Below are comments from our Structure & Bridge/Geotechnical section concerning Culvert 1.
Note that comment 1 is in response to recent culvert replacements and associated relocation of
utilities and easement acquisition costs that the Department has experienced. Note that this
comment also applies to Culverts 2 & 3.
There are still several geotechnical comments. I encourage you to have your geotechnical
engineer(s) contact the reviewer directly in order to expedite resolution to these comments. The
reviewer is Robert Vester, PE; he can be reached at 804-786-2107, or via email at

I am still working through reviewing the Land Use/Traffic Engineering concerns, which I hope to
complete by Tuesday of next week. Once complete, we'll send a letter with any comments that
we may have. Hopefully it will only include the below comments which you will already be on
your way to addressing.
Structure & Bridge
There are multiple utilities/lines proposed above Culvert 1 described on Sheet C4.2. I
have identified stormwater pipes, sewer line, conduits for Dominion, gas line, and
additional PVC conduits. Culpeper District Structure & Bridge will not accept a structure
into our inventory that poses future maintenance concerns by placing utilities above or
below proposed structures. In this case, additional permanent easements or ROW
should be acquired to relocate utilities outside the footprint of the proposed Culverts 1,
2, & 3. (Hopefully this will not be difficult given it's all UVA Foundation property -Justin)
Geotechnical
1.) Plan Sheets, General: Please clarify why the VDOT Road and Bridge (R&B) PB-1 standard was not included in
the plan sheets.
2.) GER, General: Although the Boring logs appear to have been provided using the "gINT" software on the VDOT
template, soil descriptions provided on the boring logs do not appear to follow the guidelines provided in Chapter
3 of the VDOT Manual of Instruction (MOI).
3.) GER General: Soil parameters provided in the calculations do not all appear to match the soil parameters
provided in the GER Narrative.
4.) GER Table of Contents: There appears to be a typo as the word "Fill" is misspelled in Section 6.3.2
5.) GER Narrative, Page A, 8" bullet: In the first sentence there appears to be an errant parenthesis symbol after
station 50+00.
6.) GER Narrative, Page 10, Section 6.4: The second sentence states "According to VDOT memorandum MD 340-
10 dated August 2, 2010, the cut and fill slopes for this project are considered "non -critical slopes" and require a
factor of safety of 1.3 for slope stability." This statement should be revised to reference Table 3-7 of the most
current version of the Chapter III of the VDOT MOI.
7.) GER Narrative, Page 10, Section 6.4: The table of soil parameters provided does not appear to clarify if these
values are for short-term total stress or long-term effective stress conditions.
8.) GER Narrative, Page 10, Section 6.4: Please clarify if the global slope stability analysis output provided in the
appendices is based on short-term total stress or long-term effective stress conditions.
9.) GER Narrative, Page 11, Section 6.5.1: The recommendations provided in the narrative as well as the culvert
bearing resistance calculations provided in the appendices of the revised GER appear to be based on Allowable
Stress Design (ASD) methods. Please resubmit bearing resistance (nominal and factored) and loading pressure
values (nominal and factored) as well as calculations using Load Reduction Factor Design (LRFD) methods.
10.) GER Narrative, Page 11, Section 6.5.1: The report narrative and the calculations in the appendices provide an
estimated magnitude of settlement of approximately 1.3 inches.
Please clarify if this magnitude of settlement is acceptable for the culvert structure as well as the
roadway design.
b. Please clarify if this magnitude of settlement is immediate elastic settlement.
c. Please clarify the anticipated duration to achieve the estimated magnitude of settlement.
11.) GER Narrative, Page 11, Section 6.5.1: The recommendations provided for the culvert end wall foundations
do not appear to be supported by design calculations provided in the appendices. Please provide calculations.
