HomeMy WebLinkAboutSUB201900031 Review Comments Road Plan and Comps. 2019-04-23Phone 434-296-5832 County of Albemarle Department of Community Development 401 McIntire Road, Charlottesville, VA, 22902 Memorandum To: Emily Cox From: Paty Saternye, Senior Planner Division: Planning Date: April 23, 2019 Subject: SUB2019-31 Earlysville Road Subdivision — Road Plan Fax 434-972-4126 The County of Albemarle Planning Division will grant or recommend approval of the road plans referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [Comment] The road plan project title does not match the project title utilized in the preliminary plat. Ensure that the road plan and the final plat have the same project title. 2. [Comment] Include the existing easement note that was on the preliminary subdivision plat on the road plan. If any of the easements specified can be graphically represented on the plat show them. 3. [14-302(A)(3)] Existing or platted streets. Revise the road plan to specify the following: a) The width of the existing prescriptive right of way easement on the subject property. b) The right of way width in front of the adjoining parcels (TMP 45-59E1 & TMP 45-59C), along Route 743 since the ROW width will impact the extent of sight distance easements that will be required on those parcels. 4. [14-302(A)(13) & 14-3051 Proposed facilities; Stormwater management information. Revise the plat to show the location of proposed drainage and stormwater easements. Public road drainage is shown without any public drainage easement being proposed. 5. [14-302(A)(14) & 14-3141 Land to be dedicated in fee or reserved; Identification of all interests of the County in property. Revise the label for the area to be dedicated for Route 743, and for the proposed public road within the subject parcel, to include the wording "to be dedicated to the County for public use." 6. [14-302(A)(5) & 14-303(L)] Public easements; Public utility, drainage and sight distance easements. Address the following: a) A sight distance easement has not been shown to be proposed across the adjoining parcels (TMP 45- 59E1 & TMP 45-59C) although it was shown on the approved preliminary subdivision plat. Revise the road plan to show all required sight distance easements. b) Add a label to all proposed site distance easements that states, "Dedicated to the County for Public Use". c) Show any proposed drainage easements on road plan and label them as either public or private. There are multiple drainage areas and facilities that are not contained within the proposed public street right of way. Public drainage easements are required. 7. [14-303(E)] Dimension standards and information on all lots, streets, alleys, easements, and shared driveways. Address the following: a) Provide the boundary information on all areas to be dedicated to public use for public streets and right of ways. b) Provide the boundary information for all sight distance easements. c) Ensure the right of way width is labeled and specified consistently. The right of way in the pavement section and the plan views do not match. 8. [14-303(M)] Street names. Work with E911 reviewers to ensure name meets street name criteria. 9. [14-303(R)] Parent parcel access. Provide the following note: `All subsequent division of the residue shall enter only onto such street(s) shown on the approved final plat and shall have no immediate access onto to any public street. " 10. [14-316] Approval of entrance onto public streets. See VDOT comments. 11. [Comment] The road plan will not be approved until the public road design and location has been approved by VDOT, Fire Rescue and engineering. 12. [Comment] The road plan to provide labels for the parcels that will be have the sight distance easement crossing them. These labels should include the tax map parcel number, the owner, and a reference to the deed book and page number of that created the parcel.
