Newberry 1 [General Comment] On Sheet C100, please update the application number to be SDP201700061. Response SDP Number updated on Cover Sheet. 2. [Question] On Sheet C100, is there a reason the residential setbacks are noted? Response Residential setbacks requirements removed from Cover Sheet since they do not apply to this situation 3. [Section 32.3.5(b)/Section 4 12.6]On Sheet C100, please note that the parking standard requires one parking space per 175 square feet of net floor area Response Parking calculation corrected to apply to net floor area instead of gross area 4. [Section 32.3.5(b)] On Sheet C103, please label the loading space. Response Layout revised to include one loading space as shown on revised C103 5. If the parking area will be restriped, then has the applicant explored widening the spaces along this drive aisle from 9'to 10'to obtain an additional four feet of planting area? Alternatively, could the minimum length of the spaces be reduced from 18'to 16'under 4 12.16 6? Some planting material will be needed in this area to comply with Section 32.7.9.5(e) Response ARB comments addressed on a separate plan submission Albemarle Co. This condition has not been met. Ensure that the quantity of HG (ltea virginica `Henry's Garnet), FG (Fothergilla gardenii 'Blue Mist), IV(Ilex verticillata `Winter Red), and LM(Lirope muscari 'Big Blue) listed in the plant schedule correspond with the numbers drawn and called out on the plan Response Numbers updated and corrected c Revise the "overall site shrubs" subcategory in the plant schedule to include the Rhus aromatica `Gro-Low ' Response The `Gro-Low' variety of Rhus aromatica is considered a ground cover 2 Reduce and limit the number of proposed plants for any one species to 25% of the total for that plant type by adding more variety This condition has not been met. Please revise the "Proposed Planting Plan"and C015 to address the following. a. Reduce the quantity of HG (ltea virginica `Henry's Garnet) to less than 25% of the total of overall site shrubs. Response HG reduced to less than 25% 3. Clarify the sign easement area delineated on the Existing Conditions sheet(C102) within the site plan set. Please explain the language, purpose and requirements of the sign easement: does it preclude the installation of signs within the designated area? Does it preclude the Installation of plantings within the designated area? If so, revise the "Proposed Planting Plan"and C015 to address the five Ilex verticillata `Winter Red'shrubs that are within the designated sign easement area Response- Per the attached deed, the sign easement in question is actually an easement to VDOT for installation and maintenance of the traffic pole and signal equipment. It does not appear that planting is precluded within the easement. 4 Revise the landscape plan to verify that the proposed trees on the west side of the property will not conflict with existing utilities. This condition has not been met. Please revise the "Proposed Planting Plan"and C015 to address the location of 1 AG (Amelanchier x grandiflora `Autumn Brilliance), which appears to be centered atop an underground telephone utility In addition, please illustrate all utility easements on C105 and provide documentation that the installation of new landscaping is in accord with those easements and easement holders Response The underground telephone utility in question is the private service from the pedestal near the intersection to the proposed building We have re-routed this service to minimize conflict with the proposed landscaping This utility will be in conduit so that if it ever needed replacement it could be accomplished with minimal impact to plantings 5 Revise the lighting plan to address the following. a. All site lighting in the Entrance Corridor overlay district must be below 20 footcandles (fc). There is one footcandle value at the building entrance that is 20.5 fc. Please reduce this below 20 fc Response The photometric plan has been revised to reflect this change. b. Please specify the color choice for Model C light fixture in the manufacturer's specifications. Approved colors for lighting fixtures visible from the Entrance Corridor are brown, black or dark bronze (dark gray is also acceptable). Response. Color now specified c Please coordinate the catalog numbers listed in the luminaire schedule on the lighting plan with the catalog numbers on the manufacturer's specifications. Please provide the following note on the lighting plan• "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle " Response Color now specified e. Please coordinate the proposed location of freestanding light fixtures (model B) with the landscape plan. Response Color now specified 6. Add the standard mechanical equipment note to the General Notes section on the cover (C100) of the site plan set. "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." Response Note added to Cover Sheet and Landscape Plan 7 In addition, I recommend that we set up a meeting with Jonathan Newberry(the planner who is lead on the Major Amendment to the Site Development Plan), Luke Waldron, and other interested parties to discuss the issue outlined briefly in item 4, which is staff's concern that the Entrance Corridor landscaping requirements cannot be met due to potential conflicts with existing utilities. Response We also took the opportunity to forward the plan to both Century Link (Devin Sampleswright, devin sampleswright@centurylink.com) and the City of Charlottesville Gas Department (Christian Chirico, chiricocc charlottesville.orq) for review of the Landscape Plan Both contacts provided minimal feedback that we addressed with the revised plan After the meeting, please provide: 1 Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision dates on each drawing. 2 A memo including detailed responses indicating how each condition has been satisfied If changes other than those requested have been made, identify those changes in the memo also Highlighting the changes in the drawing with "clouding"or by other means will facilitate review and approval. 3. The attached "Revised Application Submittal"form. This form must be returned with your revisions to ensure proper tracking and distribution. Response All items included with the revised plans Albemarle County Engineering Services (Engineer) — Matt Wentland 1 No VSMP submittal is required as the disturbance is less than 10,000sf(resurfacing the parking does not count as land disturbance) Response Plan revisions to address planning comments required slight revision to the limits of disturbance, but the limits are still below 10,000 square feet. 2. Response Flow arrows and labels were added to help illustrate the drainage patterns of the site There is very little change proposed on the site There will be a new building but the existing parking lots will be over-laid with asphalt and re-used The drainage patterns on site will not change The proposed building elevation is below the adjacent road elevations.
