1. C4.4-C4.5: Provide cross drains with VDOT designations (CD-1,2) at every major cut and fill transition or
sag curve (Ref. Road Plan review checklist, pg. 4, item #6). (Rev. 1) Not Addressed. CD-1,2 does not
appear to be shown in roadway profiles on C4.4, C4.5. (Rev. 2) Partially addressed. As follow-up: Please
review profile and provide cross drains at every major cut and fill transition, and sag curve. For example:
Sta. 22+35.47 (Low Point), 31+00, 32+25, 36+50 (transitions), 47+42.27 (Low Point), and 49+80.
2. C4.3: Provide Street Name sign. (Rev. 1) Addressed.
3. C4.3: Label stop bar. (Rev. 1) Addressed.
4. C4.1: Revise striping legend to include prop. directional arrow. (Rev. 1) Addressed.

13. XS-27 — XS-36: VDOT (11/8/18) review comment #5: "The provided typical sections appear to have gutter
in sections that slope away from the curb and CG-2 in sections that slope toward the curb. Please explain."
Code requires curb and gutter (shall be constructed with) in the development areas. Revise design for all
stations with shoulder and ditch sections. Ref. VDOT Subdivision Street Design Guide, Appendix B(1),
Table 1, Geometric Design Standards for Residential and Mixed Use Subdivision Streets, which applies to
Lewis and Clark Road Extension. (Rev. 1) Addressed. Applicant response: `The road has been designed
with superelevation in accordance with TC-5.11, 45 MPH Urban Low -Speed design standards. This causes
some sections of the road to slope towards the center median. Inlets have been provided along the median
where required. The current design allows for the construction of the western two lanes of the future 4
lanes full road section with a center median. Curb and gutter have been provided in all locations where it
will also be necessary for the final 4 lane condition. Curb and gutter has been excluded along some sections
of the road which will need to be modified for the future 4 lane widening. In the future, 4 lane condition
curb and gutter or curb will be provided on both sides of the final road.'

From VDOT Drainage Manual:
9.4.8.7 Maximum Grades
Slopes that incur uniform flow velocities in excess of 10 f ould be avoided because
of the potential for ab 6sion. Slopes in excess of 16% are netpseferred because of the
need for anchor blocks. When anchor blocks are used, they should be installed at
every other pipe joint, as a minimum. (See Special Design Drawing No. A-73 and MA-
73 for Anchor Details for Concrete Pipe)
16. Provide 11/2" steel plate in the bottom of manholes, wherever applicable. (Rev. 1) Addressed.

9.4-Design Concepts
Where "step down" manholes are used, the Drainage Designer should provide any
needed protection to prevent deterioration of the bottom of the manhole. This protection
can be provided by the addition of a % inch steel plate in the bottom of the manhole.
This protection should be considered f trse4-t"Oear-diffefense between the

• The flow is expected to carry any abrasive material
• Continuous live flow or live flow lasting several days may be expected
• The size of the main pipes is 48" or greater in diameter (for circular pipe) or the
hydraulic opening is 12 ftz or greater (for shapes other than circular)
Velocity dissipation is usually needed at the outlet of pipes on steep grades and the
Drainage Designer should provide the type of dissipation appropriate for velocity, pipe
size, discharge and site constraints.
17. Provide VDOT safety slab label for any structure/s with height greater than 12'; Str. 202, for example.

18. Provide safety slab detail (SL-1); provide MH safety step detail. (Rev. 1) Not addressed. Also, see 9, 10,
