If so, state substance of decision: Date of Hearing: 12, 1977 Final Decision Made: The variance sought was denied/approved with the following conditions: Special Use Permit# BOARD OF ZONING APPEALS Sign Permit# BY: Date Building Permit# 41, STAFF REPORT VA-77-18 Village Green Officies, Inc. by Polly McGavock & Blue Ridge Travel Tax Map: 59D(2)-3 Zoning: B-1 Acreage: 1.041 Existing Use: Office Buildings Existing Activity There is an office building located on parcel 3, which is located at the entrance to Ednam Forest on Ednam Drive at its intersection with Route 250 West. The existing structure is a two story building with parking facilities on both the west and the south sides of the building. The present building houses an insurance agency in the basement level, travel and real estate agencies on the main floor as well as the insurance agency is occupying the attic. Also, some evergreens exist between the highway and the office build- ing for the purpose of some screening. (Evergreens are approximately three to a group, approximately 20-30 feet apart.) The building site sits about 14 feet below the highway. Village Green Offices, Inc. , made application in January 1977 for a variance from the scenic highway setback requirements. The Board granted a variance which wauld allow them to locate the proposed building "in line with the existing building". VA-76-23 was relinquished. Proposed Variance The applicant requests a 27 foot variance from the required 50 foot setback requirement for parking within the scenic highway designation. The proposed parking spaces are to be located to the west of the proposed building (see plan dated February 28, 1977 by Stewart R. Whitehurst, Jr.) Zoning Ordinance Requirements Section 18-3-7 of the Zoning Ordinance reads as follows, "in order to permit adequate screening, no parking shall be allowed within fifty feet of the right-of-way of any designated scenic highway or Virginia byway on land zoned commercial". Staff Comment On drafting the proposed building, the planner feels the parking arrangement is the only feasible one in order to meet the variance requested earlier and approved by the Board. If the Board should choose to grant the variance, the Staff recommend adequate screening for promotion of the scenic highway. 1 . t' lx, any l y g ti n
