STAFF COMMENT The plat submitted by the applicant is based on the contention that the rising slope coming east to west gives poor visibility to customers seeking the hospital. The Planning staff reviewed the plat and by placing the parking in the front rather than in the back, for example, the applicant could meet the setbacks required of the scenic highway. The topography above the rising slope is largely flat and even trails off gently toward the railroad.
