The following comments are provided based on the April 1, 2019 resubmittal.
The applicant's project proposal states that the primary goal is protection of the historic resources on site,
and further states that protection is ensured through a project coordinated with the Virginia Department of
Historic Resources. Although the University of Virginia Foundation has collected a team of experts to
design and execute this project, there is insufficient information in the concept plan and proffers to
confirm that the historic resources will be protected. The following are recommendations in support of the
protection of the historic resource.
1. No new permanent structures shall be located within the "historic core" as identified in the
"Birdwood Landscape Site Protection and Stewardship Strategies Plan."
2. All renovations and additions shall be designed and constructed according to the Secretary of the
Interior's Standards. This can be confirmed in documentation from the Virginia Department of
Historic Resources (VDHR) prior to final site plan approval. If VDHR is unable to provide this
confirmation, the applicant shall provide sufficient information for County staff to make the
determination prior to final site plan approval.
3. Provide additional information for review justifying why additional accessory structures are required
and why the extant outbuildings cannot meet the programmatic needs. Provide greater detail on the
proposed use of the mansion and historic outbuildings.
4. If construction activities are approved within the historic core (outside the footprint of the mansion
and outbuildings) and/or the "outer precinct" as identified in the `Birdwood Landscape Site
Protection and Stewardship Strategies Plan" conduct archaeological investigations to identify
undocumented features or activities in the project area prior to building permit approval.
5. Archaeological monitoring shall be undertaken during construction activities to protect
undocumented features encountered during construction. Provide an archaeological monitoring plan
for review.
