1. [General Comment]—On Sheet SP1,under the Project Narrative,please correct the name of Moores
Creek Road to Moores Creek Lane under the"Access"description.
2. [Section 32.6.2(h)]—On Sheet SP1,please list the other Site Review Committee members under the
signature block.
3. [Chapter 18, Section 27]—On Sheet SP2,under Site Data,please change the zoning district to"Light
Industry"(LI). Please also add the zoning overlay districts: Flood Hazard(FH)and Steep Slopes
(Managed and Preserved).
4. [Section 4.20(b)]—On Sheet SP2,under Site Data,please clarify that the front setback is 10' from the
edge of the right-of-way.
5. [Section 26.5(c)]—It appears the curbing for Canal Street would require construction activity within
the 30' required buffer.The Zoning Division will need to confirm if this encroachment represents
"construction ac,but please revise or submit an application for a special exception.
6. [Section 4.20(b)]—On Sheet SP2,under Site Data,please add the stepback information from this
section. Additionally,please add a note to specify which structures will be over 40 feet in height. It
may be necessary to confirm with the Zoning Division whether or not the stepback regulations apply
to certain structures.
7. [Section 32.5.2(b)]—On Sheet SP2,under Site Data,please revise the proposed use from"industrial
park"to a use that falls under one of the categories listed in Section 26.Based on the narrative on
Sheet SP1 and parking calculation,I expect the proposed use would be"Storage/Warehousing."
8. [General Comment]—On Sheet SP3,please accurately reflect the political boundary of the City and
County. The right of way line for Franklin Street adjacent to TMP 77-40B is the City/County boundary
line.
9. [Section 32.5.2(n)and Section 4.17]—Although Note 3 on Sheet SP5 indicates that no lighting above
3,000 lumens is planned at this time,a photometric plan may be necessary to confirm compliance with
Section 4.17.4(b).

1. Water/Sewer Construction Plan Review by the ACSA will be required at the final site plan stage.
Submit 3 copies of the final plan along with water and sewer data sheets to the ACSA,Attn:

4. Call out the sewer main material.

1. RWSA General Notes should be on the plans(see attached).
2. If the development is expected to produce over 40,000 gallons of sewage per day,a flow capacity
certification from RWSA will be required prior to final site plan approval.
3. RWSA has serious concerns about the proposed access driveway off of Moores Creek Lane.
There is significant truck traffic in and out of the RWSA Moores Creek Advanced Water
Resource Recovery Facility(MCAWRRF)at the end of Moores Creek Lane as well as Carter's
Bakery on Franklin Street.RWSA is concerned that the addition of a driveway so close to
Franklin Street and with such a narrow turning radius may result in traffic interruptions and/or
accidents at this location,with impacts extending out to Franklin Street.
4. All RWSA utilities within the scope of the project need to be shown on all sheets.This includes
the two future meter vaults located on Broadway Street and Moores Creek Lane near their
intersections with Franklin Street(see attached plan sheets) and the RWSA sanitary sewer main
which runs parallel to Moores Creek Lane(see attached GIS map). Include utility size,material
(if known), and ownership(RWSA).
5. All RWSA easements within the scope of the project need to be shown on all sheets.This
includes water line easements at the two meter vault locations(see previous comment,Deed
Book 4690,Pages 637-644,628-636),sewer easement over the RWSA sanitary sewer main
(Deed Book 342,Pages 197-203),and the access easement shown on sheet SP3 (Deed Book 331
Page 549).
6. RWSA's contractor is currently scheduled to install the two meter vaults located on the property
in early 2017. If there is any need to revise the vault locations to accommodate elements of the
proposed site design,that will need to be determined in the next few weeks.
I am unfortunately unable to attend the site review meeting;however,I would be happy to meet with the
developer to discuss this and other concerns about the site.

1. Show and label RWSA utilities and easements according to General Comments#4 above
2. Label RWSA manholes according to attached GIS Map(MCI-MH-03,-04).
Sheet SP4:
1. RWSA will not allow a fence or other obstructions directly over or adjacent to the meter vault at
• the corner of Franklin Street and Moores Creek Lane

3. RWSA would like to discuss with the applicant and the ACSA the option of installing an
additional water valve at the tee/tap location on Moores Creek Lane.At present,there is no inline
valve to isolate the section of ACSA water line through the MCAWRRF from the proposed
development connection.

