Hi there Brian and Martha,
My name is Christi Gillette, and I an, the owner of Little Explorers Discovery School. 1 want to start out by
expressing our understanding and appreciation for your concerns that have been voiced through your neighbors as
you are hopefully enjoying your time away.
We understand that the idea of "41)" children right next to your private backyard space is causing you much worry
and frustration. I hope that I can shed at least the start of some light on that through this message, and I do hops
that we can meet in person before too long to create a positive working relationship to ensure that we do not
cause a major disruption to your life,
As you Know, the county has required a -fence to be placed around -the chifdren's play area in prder-far the
preschool to continue towards our special use permit. The church`s Buildings and grounds committee has already
net to discuss the beginning details of this process, and we were hoping to work with you to decide on the details
of the fence that will backup to your property. Elaine has communicated the concerti about the property tine, and
I'm sure there are more details that we will come across to make the set up work for aft: of us. l am not in a position
to be able to make .specific promises on behalf of the c.hurch`s property, but l will let you know that If extra .workk or
financial costs to the play area are decided on by all, parties,.! am more than. witting to make that sacrifice:
In terms of any further structures that may go up, we would work in the apposite direction of your yard (in a
perpendicular direction away from where your yard is located!.
Additionally, there will never be 40 children outside atone time. The maximum amount of children present at the
school atone time will be 25, and the way we are planning to structure Lite day, theV I pend outdoor
time in smaller groups. These numbers are not what we anticipate or even hope for as we open the school.
I truly want you to understand that 1 want to be a great neighbor to you and the others around the church
property. I would be glad to meet you in person whenever you are in town and available. 1 am heading vut for
family vacation this evening, but if you happen to be around today 1 could make time before we go. Otherwise. I
could meet with you when we return. I'd also love for you to meet the other teachers that will be working with me.
They are very nice ladies, and are also a part of our mission to provide a nurturing preschool experience that works
in sync with the neighborhood.

We very much appreciate your efforts to reach out to us and to address our concerns. We do wish that we
could
have been made aware of these plans months ago, when they were developing and we were still in Crozet
next door neighbor, whose backyard is immediately adjacent to the playground, we do have serious reservationhe
about this plan and we would have thought that, as neighbors, someone would have reached out to us b no s
But the church has not communicated with us to date, and we are now on extended business and vacation travel
in the Western US (we will not return to Crozet until late September), and therefore cannot be there to represent
ourselves in person,

It is important to communicate that we have long been supporters of many educational opportunities within the
Crozet area, and we are supportive of what you're trying to do for pre-school education. We raised our own child
on St. George Avenue, and in the local school system. Unfortunately, you have chosen the wrong place to locate
the Discovery School.
We have communicated to Elaine Echols our three primary concerns:
-� The greatly increased traffic WILL create a hazardous situation for children, pets, and other residents of
our neighborhood (already, we have repeatedly had to post "Drive Like Your Kids Live Here" signs and
have requested installation of speed bumps to slow traffic; the increased traffic associated with the pre.
school will exacerbate this problem). The corner of St. George Ave. and Crozet Avenue (Rte. 810) is also a
traffic hazard, with many local children riding bikes and walking to school.
The creation of a new, highly visible and audible commercial business is clearly not in keeping with the
National Historic District designation of the St. George neighborhood.
• Lastly but undeniably, this pre-school will adversely impact our property and our quality of life. The
playground is located 10 ft. from our property line. (We did not approve of the playground's location
when it was built,) Fortunately, it has to date been used only on Sundays and by a few neighborhood
children. We live in our backyard --gardening, reading, birdwatching. The noise from the preschool would
be considerable, even if it is only 10 children out there at a time, all day long. The backyard is also open —
no fencing — and we have kept it that way for 16 years. (We have an in -ground dog fence.) We do not like
the idea of a fence right on our property line.
We do not believe that these concerns can be mitigated to a satisfactory degree. Any fence constructed around
the playground area would be•ineffective in abating noise from the playground, and it's very hard to imagine that it
could be constructed in a visibly unobtrusive way, given the very close proximity of the playground to our property
line. The increased traffic associated with the pre-school will exacerbate congestion and speeding problems that
already exist.
We sincerely hope that you can find a suitable alternative location for the Discovery School.

