Responses to comments on the initial submittal dated May 25, 2018, are outlined below. 1. [Comment] Page one, cover sheet, correct: 1) spelling in the"...and to approve site plan ammendment SDP#20600065,"2) information regarding TMP 57-10Am which is printed over other type making information illegible. a. Spelling error and overlapping text addressed on cover sheet. 2. [4.10.3; 4.10.3.1.a&b] Provide height of the PAC silo. Height of the structure may be limited by 4.10.3.1(b). The height of the structure is limited to its distance from the property line and the location shown on the site plan which appears to be approximately 43 from the property line. a. PAC silo height added to cover sheet Height of the silo is 30-feet, plus an additional a5-feet for the railing. Total height of the PAC silo is 33.5-feet. 3. [32.7.2.1] Vehicular Access to Site. Each entrance onto any public street shall be designed and constructed as required by the standards of the Virginia Department of Transporation. VDOT approval of the entrance to the site shall be required prior to final site plan approval. a. Acknowledge. All VDOT comments and responses listed below. 4. Recommend that use of Leyland Cypress be reconsidered for screening/buffering along the proposed ACSA easement adjacent to the Highlands development. While Leyland are a permitted species for screening,they do not have a long life expectancy. a. Leyland Cypress trees have been replaced with Eastern Red Cedars. See sheet 12. If there are no existing hydrants on the site and water line work is to be performed a hydrant should be added. A location can be coordinated with Fire Rescue. a. Existing fire hydrant located at the front of the Water Treatment Filter Building to remian. No work to existing potable drinking water system is proposed. All new work to involve non-potable plant process waterlines. 2. It is unclear if any site access work will be done. Fire rescue requires access to within 150' of structures. Appropriate emergency apparatus turn arounds shall be provided if possible. a. No improvements am proposed to the driveway entrance at the WTP. Only minor improvements are proposed at the driveway entrance to the backwash tank and lagoon. Both structures are within 150'from the roadway. Adding emergency apparatus turn arounds is not feasible at this location. Building Inspection—Michael Dellinger No comments a. No action required. Engineering—Mathew Wentland a. Responses provide in a separate letter to Mathew Wentland. VDOT—Adam Moore 1. Will the proposed casing pipes crossing Route 240 be bored? Utility crossings are typically required to be bored. a. Yes, the proposed casing pipes crossing route 240 will be bored. Can-ier pipes will be installed inside the bored casing pipes. See sheet 4. ACSA—Alex Morrison 1. Flow acceptance from RWA will be required. a. Acknowledged. A representative of RWSA to contact ACSA for further discussion. 2. A flow meter will be required to measure water discharged from treatment facility. a. As per previous discussions with ACSA engineer Jeremy Lynn, all ACSA potable water used at the treatment facility will be, or already is, metered. The meters were added as part of the previous GAC and Finished Water Pump Station(FWPS)projects. A finished water flow meter is to be installed on the discharge side of the FWPS prior to distribution, as part of the FWPS project. RWSA believes they have coordinated all ACSA metering needs at this time. 3. All pipe to be installed will be privately owned. a. Acknowledged. 4. TMP 57-10A is not the ACSA jurisdiction area. Architectural Review Board—Margaret Maliszewski 1.Provide specs for the proposed window glass. Ensure that VLT is not below 40%and VLR does not exceed 30%.Add the standard window glass note to the drawings. 2. Add screening trees or tall screening shrubs to reduce visibility of the equipment on the east side of the WTP building. 3. Revise the photometric plan to reduce illumination levels to not exceed 20 fc in all areas outside the WTP sediment basins. 4. Ensure that the photometrics are calculated using an LLF of 1.0 and note the LLF on the lighting plan. 5.Revise the fixtures to use LED lamps with a consistent warm white color temperature. 6.Provide a luminaire schedule on the plan that identifies fixture height. 7. Label the fixtures on the lighting plan(13 of 31)to coordinate with the cut sheets. 8.Extend the staggered row of evergreen plants down the north/west side of the access road to provide greater screening. 9.Consider increasing the spacing between plants based on anticipated mature size. 10.Revise the plans to show a tree line to remain in the area where pipes are shown crossing the road,and revise the landscape plan to show how this area will be replanted to attain an appearance consistent with the surroundings. 11.Reconsider the Leyland cypress for screening. 12. Respectfully submitted, Thomas E.Freeman,PE Senior Civil Engineer SEH Building a Better World for All of Us' April 9, 2018 RE: Rivanna Water& Sewer Authority Crozet Water Treatment Plant Expansion and Rehabilitation Project TMP 57-10A and 57-29B 4685 Three Notch'd Road Request for Special Exception— County Code Chapter 18, Section 26.5.c-d County of Albemarle Department of Community Development 401 McIntire Road Charlottesville,VA 22902 The Rivanna Water and Sewer Authority (RWSA) is proposing water treatment plant upgrade and rehabilitation improvements to its existing Crozet Water Treatment Plant. The RWSA has contracted with Short Elliott Hendrickson (SEH) to complete engineering design plans for the project. On November 13, 2017 SEH met with county staff in a Pre-application Meeting to discuss the proposed work in regards to site planning and county permitting requirements. One topic discussed was the RWSA's desire to improve the WTP filter backwash storage system as part of the project. This improvement will result in disturbance within an existing 30' undisturbed buffer which runs along the south property line of TMP 57-29B. The RWSA parcel is currently zoned light industrial, and the adjacent property to the south is residential. The proposed disturbance will include installation of a buried 4 inch diameter sanitary sewer pipeline and proposed tree screening improvements. This letter is a formal request to the County Board of Supervisors to grant a Special Exception in regards to the county code (Chapter 18, Sections 26.5.c-d). Project Background: Due to consistent growth in the Crozet area, the RWSA is experiencing higher potable water demands at its Crozet WTP facility. In an effort to modernize for better efficiency, and to upgrade the current plant demand capacity, the RWSA has instituted