful, but spot elevations are required at several locations to ensure positive drainage. 26. Label roof leader lines, if underground. Show point of connection to storm collection system. 27. Show and label downspout splash blocks, if roof runoff discharged to asphalt surface. Recommend against this, however (potential freezing /slip hazard). 28. Intercept, collect and route Qio-y, 2.08 cfs un-detained runoff proposed to be released into Seminole Trail, Rt. 29. Show grades and inlet/s required to capture site impervious runoff to the maximum extent possible, and limit site runoff into Rt. 29 to the maximum extent possible. Albemarle cannot approve additional Qpea storm runoff to inlets located within VDOT R-W on Rt. 29. C1.2 29. Provide storm pipe and drop inlet computations (VDOT LD-229, LD-204 tables). (Rev. 1) Applicant response: `Pipe calculations will be provided at time of Final Site Plan review.' Engineering Review Comments Page 3 of 3 30. Provide storm system profile. (Rev. 1) Applicant response: `Profiles will be provided at time of Final Site Plan review.' 31. Label storm pipes, and inlets. (Rev. 1) Addressed. As follow-up: Please label structure 16 located in center of site entrance on U.S. Rt. 29. 32. Provide separate VSMP/WPO Application, plan, fee, at earliest convenience. An approved VSMP/WPO plan is required prior to Final Site Plan Approval. (Rev. 1) Acknowledged. Applicant response: `The appropriate documents will be provided after Initial Site Plan Approval.' 33. Show proposed water lateral water meter locations; identify water meter size. 34. Clarify Sanitary Line key (1, 6, 7 —any clean -outs). (Rev. 1) Applicant response: `Sanitary structures will be further detailed with the Final Site Plan. Structures 1, 6, and 7 are MH-1 structures.' 35. Sanitary Line: provide clean -outs (CO). 36. Provide CO detail for high -traffic areas. (Rev. 1) Withdrawn. Applicant response: `Sanitary cleanouts are not proposed within pavement.' C1.3 37. Conceptual Water quantity and quality analysis is adequate. With Final Site Plan, remove quality /quantity analysis, but show schematic location of detention system, and design location of all storm inlets and pipes. Details, calculations, analysis, etc. of SWM system will transfer to the VMSP /WPO plan, to be reviewed with the WPO plan. (Rev. 1) Acknowledged. L1.0 38. Relocate canopy tree near southwest -most parking space fronting Seminole Trail to avoid conflict with DI. 39. Remove symbols for (existing) landscaping coincident with stormwater detention system. 40. If eight (8) ginko biloba are shrubs and plant schedule canopy value (14 SF) is accurate, please note vehicles will strike canopy. Space between back of curb and center of GIN PRN is —2'. 41. If eight (8) ginko biloba are trees and plant schedule canopy value (14 SF) is inaccurate, please revise plant schedule, and provide at least 3' offset between center of tree and back of curb, to prevent damage to vehicles and landscaping. 42. Revise design to ensure no conflict between tree canopy and area above dumpster enclosure. Please feel free to call if any questions. Thank you J.