Crozet area. We are committed to helping Christi create a friendly and safe space for children to learn and grove.
This includes identifying challenges to the success of the school, and working with our Crozet neighbors to find a
solution for each.
We are glad to consult with the two of you about safeguarding your property and your sense of Privacy in our
beautiful neighborhood. We were particularly saddened to hear that you had previous concerns that you felt were

Hello David,
Apologies for our slow reply. As we explained to Christi and in our letters related to this issue, we are
traveling and camping in remote areas of the West without internet connectivity much of the time. We
are not planning to return to Crozet until late September.
We do wish that you had reached out to us months ago, when you first began discussions w th Christi on
this proposal. if that would have happened, we could be having this conversation in person instead of by
email. More importantly, we could be having this discussion as neighbors rather than having to air our
objections in public.
Any reasonable resolution of this issue will necessarily require a relocation of the playground to create a
respectful distance from our property line, The original placement of the playground, sited right up
against our property line and built in 2010 without any conversation with us, was, frankly, offensive. At
the same time, during playground construction the church took down and burned our son's tree fort
ladder while we were away in Italy. Yes, we have concerns with the church's lack of respect toward us as
neighbors.
We are nat interested in Co large privacy fence. taut wee do understand that if qou are successful in the
SUP application, there will necessarily need to be fencing for the safety of the children. Tall, ugly fencing
is NOT what we would like nor will we accept. We would have to discuss other.fencing, like picket, that
would be built on your side of the property line..
if you are willing to entertain the relocation of the playground, we can continue this conversa#ion.,
Otherwise, we will continue to oppose the application for a Special Use Permit: We, more than any
other neighbors, have the most at stake here, and the most to lose. However, to be clear: the relocation
A the playground does not resolve the additional concerns that we and our neighbors have for the
traffic congestion the pre-school will cause, and impacts to the character of our National Historic District
neighborhood's character.

Hello, Brian, Martha, and Linette,
Thank you for the pleasant conversation on Monday, and for your ideas about the boundary between our properties. We're
looking forward to further consultation as this project takes shape.
We had a productive meeting of our Buildings and Grounds Committee last night. We continued to refine our vision for the
safety fence that will enclose the playground equipment and provide a play area for preschoolers. Our plan is to proceed wifh
a survey of our southern and western property lines, and then call the fence company for an updated estimate. We are stiil
planning on the fence as you described it in your email, and we will certainly !et you know of any changes fo our thinking.
The committee is excited about working with you on the proposed plant screen. One of our committee members, who is an
architect, is preparing a drawing that can form the basis for our discussion. The drawing will include the property fines,
sigrnficant trees, current vegetation, the proposed fence line, and some ideas about screening plants. We'll get you a copy as
soon as she finishes. We look forward to hearing your suggestions.
The church plans to bear the cost for the new plantings and any maintenance of existing trees and shrubs on our side of the
property I�ne. Weft be exploring the poss�bil►ty of trimming the existing boxwood hedge. Unfortunately, our plant experts have
doubts about a successful transplant of the two boxwoods in your back yard. With well -established root systems that would
not be adequately included m atree-spade move, and damage that might occur while maneuvering the spade between the
plants, they hold out I�ttle hope for survival. Consequently we feel that we should move in another direction.
We hope to complete the safety fence before January. As we discussed, we'll be planting the vegetative screen as quick) as
we deade on the best varieties, and taking into account seasonal planting times. Please continue to let us know what you're

