However I will have them clear it up better for you. I just left Marty a voicemail about it. Clear Polycarbonate and Translucent vinyl do make for illumination. However there is a material called Block Out Vinyl, it's fully opaque and it's applied from the inside of the sign face. This will block out 100%of the light. The block out vinyl has letters cut out of it in reverse,so the light will only shine through that part and whatever the translucent color is, in this case is blue, would illuminate the letters in blue. If it states block out vinyl, then only the letters will illuminate. If it doesn't or says the background, oval or sign face will illuminate, then it doesn't have block out on it. I haven't fully read over the permit specs yet as I'd hoped this company had it all correct. Let me check and see. In particular, you'll want to focus on 4.15.20.b,which I've copied here. b. Alteration of sign structure. A nonconforming sign shall not be structurally altered; provided till the zoning administrator may authorize a nonconforming sign to be structurally altered so that it I less nonconforming and further provided that each time the nonconforming sign is structural] altered, the sign area and sign height shall be reduced by at least twenty-five (25) percent of i' current area and height until the sign area and the sign height are conforming. In order to meet this section of the ordinance, you will need to retain and reuse the pole, reducing the overall height of the existing sign by at least 25%, and reducing the size of the cabinet by at least 25%. Note that all other standard sign ordinance regulations and Entrance Corridor sign guidelines still apply. You can access the guidelines with this link. Note, in particular, that the backgrounds of internally illuminated cabinet signs must be opaque, and landscaping must be provided at the base of the sign to integrate the sign with the surroundings. Regarding the red fork, I will need more detail to determine if a permit is required. The parcel location, where on the parcel it would go and what it looks like (size etc). Note:Comprehensive sign reviews are only for shopping centers and other types of multi-tenant facilities-which Malloy Ford is not. Malloy is a single tenant building so the$129 ARB review fee applies. I can understand why the form is confusing.
