This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the following approvals are received: 1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. 2. Approval of all easements for facilities for stormwater management and drainage control. 3. Submittal of a tree conservation checklist with areas for tree preservation identified. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. 2. A fee of $1,613. Please submit 10 copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Requirements: 1. [32.5.2b] Please address the following comments regarding the proposed use: a. Per Ryan Yauger's email following the submission of this initial site plan, the site plan proposes 87 independent living units, 60 assisted living units, and 32 memory care units. The 87 independent living units will count towards the number of dwelling units in this block. This exceeds the maximum density permitted for Block 8. In addition, this may trigger Proffer #1 and the timing of the completion of the improvements for Polo Grounds Road. b. Please specify the number of assisted living, memory care and independent living units that are proposed for this senior living facility. c. Please provide definitions from CA Ventures for each type of unit specified (see comment 1b). This information will be used to calculate the gross residential density and parking requirements for the site (see comment 1d below). d. [18.4.12.4] Based upon proposed 185-bed assisted living facility, 62 parking spaces are required. The number of parking spaces in a parking area may not exceed the number of spaces required by the Albemarle County Code by more than twenty (20) percent. Subsequent review and approval of the proposed parking plan is contingent upon specific and complete information on the number and type of residential units proposed (see comment 3a). A written justification to exceed the number of permitted parking spaces by more than twenty (20) percent must be provided to the Zoning Administrator for review. 2. [32.5.2a] Please address the following comments regarding general information. a. [COD 2.3.2.3] The proposed front setback of 64.6' exceeds the 25' front setback maximum as indicated in the Code of Development and is not permitted. The note "Due to the flat building pad elevation needed for construction and the decreasing road grades along Stella Lane, the building needs to be pushed back farther from the road and thus increase the building setback," is not sufficient to modify the 25' maximum front setback. A special exception is needed for this setback, however at this time, the justification given cannot be supported since this is a greenfield site and has been designed not to meet the setback requirement. b. The incorrect Tax Map and Parcel ID Number are listed on the Cover Sheet (C- 100) and General Notes (C-102). Please correct using the following number: 04600-00-00-019A0. 3. [32.5.2f] The statement "This site does not lie in a water supply watershed" on General Notes Sheet C-102 is incorrect. Please indicate that this property is located within the watershed of the South Fork Rivanna River reservoir. 4. [32.5.2k] Prior to final site plan approval, a VSMP WPO needs to be approved. 5. [32.5.2n] Please address the following comments regarding proposed improvements: a. Please replace the incorrect luminaire schedule and manufacturer specifications currently shown on the Lighting Plan (C-801) from Brookhill Blocks 4A and B. b. [18.4.17] There is lighting spillover in excess of 0.5 footcandles at the property line. Please modify the lighting plan to ensure that there is not spillover in excess of 0.5 footcandles along the property line. 6. [32.5.2p] [32.7.9] Please address the following comments regarding the landscape plan: a. [COD 2.4.2] The Brookhill Code of Development calls for a 100' buffer (70' natural undisturbed buffer and 30' planted/reforested buffer) along Route 29. Given that Block 8B will remain undeveloped according to the phasing plan, please submit supplemental landscape plans that show a 100' landscaped buffer along Blocks 8 to be approved by the Director of Planning. b. Please remove or relocate the tree located in conflict with the pole light in the semi -circular drive on Sheet C-701. c. Please show all of the large shade trees on the landscape plan (Sheet C-701) at 30' full canopy. 