(The following comments are those that have been identified at this time. Additional comments may be added or eliminated based upon further review.) [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [General Comment] Revise the title of the plan to include the new parcel numbers included in this road plan. The parcel numbers have changed due to the recordation of the BLA SUB2019-00002. 2. [General Comment] Please include a note on the road plans that the approval of road plans is only for those elements within the right-of-way. Approval of road plans does not grant approval of the entire site plan, or items outside of the right-of-way, such as parcel boundaries, open space locations, etc. 3. [General Comment] Revise the Zoning and Source of Title notes on the cover sheet to include all the parcels that are now included in this road plan due to the recorded BLA plats. 4. [General Comment] Revise sheets 2 and 3 to show the revised boundaries of the existing parcels. 5. [General Comment] The boundary plan on sheet 2 shows a configuration for parcel 78-5A that has not been submitted or approved yet with a boundary line adjustment plat. This BLA plat will need to be approved prior to the approval of this road plan, or the boundaries shown on this plan need to be revised to show the correct boundary conditions. 6. [General Comment] The right-of-way width of Pantops Corner Way as shown on this plan is different from that shown on the final site plan for Pantops Corner, SDP2018-00089. Clarify this difference. This road plan and the final site plan for Pantops Corner must match. 7. [General Comment] The public access easement for Road A, Pantops Corner Way, and Road B must be recorded before approval of this road plan. An easement plat will need to be submitted for review by the County for this public access easement, as well as for utilities and drainage. 8. [General Comment] The public access easement for Pantops Corner Way is indicated as 49' near the entrance to Parcel 5A; however, it is wider near the intersection with Route 20. Looking at the section view (sheet C6) for this portion of the road, it appears that the easement width widens to 59' near the intersection with Route 20. Label this width on sheet C4. Provide the full width of the proposed access easement. The public access easement needs to be of a sufficient width to accommodate the road, sidewalks, and street landscaping for the entire length of both Road A and Road B. There is insufficient width at the intersection with Route 20 and along Road B. The monument sign will not be approved with this plan and should be removed from the plan, and the access easement extended to a sufficient width at this location to accommodate sidewalk and landscaping. Signs require a separate application and approval process. [General Comment] Revise the parcel boundaries on sheet C4 to show their existing configuration. 10. [32.7.2.3] Include notes on the plan that the new sidewalks along Pantops Corner Way will be connected to the existing sidewalks along both Route 250 and Route 20. It appears this note is shown for Route 250, but not for Route 20. 11. [General Comment] On sheet C4, identify the area proposed to be dedicated to VDOT for the turn lane. 12. [32.7.2.3; 32.7.9.51 The sidewalks and street landscaping strips must be within the boundaries of the private road access easement along both Roads A and B. Provide sufficient right-of-way width in the public access easement to allow for the installment of sidewalk and street landscaping on both sides of the road. Revise the boundaries of the easement to include these areas. 13. [32.7.21 Provide sidewalk along the western side of Pantops Corner Way, connecting to the existing sidewalks on either end, at Route 20 and Route 250. Sidewalks are shown in this area on the final site plan for Pantops Corner, SDP2018-00089. 14. [32.7.2] Provide ramps and crosswalks along Road B at the entrances to parcels 5A and 58G1. 15. [32.7.91 Provide distances along Roads A and B so that staff can accurately determine the street landscaping spacing requirements. 16. [32.7.91 Show the sidewalks along both sides of Road A so that staff can accurately determine that landscaping is not being plated on top of the proposed sidewalk. 17. [32.7.9] Provide sufficient width to the public access easement so that the required landscaping strips can be included in the right-of-way along both Roads A and B. 18. [32.7.9] Provide street landscaping along the frontage of TMP 78-5A. 19. [32.7.9] Remove interior site landscaping from this plan. As these are road plans, show only the street landscaping. In addition, revise the plant schedule to include only those plants included as street landscaping. 20. [General Comment] Show the required sidewalks and landscaping strips on sheets C6 and C7 as well. Everything shown on C5 should also be shown on the plan views of sheets C6 and C7. 21. [ZMA2013-00002] Please include the proffers associated with this development on the road plans. 22. [General Comment] Please include a note with the road plans that states the "Associated Plans" with this project, including the project numbers, which would be SDP201800089 for the final site plan. 23. [General Comment] Please include a note on the landscaping plan to state that all landscaping within the rights -of -way shall be installed prior to the issuance of the first certificate of occupancy for a structure on parcel 58G1. 24. [ZMA2013-00002] Please include a note in the road plans to state that the roads will be designed to the standard specified in the proffers of ZMA201300002.
