33.4(J)-2. No community meeting is required for SP2017-24.

Thanks for getting back to me. My client would rather not have to wait until January to have the community
meeting. At this time our first choice would be to request a waiver of the community meeting requirement. The
proposed special use will have no impact on the intensity of the use on the property. There will be no change in
the appearance of the property either. Right now it is a building with a parking lot full of cars waiting to be
repaired. The only change would be that 3 parking spaces would be occupied by a used car for sale instead of a
car awaiting repair. There will be no detectable change to the site. Due to the minimal change of use I feel that a
waiver is appropriate. If that isn't acceptable then we will try to schedule a community meeting at the site
sometime in December if schedules allow for it. Please let me know if Andrew thinks a waiver is acceptable as
soon as possible. We are getting crunched for time in December already and would still need to find a suitable
date and get the mailings out.

--Attempt to set up a community meeting for your application sometime in December or early January(this
option would more closely follow the community meeting guidelines with regards to timing,but not with
regards to conducting the community meeting during a regular meeting of the CAC)
If you wish to conduct the community meeting prior to the next P29-Hydraulic CAC meeting, please ensure
you do the following:
-- Coordinate directly with Supervisor McKeel and Commissioner Lafferty(copied)when selecting meeting
dates/times, to ensure they are available for the dates/times selected (if they wish to attend), and then continue
coordination with County staff
-- Confirm meeting location/venue(County staff can assist)
-- Proceed with standard notification process using property owners list provided previously AND notify all
CAC members of community meeting date,,time, and location(since the required community meeting would
be conducted separate from the CAC meeting, which would be atypical)
With regards to meeting venue, I've attached a list of possible meeting venues for this CAC area. County staff
(David Fox, copied) can assist with reserving meeting rooms through the County Schools system, if necessary.

Thanks for including me. Sounds like this proposal has very limited impact. I am neutral and support whatever

Brad, we have an applicant who has requested that the Planning Director waive the community
meeting requirement for SP-2017-24 "By Word of Mouth Auto"—which seeks to establish "motor
vehicle sales" as an accessory use to an existing "automobile services station" use in a C! Commercial
zoning district. The Zoning Ordinance allows the Planning Director to waive a community meeting
requirement, but our practice has been to involve the associated Board member from the outset to
guide that decision-making process

You received information on this request(see email chain below), where the applicant provided his
justification and where staff provided information on different ways the applicant could meet the
community meeting requirement. As you can see, the applicant has options other than to wait until the
January 21 CAC meeting. We believe the applicant's request could be justified given the very small
scope of the project—the applicant wants to use 3 parking spaces for car sales that would otherwise
continue to be used for parked cars awaiting repair. No changes to the site are proposed or needed.
Surrounding uses are similar.
Please let us know as soon as possible so that we can advise the applicant.

Greetings from Albemarle County Department of Community Development. I'm writing in regards to the required
community meeting for the above referenced special use permit application, as you are the listed contact person on the

As you'll see from the message below, I've sent an initial "heads-up"to CAC participants and designated CAC Liaisons
about your special use permit application, and the need to begin coordinating the required community meeting with the
