STAFF REPORT

Existing Use: Retail Grocery Store
Existing Activity
The building, before destruction by fire was a retail grocery store. Stock was
that of most average food stores. Adjoining this structure is another dealing
in automotive supplies (Coiner Parts) . This being on the southern portion of
the property. Properties adjoining this parcel on the north and south are also
zoned B-1. A-1 property adjoins in the rear of the property.
Proposed Variance
The applicant is requesting the Board grant a variance of 115 ft. from Section
18-3-1 of the Zoning Ordinance, Scenic Highway, to allow building to be 35 ft.
from front right-of-way of Route 20 South. Construction of the new building
will have to be smaller in depth (front to rear of property) , as to meet the
required setback of 50 ft. from an A-1 zone.
Zoning Ordinance Requirements
The Zoning Ordinance prohibits construction of any structures within 150 ft.
of the right-of-way of any designated scenic highway or Virginia Byway (Section
18-3-1) , Route 20 South is a scenic byway.
Staff Recommendation
If the Board wishes to grant this variance the staff suggests that approval be
given subject to the following conditions:
1) Site Plan Approval;
2) Building Permit be obtained; also permit would be needed if remaining walls
are to be demolished;
3) Fire Marshal Approval;
4) Sign Permits be obtained for any new signs;
5) Grading Permit will be necessary if 10,000 square feet is graded for
new construction of building and parking areas.