various improvement projects at the plant site in the past few years. The latest proposal is the Crozet WTP Expansion and Rehabilitation Project, which will consist of plant filter and sedimentation basin upgrade/rehabilitation, filter backwash storage and disposal improvements,chemical feed and storage upgrades, and applicable site utility piping improvements. The improvements proposed for the filter backwash storage system will provide various benefits to plant operation and storage lagoon maintenance. The proposed improvements will consist of a covered storage tank for the backwash water, in place of an open lagoon settling system. The covered storage tank will allow backwash water to be temporarily stored and then slowly pumped out and discharged into the existing ACSA sanitary sewer system, which exists in the residential area adjacent to the south property line of the Crozet WTP. The backwash water will be pumped through a 4 inch diameter buried pipeline. In order to reach the existing sanitary sewer system, the pipeline will have to cross an existing 30' wide undisturbed buffer located within the RWSA parcel. The disturbance caused by this crossing is the basis of the request for Special Exception.The RWSA feels that the proposed backwash water pipeline installation will result in numerous benefits for operation and maintenance of the Crozet WTP. The ground will be restored to its existing grassed condition after the pipeline is placed into service. In an effort to stay within accordance with existing county code requirements for a Special Exception request, the RWSA is proposing to increase the landscape screening between the plant site and adjacent residential home as part of the overall project. Proposed Screening Improvements: Currently the only screening within the area of the proposed pipeline disturbance is one evergreen tree approximately 20 feet in height. The RWSA proposes to maintain and protect the existing tree, and also add more landscape screening to meet or exceed current county code requirements. This will consist of planting approximately 8 evergreen trees 15 feet on center in a double staggered row within a 20 foot width. The RWSA respectively requests that all new tree plantings be kept a minimum of 10 feet away from the new pipeline and appurtenances.This space will allow for future pipeline access and maintenance. See the attached Figure 1 showing the proposed project location and pipeline alignment. Figure 2 shows the proposed new landscape screening in the southwest corner of the RWSA property. For this project, the RWSA proposes a minor site plan amendment to the site plan SDP#201400014, project title Crozet WTP Upgrades—Granular Activated Carbon (GAC) Facility, which has had one minor amendment, SDP#201600065, project title Crozet Water Treatment Plant—Finished Water Pump Station (FWPS). RWSA also proposes site plan amendment to the site plan SDP#000000298. This letter provides background to the project and outlines the changes proposed to the site plan SDP #201400014. Background The RWSA owns and operates the Crozet Water Treatment plant, which provides potable drinking water, at a capacity of 1.0 million gallons per day(MGD),to its customers located in the Crozet service area. After receiving water from the Beaver Creek raw water pump station, the CZWTP provides treated water to the distribution system from its nearby Finished Water Pump Station (FWPS) and 0.5 MG ground storage tanks (GST). Recognizing that water demands in the Crozet service area are continuing to rise, the RWSA has begun the process for increasing the treatment and pumping capacity of the Crozet water system by completing design and initiating construction of a new FWPS. Continuing the plan to increase the treatment and pumping capacity of the Crozet water system,this project will expand and renovate the Crozet Water Treatment Plant(CZWTP)and the Raw Water Pump Station (RWPS). Proposed Improvements GAC Building As part of expansion of the CZWTP, a building addition to the Granular Activated Carbon (GAC) building is proposed. This building will house bulk storage tanks for liquid lime and alum, two transfer pumps and associated piping, electrical, and mechanical equipment. A proposed loading dock will aid in the filling of the bulk storage tanks. The proposed underground chemical carrier pipe will provided chemical feed to the Filter Building from the GAC Building. Page 2 Filter Building It is proposed to add an above ground propane tank 10 feed east of the filter building. Additional improvements to the Filter Building include adding a receiving double door for the second floor of the building, cleaning the outside brick, and minor painting of the window and door trim. PAC Silo As part of the project, it is proposed to replace the existing Alum Storage Tank with a 30-foot tall silo to store Powdered Activated Caron (PAC). Sanitary Sewer Forcemain Install two 12 inch casing under the Three Notched Roadway for a sanitary sewer forcemain, electrical, and potable water. The sewer forcemain is to tie the discharge for the backwash waste to the sanitary sewer in a property to the south west of the WTP site. Screening Screening is to be added within the 30-foot buffer in the southwest corner of the property. This is due to the sanitary sewer forcemain crossing the 30-foot buffer. Additional screening will also be added along the north side of the Three Notched Road. This is to screen the new backwash waste tank and the access bridge to be added to the east lagoon. Lagoon No.2 Lagoon No. 2 (east lagoon) is to be rehabilitated, and an access bridge added. Backwash Waste Tank Lagoon No. 1 is proposed to be removed and an new partially buried concrete backwash waste tank constructed where Lagoon No. 1 is situated. A new concrete flow diversion structure will split flow between the backwash Tank and Lagoon No. 2. Access Driveway The existing access driveway to the lagoons will have minor gravel improvements. The location of the access from Three Notched Road will not change. No new access driveways are proposed for Three Notched Road. Chain Link Fence Do to construction the chain-link fence facing Three Notched Road on the lagoon site will be replaced with poly-coated chain-link fence. Concluding Remarks Email correspondences with Christopher Perez of County Planning Department on March 23, 2018 it was indicated that this project could be brought to the county as a minor site plan amendment to the site plan SDP#201400014. The email exchange is enclosed with this letter. Included with this letter are the Application for a Minor Site Plan Amendments, preliminary application meeting notes and the preliminary plans.
