Subject: Planning Review Comments re: SUB201900049 — "UVA Research Park Loop Road" (Road Plans)
This review was completed using the County Code of Albemarle Chapter 14 (Subdivision Ordinance / S.O.) and Chapter
18 (Zoning Ordinance / Z.O.). References to the applicable County Code precede each comment (as applicable). The
Code is kept up-to-date by the County Attorney's office and may be found at www.albemarle.org/cogntycode.
Planning:
Required / Revisions Necessary for CDD-Planning Recommendation for Approval:
1. [ZMA200500003 and S.O. Sections 14-410.11 and 14-422.B]: The "Layout Plan" (Sheet C4.0) specifies the width of
the proposed sidewalk as five (5) feet. However, the "Concrete Sidewalk Pavement Section" detail in the "Notes and
Details" (Sheet C1.1) specify a "variable width" sidewalk. Revise the detail to note that the variable width sidewalk
shall be a minimum width of five (5) feet.
2. [ZMA200500003, S.O. Sections 14-410.H and 14-422.13, and Z.O. Sections 32.7.9.4 and 32.7.9.5] : Add additional
street trees to the western side of the western portion of UVA Loop Road (the segment with an alignment that is
approximately north -south) where no street trees are currently proposed, or clarify why no street trees are proposed on
that segment.
a. [Z.O. Section 32.7.9.4.b]: If no street trees are proposed due to the proposed preservation or retention of
existing vegetation, revise the road plans to show the information specified in Z.O. 32.7.9.4.b.1, and also
insert a completed, signed copy of the conservation checklist specified in Z.O. 32.7.9.4.b.2.
[ZMA200500003, S.O. Sections 14-410.H and 14-422.13, and Z.O. Sections 32.7.9.4 and 32.7.9.5] : Add additional
street trees to the western and eastern sides of the southern and western portions of UVA Loop Road where no street
trees are currently proposed, and where the underground utilities are being proposed.
a. [Z.O. Section 32.7.9.5.d]: If no street trees are proposed due to the location of the proposed underground
utilities, revise the location of the planting strip and provide street trees along these segments.
b. [Z.O. Section 32.7.9.4.b]: If no street trees are proposed due to the proposed preservation or retention of
existing vegetation, revise the road plans to show the information specified in Z.O. 32.7.9.4.b.1, and also
insert a completed, signed copy of the conservation checklist specified in Z.O. 32.7.9.4.b.2.
4. [ZMA200500003 and Z.O. Section 32.7.91: Revise the "Landscape Plan" (Sheet L1.0) and "Landscape Notes and
Details" (Sheet L2.0) as follows:
a. [Z.O. Section 32.7.9.4.d]: Add the following required note: "This landscape plan satisfies the minimum
landscaping and screening requirements of section 32."
b. [Z.O. Section 32.7.9.91: Add the following note: "All site plantings of trees and shrubs shall be allowed
to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be
pruned minimally and only to support the overall health of the plant."

[ZMA200500003 and Z.O. Sections 32.7.9 and 30.6.4.c]: In addition to satisfying applicable ZMA proffers and
complying with underlying PDIP zoning requirements, the landscaping along streets must also meet Entrance Corridor
Overlay standards and design guidelines. Revise the "Landscape Plan" (Sheet L1.0) and "Landscape Notes and
Details" (Sheet L2.0) as follows:
a. Modify street tree spacing from fifty (50) feet on center to forty (40) feet on center.
b. Ensure all proposed street trees are specified at minimum caliper of two -and -a -half inches (2.5").

Advisory / No Revision NecessM:
• [Chapter 14, Sections 14-410.H and 14-422.D]: The "Layout Plan" (Sheet C4.0) specifies the width of the proposed
planting strip as six (6) feet. The planting strip must be a minimum width of six (6) feet, as is currently shown.
