I have reviewed the resubmission, and 3 of 4 requested changes have been met—although I did discover a new error(or one I hadn't caught before): on the Grading& Utility Plan (sheet C104),the graphic scale suggests a 1" = 20' scale,which is different from all of the other sheets, which have a 1" = 10' scale; when you measure the drawing on C104,though, you see that it has been drawn to the latter scale, not to the graphic scale provided. Please have this error rectified for the final permit set. The fourth requested change—which deals with the proposed landscaping and utilities along Hydraulic Rd—has been met in that correspondence from two utility companies was provided for staff review, but that communication has not allayed staff's concerns that potential conflicts still exist. Margaret talked with Alan Franklin this morning and discussed the issue further; she is seeking guidance from the ARB at the next meeting, Monday,June 4th. I will be out of the office for the next week, so she will be handling this matter in my stead while I am gone. Hopefully we will have a resolution after Monday's ARB meeting. If you have further questions, please direct them (for the time being) to Margaret, whom I've CC'ed to this email. I will return to the office on Monday,June 11. Our preliminary response to the comments can be found below: 1) We will make the change as requested. 2) We will revise the planting to meet the required 25% threshold. 3) The finish will be dark bronze, but we will supply a cut sheet of the fixture in question that has the information noted and highlighted. 4) The conversations that occurred between Mr. Franklin and the utility company representatives happened primarily over the phone, where minimal feedback was provided. How would you suggest documenting/ submitting those conversations? Mr. Franklin is happy to provide phone numbers to the utility representatives, as desired, to confirm the outcomes of those conversations by County staff. He wanted to discuss comments 2 and 4 in your comment letter. Regarding#2 (the 25% limit on plant species), his understanding was that the ARB agreed that they could add 1 grass, and change one grass to a shrub on Whitewood, and that would suffice for the 25% issue. He wanted to review the minutes on this, so I sent him the link to the recording. When you get back, would you listen to it also,then we can coordinate with Kevin again. Regarding#4(plant and utility conflicts), I explained that the preference was to increase planting area to provide required planting free of utilities and easements and, although the ARB sometimes approves alternate sizes and locations for some plantings, the planting plan needs to be close to meeting the requirements when exceptions are made.
