RE: SDP20190006 — Covenant School — Major Amendment
Mr. Woolley:
The Agent for the Board of Supervisors hereby grants administrative conditional approval to the
above referenced site plan.
The approval shall be valid for a period of five (5) years from the date of this letter, provided
that the developer resubmits a site plan amendment for all or a portion of the site within one
(1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 19 of the Code of
the County of Albemarle, and thereafter diligently pursues approval of the final site plan.
The Department of Community Development shall not accept submittal of the site plan
amendment for signature until tentative approvals for the attached conditions (review
comments) from the following agencies/ reviewers have been obtained:
1. Albemarle County Engineering Services (Engineer)- [Matt Wentland;

Subject: SDP201900006 — Covenant School — Major Site Plan Amendment
The Planner for the Planning Services Division of the Albemarle County Department Community
Development will recommend approve the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based
on further review.) [Each comment is preceded by the applicable reference to the Albemarle
County Code.]
Planning (Tori Kanellopoulos)
1. [18-32.5.2(a)] Zoning. Include the Airport Impact Area District overlay and Steep Slopes
— Managed and Steep Slopes — Preserved overlays on Sheet 1 under Parcel
Information/Zoning.
2. [18-32.5.2(a)] Special Use Permits, Waivers, Variances. Include a photocopy of SP1999-
54 and any waivers/variances on Sheet 1 or 2 (or new sheet).
3. [18-32.5.2(t)] Dam Break Inundation Zone. Include a note that this parcel is in a State
Dam Break Inundation Zone and show the limits of this DBIZ on the Site Plan, as
applicable.
4. [18-32.5.2(b) and 18-32.6.2] Under Note 6 on Sheet 1, include the total area of the
proposed land use (in square feet).
5. [18-32.5.2(e) and 18-32.6.2] Landscaping features. Are any landscaping features being
added or replaced on Site Plan? If so, please show.
a. Also, there is a note referring to a "Supplemental Landscape Architectural Plan",
however I do not see this Plan in the Site Plan or with the folder. Please clarify.
6. [18-32.6.2(k)] Lighting. Will there be any lights added to this area? If so, please show
and label clearly. Please also provide information on the number of lumens of each light,
and if they will be full cutoff and what type of light they are for any lamp over 3,000
lumens.
7. [18-32.5.2(k)(1) and 18-32.6.2] Utilities. On the Site Plan, label any new utilities as either
existing or proposed, and who will be the owner/maintainer (e.g. ACSA proposed sewer
line). Provide DB/PG for all existing utilities.
8. [18-32.6.2(h)] Signatures. Include signature lines on Sheet 1 for Engineering and VDOT
as well.
Engineering (Matt Wentland)
1. An approved WPO amendment will be needed prior to approval.
2. The cover sheet note 14 referencing SDP 00-04 appears to be incorrect. This number
points to an unrelated TMP.
3. The maximum height for a retaining wall in managed slopes is 6'. It appears that the
proposed wall is greater than 6' at points. Please revise and provide spot elevations.
[18.30.7.5(a)]
Fire/Rescue (Shawn Maddox)
Fire Rescue has no objections as long as NO structures are to be constructed or accessed
from the new area. If this road is to provide access to any structures now or in the
future the travel way must be increased to 20' of unobstructed travel width.
Inspections (Michael Dellinger)
1. Add the following note to the general notes page: Retaining walls greater than 3 feet in
height require a separate building permit. Walls exceeding 4 feet in height require a
stamped engineered design also.
2. Add the following note to the general notes page: ALL water lines, sewer lines, and fire
lines from the main to the structure MUST have a visual inspection performed by the
building department.
VDOT (Adam Moore)
1. No Objection. See attached letter dated 3/20/2019.
ACSA (Richard Nelson)
1. 1 recommend SDP201900006 Covenant School -Major Amendment for approval.