Dear David and Tracy,
Thanks for taking the time to meet with us yesterday. It was fortunate that we were able to talk before
your grounds committee meeting, which you said is taking place tonight, 11/6. We were a tittle
surprised to hear how far down the road you all had gotten in terms of making decisions about the
fence, both materials and layout, given that the BOS and planning commission have both conditioned
the granting of the special use permit on consultation with us about the fence and vegetative screen.
But after learning what the church has decided in terms of the fence, we are not going to object
further, given that you do follow through on the things we discussed. To recap, and to confirm our
mutual understanding:
* The fence material will be the powdered black metal design that you showed us, approximately 4'
high. The fence will run from the side of the parish building across your yard perpendicular to our
property (west), then forma 90-degree corner behind the last large boxwood that currently
demarcates our two properties (approximately 5' feet off the property line), and then run parallel to our
yard (north) to the far back line of your property. If you change your mind about the use of the fence
material, or the placement of the fence, you will consult with us before making further decisions.
Since the fence offers no privacy given the wide spacing of the metal pickets, the church will plant a
vegetative screen of mature shrubs (approximately 3 - 4 feet high, ail with potential for rapid growth,
such as glossy abelia) that we have mutually agreed upon. As we discussed, we will consult with a
neighbor landscaping friend on some types of shrubs that we would make an appropriate screen, then
get back to you with a list for further discussion. We will also investigate the possibility of moving the
two large boxwoods out of the center of our yard to help form the fence screen. Costs associated with
the planting of this vegetative screen, including the moving of the two boxwoods, will be borne by the
church. We would like to see mulch applied to all disturbed areas, such as beneath the planted
shrubs; however, we do not want any disturbance to the existing dayliiy bed.
'" Timeframe: you intend to build this fence by early January 2019. The shrubs will need to be planted
beginning in March 2019, or as the species' needs dictate. (might be staggered planting and moving).

just noticed my friend Nancy Nerem is on the grounds committee, and on this email. Hello, Nancy!)
Brian told me Sunday night, however, that you and others from your grounds committee had hailed him in our backyard
that afternoon to talk about changes that you would now like to make: principally, moving the fence closer to our shared
property line. As you know, the property line runs right through the black oak adjacent to the playground. I am unsure
how dose you are proposing coming to our backyard, but any closer would put the fence right on the black oak, in the
boxwoods and through the established daylily bed, which you agreed not to disturb. If you are concerned about
increasing the space around your playground area, perhaps you should move the black bumper berm around the
playground a few feet?
Brian reported that because you want to move the fence closer to our yard, that you are considering erecting a wood
picket fence (rather than the metal one) and not plant any large shrubs. Please clarify if that is what you are proposing,
because you had previously expressed concern with both the expense and the ongoing maintenance of a wood fence. if in
fact you are asking us to switch to this option, we would like to see something built like the one in the image below; we
had originally proposed this style to you. It could be unpainted. We would still need to discuss placement of the fence,
however.
David, we want to work with you on this project in a respectful, neighborly way. We called the meeting with you on
November 6 to initiate the conversation. As Linette and 1 were not present Sunday afternoon to hear the changes you
want to make, we would like to get together soon to discuss.
I think from here on out, it would be best to put any proposed changes or developments in writing before talking, so as to
avoid misunderstanding.

The Buildings and Grounds committee met on Tuesday to finalize the location of the fence and the design. We were fortunate
to be able to discuss a few things with Brian, most importantly that the committee feels that the fence should be on the
property line. We have come to see the fence less as solely an enclosure for the Preschool and looked more towards what
the church needs are now and in the future. The establishment of the fence on the property line seems to be the prudent way
to go. We will be fencing not only the border with your property, but all the way along the back line of the property with the
four neighbors in that direction. This location being decided, we approached the fence company about the large tree on the
property line and they assured us that this happens all the time and they have a way to keep the fence posts space off of the
tree and the create a more custom section that would meet the sides of the tree. If the tree ever needed to be taken down, a
fence section could be added. We also approached the fence contractor about the design you have proposed and feel
confident that we can do this design for the boundary with your property. We can leave the fence unpainted, but have also
looked to see if staining it would be an option for a better looking fence with longevity.
As far as the plantings go, we are still planning on screening the playground on our side of the fence and are open to
discussing plant selectionsloptionstyith you. If you would like to meet, Lee Kania and I would be able to meet at noon this
Sunday, or some other time that might be convenient.

You know Nancy, this is just so upsetting. It's contrary to what David stood up in front of the board of supervisors and

We met with representatives of your grounds committee (Nancy and Lee) on Saturday afternoon to further discuss the
placement of the fence, materials to be used in construction, and vegetation plantings. We told Nancy and Lee that we would
come back to you with our decisions as soon as possible. This note documents our decisions.
