Remove proposed tree along Westfield from sewer easement. ACSA will not be responsible for the replacement of plantings located in the easement. Typically landscaping reviews are handled at the final site plan stage; however, this site is located within the Entrance Corridor and this site is highly encumbered by easements and applicants have had substantial troubles meeting the landscaping requirements of the County. Thus we required them to submit a full landscape plan with the initial site plan. The review of the landscape plan shall be done with this initial site plan. The ARB reviewer, Margaret, needs your feedback on the landscaping conflicts for her staff report sooner than April IOth that we discussed. She asks for your review no later than April 8th to allow enough time for her to incorporate your review into her report. Is this doable? In Jeremy's Sept 28th email to the applicant/ Craig Kotarski (attached), Jeremy mentions ACSA requires a minimum setback of 10' from the sanitary sewer line. Below are my follow-up questions to his statement for your consideration/clarification: - Does this 10' minimum planting setback hold true for the waterline as well? - Does this planting setback also apply to the water lateral and sewer laterals to the building? Or does it only apply to the main lines within the 40' utility easement parallel to Rte. 29? - Does this planting setback only apply to trees or does it apply to shrubs as well? - Does the setback only apply to large street/shade trees, or does it apply to small ornamental trees too? - In the email Craig Kotarski asked if ACSA would require a root barrier as part of the installation in addition to the 10' minimum setback. No specific feedback was provided on this item. Is this root barrier required by ACSA for this 10' planting setback, or is it the root barrier not required? The landscape plan currently proposes: A) 8 Magnolia Virginiana (Sweet Bay Magnolia) — Small ornamental trees, depicted between 2' - 6' from the water line running parallel to Rte. 29, within the 40' utility easement. At time of planting these small ornamental trees will be 6'-7' tall. B) 1 Ginkgo biloba "Magyar" (Ginkgo) — Large deciduous tree, depicted 9' from the water line running parallel to Rte. 29, within the 40' utility easement. C) A multitude of shrubs planted between 1' and 8' from the water and sewer lines running parallel to Rte. 29, within the 40' utility easement. D) 2 Platanus x acerifolia (London Planetrees) — Large deciduous trees, depicted 4' from the sewer laterals to the building. E) 1 Betula nigra "Heritage" (River Birch) — Large deciduous trees, depicted 4' from the water lateral to the building.