General Water & Sanitary Sewer Notes
Last Revised: April 2016
1. All materials and methods of construction shall comply with the latest version of the General
Water and Sewer Design and Construction Standards—Version 1.0,adopted in December 2015,
except as modified below or modified in special notes.
2. RWSA shall approve all construction materials and methods of construction. A preconstruction
conference shall be held with RWSA prior to the start of any work.
3. The contractor shall be responsible for notifying Miss Utility(1-800-552-7001).
4. RWSA Engineer(Victoria Fort at(434) 977-2970 ext.205)shall be notified three business days
prior to the start of construction.
5. All work is subject to inspection by RWSA staff. No tie-ins to the existing system shall be made
without coordination with and the presence of RWSA staff. No work shall be conducted on
RWSA facilities on weekends or holidays without special written permission from RWSA.
6. For sanitary sewer line construction: RWSA may require bypass pumping for tie-ins to the
existing system. All doghouse manholes must be pressure-tested before a connection is made to
the system.
7. The location of existing utilities as shown on the plans is from data available at the time of design
and is not necessarily complete or accurate. The Contractor shall be responsible for the
verification of the location,size and depth of all existing utilities,both surface and subsurface.
The Contractor shall immediately notify the Engineer of any discrepancies between the plans and
field conditions. The Contractor shall use due diligence to protect all utilities and structures from
damage at all times,whether shown on the plans or not. Damage to any existing utilities shall be
repaired by the Contractor to the original condition at no additional cost to the Owner.
8. Erosion and sediment control facilities shall not be permitted in the RWSA easement without
special written permission from RWSA. No grading shall be permitted in the RWSA easement
unless permitted otherwise by RWSA in writing.
9. No blasting shall be permitted within 100 feet of RWSA facilities without written permission and
RWSA approval of the blasting plan. Ground monitoring during blasting and a pre-blast survey
may be required. For blasting within 100 feet of any operative RWSA sewerlines,bypass
pumping and/or pre-and post-CCTV may be required. RWSA may also require certification
from a licensed professional engineer stating that the proposed blasting will not damage any
RWSA facilities. Damage to any utilities due to blasting shall be repaired by the Contractor to
the original condition at no additional cost to the Owner.
10. The contractor shall observe minimum separation requirements for utility crossings. When a
crossing is made under an existing facility,adequate structural support shall be provided for the
existing pipe. The area of the crossing shall be backfilled with compacted 57 stone to the
springline of the existing pipe.
11. New water main installations shall be pressure tested,chlorinated,flushed and have water
samples approved prior to making any permanent connection to the public water system.
Approved methods of filling and flushing new water mains will be required to prevent any
contamination of the public water system.
12. All easements for new RWSA facilities shall be recorded prior to placing the new facilities into
service.
13. No permanent structural facilities will be permitted in the RWSA easement. This includes
building overhangs,retaining walls,footers for any structure,drainage structures, etc.
14. Trees are not permitted in the RWSA easement.

The Department of Transportation,Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Dominion Engineering,dated
October 07,2016,offers the following comments: ,
Land Use
1. Please show mill and overlay on plans in accordance with WP-2.
2. The mill and overlay will require work to centerline,so flagging operation will be
necessary.
Please note that the final site plan must show conformance with the VDOT Road Design .
Manual Appendices B (1)and F, as well as any other applicable standards, regulations,or
other requirements.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Willis C. Bedsaul at 434-422-9866.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)

8. [General Comment]—On Sheet SP3,please accurately reflect the political boundary of the City and
County.The right of way line for Franklin Street adjacent to TMP 77-40B is the City/County boundary

9. [Section 32.5.2(n)and Section 4.17]—Although Note 3 on Sheet SP5 indicates that no lighting above
3,000 lumens is planned at this time,a photometric plan may be necessary to confirm compliance with
Section 4.17.4(b).

4. Storm sewer is not considered a public utility and is not allowed in preserved slopes unless there

1. RWSA General Notes should be on the plans(see attached).
2. If the development is expected to produce over 40,000 gallons of sewage per day,a flow capacity
certification from RWSA will be required prior to final site plan approval:
3. RWSA has serious concerns about the proposed access driveway off of Moores Creek Lane.
There is significant truck traffic in and out of the RWSA Moores Creek Advanced Water
Resource Recovery Facility(MCAWRRF)at the end of Moores Creek Lane as well as Carter's
Bakery on Franklin Street.RWSA is concerned that the addition of a driveway so close to
Franklin Street and with such a narrow turning radius may result in traffic interruptions and/or
accidents at this location,with impacts extending out to Franklin Street.
4. All RWSA utilities within the scope of the project need to be shown on all sheets.This includes
the two future meter vaults located on Broadway Street and Moores Creek Lane near their
intersections with Franklin Street(see attached plan sheets)and the RWSA sanitary sewer main
which runs parallel to Moores Creek Lane(see attached GIS map). Include utility size,material
(if known),and ownership(RWSA).
5. All RWSA easements within the scope of the project need to be shown on all sheets.This
includes water line easements at the two meter vault locations(see previous comment,Deed
Book 4690,Pages 637-644, 628-636), sewer easement over the RWSA sanitary sewer main
(Deed Book 342,Pages 197-203),and the access easement shown on sheet SP3-(Deed Book 331
Page 549).
6. RWSA's contractor is currently scheduled to install the two meter vaults located on the property
in early 2017. If there is any need to revise the vault locations to accommodate elements of the
proposed site design,that will need to be determined in the next few weeks.
I am unfortunately unable to attend the site review meeting;however,I would be happy to meet with the
developer to discuss this and other concerns about the site.
Sheet SP3:
1. Show and label RWSA utilities and easements according to General Comments#4 above
2. Label RWSA manholes according to attached GIS Map(MCI-MH-03; -04).

1. RWSA will not allow a fence or other obstructions directly over or adjacent to the meter vault at