7. [32.5.2i] All easements need to be platted and approved, including a grading easement on the adjacent property (Block 4A). Feather McMahon U CBBARB See Recommendations At the 3-18-19 ARB meeting, the board voted 4:0 (Wardell absent) to approve the consent agenda and forward the recommendations outlined in the staff report for the Initial Site Plan to the Agent for the Site Review Committee, as follows: • Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and recommended conditions of initial plan approval: 1_ ACertificate of Appropriateness is required prior to final site plan approval_ Regarding recommendations on the plan as it relates to the guidelines: None_ • Regarding conditions to be satisfied prior to issuance of a grading permit: 1_ Provide sufficient tree protection fencing along the eastern edge of the TO -foot (undisturbed) landscape buffer on the site plans and prior to grading_ • Regarding the final site plan submittal: 1_ Architecture and landscaping will be reviewed with a future submittal_ A Certificate of Appropriateness is required prior to final site plan approval- _ Submit material and color samples, dimensioned elevations, and floor plans of the apartment buildings for review_ 3_ Consider substituting Fagus Grandifolia and Myrica Gale, which are locally -native plant species, for the proposed Fagus Sylvatica and Myrica Cerifera listed in the landscape schedule on C-i01_ 4_ Revise the plan to show the 100' buffer and the required reforesting the full length of Block 8A_ 5_ Consider submitting site sections clarifying the level of visibility from the EC_ 6_ Provide the standard window glass note to the architectural drawings: Window glass in the Entrance Corridors should meet the following criteria: Visible light transmittance (VLT) shall not drop below 40%_ Visible light reflectance (VLR) shall not exceed 30%_ 7_ If roof -mounted mechanical equipment is proposed, provide a roof -plan showing that mechanical units' locations and heights as well as elevations that include the mechanical units_ Show how visibility of all equipment from the EC will be eliminated- 8- Include the standard mechanical equipment note on the architectural drawings: Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated- 9- Ensure that spillover into the public right-of-way does not exceed half (0.5) of a footcandle_ 10_ Revise the luminaire schedule on the lighting plan (C-801) to list only those light models proposed for Block 8A_ 11_ Revise the luminaire schedule to provide lumens for all proposed light models in Block 8A_ 1_ Correlate the quantities of each light model proposed in Block 8A in the luminaire schedule with what is depicted on the lighting plan (C-801)_ 13_ Include only manufacturer's specifications for the proposed light models in Block 8A on the lighting details sheet (C- 802)_ 14_ Provide perimeter parking area trees on the north and east property lines_ 15_ Ensure that planting locations do not conflict with utilities and their easements or with proposed light fixtures_ 16_ Provide at least two more shrub species so that no one species of shrub proposed exceeds, in number, one -quarter of the total number of shrubs proposed_ 17_ Provide sight -line analyses to prove that the retaining walls on the southern side of the site will not be visible from the EC street_ If the walls are visible, landscaping is required at the bases and in between the walls to mitigate the walls' blankness_ 18_ Provide srifflcient tree protection fencing along the eastern edge of the 70-foot (undisturbed:; landscape buffer on the site plans and prior to grading Page: County of Albemarle Printed On: O-T 0120'19 County of Albemarle Department of Community Development Memorandum To: Megan Nedostup From: Emily Cox Date: 18 March 2019 Subject: Brookhill Block 8A - ISP (SDP201900005) The initial site plan for Brookhill Block 8A has been reviewed by Engineering. The following comments will need to be addressed before approval: 1. WPO201900004 must be approved before final site plan can be approved. 2. [Sheet C-201] Show deed book & page for all existing easements, this includes the SWM Facility easement. 3. [Sheet C-201] Provide note stating that some adjacent topography and layout shown is not the existing condition, it is the conditions shown on latest approved plans. For example, the road is not built yet. 4. Label `proposed greenway', not existing 100' stream buffer. When will greenway be dedicated? 5. Ensure all preserved and managed slopes are shown. 6. Retaining walls are shown in a drainage easement. This should be avoided. Pipe from A- 70 to A-60 goes under a wall. This is not allowed if an alternate route is possible. 7. Signed and sealed engineered designs for retaining walls will be necessary before plan approval. 8. Sidewalk adjacent to parking should be 6' wide unless bumper blocks are provided. See County Code 18-4.12.16.e. 9. Sidewalk should be a minimum of 5'wide, exclusive of curb. 10. Loading area should be a minimum of 12' wide, per County Code 18-4.12.18.a. 11. Dumpster pad appears to only be 16.9 ft deep, and should be 18 ft deep. See County Code 18-4.12.19. 12. Provide note on landscaping plan regarding 2:1 slopes. They shall be stabilized with steep slope grass or some other stabilized ground cover.
