Code numbers included below refer to Chapter 18, the Zoning Ordinance, of the Albemarle County Code unless otherwise specified. 1. [Application Form] Provide a request letter from the owner or authorized agent describing the proposed changes. Comment addressed. 2. [Application Form] Show the proposed changes on the previously -approved landscape plan (sheet 16 of SDP2006-00117), so that the revisions can be reviewed against what is currently required by the existing site plan. Indicate on the revised landscape plan what is proposed to be added, what is proposed to be removed, and what is proposed to be shifted in location from the original plan approved in 2007, so that these elements can be distinguished from what is proposed to remain unchanged. In addition to the stated changes, it also appears that the monument sign and adiacent nandinas are changing locations from the 2006 plan, and there are serviceberries shown on the original plan which are not shown on the revised plan, along the street frontage in the general area of the monument sign. These changes also need to be identified on the plan. Comment addressed. 3. [General Comment] As this property is in the Entrance Corridor Overlay District, complete and submit a separate application for the Architectural Review Board (ARB), including any applicable fees, so that this proposal can be given an ARB case file number and be reviewed in accordance with ARB requirements. Heather McMahon is the lead reviewer of the ARB application, and all future questions about the ARB application should be directed to her. 4. [32.7.9.5; 32.7.9.6; 32.7.9.81 Landscaping Along Streets; Landscaping within a Parking Area; Tree Canopy Revise both the landscaping plant schedule and the landscaping calculations from the original landscape plan (sheet 16) in SDP2006-00117 to reflect the proposed new landscaping. In revising the calculations, please ensure that all requirements for street landscaping, parking lot landscaping, and canopy coverage continue to be met. The plant schedule needs to be revised to state there are only 3 red maples, as opposed to 4, since the one near the ancillary structure is to be removed. Revise the plant schedule, as the numbers of plants are incorrect for several species. Please see comments from Heather McMahon, ARB Planner, for more information. In addition, with the removal of this red maple, it appears that the required landscaping within a parking area of 5% [Section 32.7.9.6(a)] will be short one tree. The approved site plan states that 43 trees are required for the project, and 43 are proposed. Because there were no additional trees proposed over what was required, the loss of this red maple must be offset with another tree located somewhere else on the plan. The landscape plan has been revised to show only that landscaping proposed for Phase 1. The tree canopy calculations, which appear to be for the entire site, both phases included, should be "greyed out" to indicate that this section is not a part of the Letter of Revision application. In addition, there must be a note for the "Additional Requirements" section of the landscaping calculations stating that this revised section and the LOR are only for Phase 1 of the project, and that the calculations for Phase 2 and the overall site plan should reference the originally approved Landscape Plan of SDP2006-00117. Include a similar note for the site plant list, as this list appears to only apply to Phase 1. 5. [32.7.9.5] New comment based on revisions to re -submitted plan. The area labeled as a landscape area of 160 sq. ft. to the southeast of the building does not appear to have any landscaping located within it. Remove this label from the area and revise the calculations of landscaped area provided, or provide landscaping in this area. There also appear to be four shrubs shown within the Phase 2 area near the cross -access travelway with the adjacent shopping area. As these plants appear to be for Phase 2, remove them from this plan. The following revisions are requested to make the proposal consistent with the design criteria that apply to the County -wide Certificate- 1 _ Errors persist on the landscape illustration and in the plant schedule_ Rectify or clarify the following: a_ There are 3 Red Sunset Maples (E) on this landscape plan (a fourth is to be removed)_ Rectify the quantity in the landscape schedule from ' 'to 'T and provide a label for the existing maple on the western (middle) property line_ b_ There are 10 Foster hollies (1) on this landscape plan_ Rectify the quantity in the landscape schedule and revise the label " -1 Existing" to 1-1 Existing" in the northeast corner of the site_ c_ Clarify the exact number of Densa Inkberry hollies (K) on the site_ i_ There are 4 "proposed" K in the northwest corner of the site, outside of the limits of work and outside the extent/boundaries of Phase I_ Provide a label for these 4 K and add the number to the total quantity of K in the landscape schedule_ ii_ A cluster of 0 K to the east of the proposed monument sign, on the southern property line, are mis-labeled as ':9-0:: although the symbol (a circle with three dots in the center) reflects that they are not type O (Soft Touch Japanese hollies) but are indeed Ks_ Rectify this discrepancy and account for the number in the plant schedule_ iii_ In the southeast corner of the site, 10 K symbols are drawn (circle with three dots in center), although four of those are confusingly labeled "4-L"_ Provide a label that calls out either 6 or 10 K, change the symbols to correctly reflect which are K and which are L; update the quantities in the plant schedule accordingly_ d_ Clarify the number of Steeds Japanese hollies (L) on the site_ 31 existing Ls are illustrated lining the eastern property line, 0 Ls are proposed for the east side of the building, and 4 Ls are drawn as the symbol K (circle with three dots in center) at the southeast corner of the site_ The total in the plant schedule for L should be rectified to reflect the 38 Ls drawn on the plan OR the symbols for L and K need to be clarified/rectified and the labels appropriately ascribed to the correct, corresponding amounts shown_ e_ Clarify the number of Soft Touch Japanese hollies (0) on the site_ The label calling out 1-O" points to 6 symbols corresponding to O and should be revised to reflect the correct number shown on the plan_ In addition, as per comments c_ii above, there are 9 Ks to the immediate east of this grouping of 6 Os that are mislabeled as 9 Os_ Rectify the quantity on the plan and the corresponding quantity in the plant schedule_ i_ All shrubs on the Entrance Corridor must be planted at a minimum height of 4"_ Rectify the size of O in the plant schedule to show a minimum height of 4"_ _ Note that the approved sign application (DoA issued 11 4119) for the proposed monument sign must be modified to include the proposed landscaping shown on this site plan minor amendment_ Acknowledge_
