RE: Georgetown Limited Partnership
Request for Parking Variance
Dear Mrs. Miller:
Enclosed herewith please find our check for $20. 00 and an
application requesting the Board of Zoning Appeals to grant
us a variance on the number of parking spaces required for
the final 16 apartment units of Westgate.
Upon filing our site plan for approval with the Planning
Commission, we were unaware that a new off-street parking
ordinance had been adopted. As a result, our plan was design-
ed using 1-1/2 spaces per unit. We are requesting that the
Board of Zoning Appeals approve our site plan with 24 spaces
for the 16 units.
You may recall that we were happy to cooperate with the Plan-
ning Staff and Highway Department in not previously building
on this corner property in an effort to hold down the right
of way acquisition cost on the proposed improvements to the
Georgetown-Hydraulic Road intersection. For the last 2-1/2
years we have worked closely with Bob Warner of the Highway
Department and have waited patiently for the proposed realign-
ment to come from the Highway Department' s Culpeper office.
In spite of the fact that the preliminary plans were due some
eighteen months ago, we did not get a copy of these until
October of this year.
Our proposed set back from Hydraulic Road on the new build-
ings respects the preliminary proposal for the realignment of
Hydraulic Road even though it does create some hardships for
us. Because of the way we had to place our buildings on the
site, it will be necessary for us to install a very expensive
sewage pumping system.

Although there is enough room on the site to build two park-
ing spaces per unit, it would require cutting all the trees
which would detract not only from the apartments but also
from the attractiveness of the wooded area on the corner of
Hydraulic and Georgetown Roads. In addition, to build the
extra spaces would necessitate our constructing yet another
entrance to the site from Hydraulic Road which we feel could
creates an even greater traffic bottleneck in the area.
Our two new buildings will contain 16 units (eight two bed-
room apartments and eight efficiency units) which will give
us a total of 112 units . Of this total, 24 units are effi-
ciency type and an additional 52 are one bedrooms . These
two smaller type of apartments total 76 out of the 112 or
approximately 68% of the units.
Although I will agree that two parking spaces are needed for
two bedroom type units , it has been our experience that 1-1/2
spaces per unit are more than adequate for one bedroom type
units.
I would also like to point out that we have 148 spaces on
our site which is four more than the required number of 144
for our existing 96 units. In addition, a recent count showed
approximately 85% of all the cars in our parking lot to be the
mid-sized or compact variety.
I would appreciate your reviewing our request and advising us
if you need any further information. Naturally, we would like
to be put on the Board of Zoning Appeals adgenda just as soon
as possible as we are anxious to begin construction on these
units. The recent conditions in the money market and economy
in general have made it difficult to keep our crews busy and
we would like very much to use this small project to keep our
key people on the payroll through the winter.
