Dear Mr. Newberry,
I have reviewed your comments from January 18, 2018, below are the individual
responses.
Planning
1. Section 35.1(j)(1) - Prior to initial site plan approval, please pay the outstanding
$215.00 fee for required notices.
Acknowledged. Payment was delivered on February 6, 2018.
2. Section 32.5.2(a) -At the time of final site plan submission, please update the tax map
and parcel number shown on Sheet 1 to show the current 14-digit number.
The current 14-digit tax map number has been added to the Cover Sheet.
3. Section 32.5.2(a) - On the final site plan submission, please update the approval date of
ZMA201500001 to be February 10, 2016 on Sheet 1.
The approval date for ZMA201500001 has been updated as requested.
4. Section 32.5.2(a) - On the final site plan submission, please note this site also lies with
the Steep Slopes (Managed) and Entrance Corridor overlay districts on Sheet 1.
The Zoning information has been updated to include the Steep Slopes (Managed)
and Entrance Corridor overlay districts.
5. Section 32.5.2(a) - On the final site plan submission, please specify this site lies within
the South Fork Rivanna Reservoir water supply watershed on Sheet 1.
The note in the Site Data has been revised to reflect that this site lies within the
South Fork Rivanna Reservoir water supply watershed on the Cover Sheet.

6. Proffer#2 -Will any of the proposed dwelling units be offered for affordable housing?
Please update the Development Chart in the final site plan submission. I believe the
latest chart is shown on Sheet 6 of the approved final site plan for Block 7, Phase I, but
please update the Development Chart from whichever block contains the latest
approved final site plan in Old Trail.
Yes,affordable housing units are proposed within this phase of Block 7, Lots 13-
18. The Development Chart on Sheet 6 has been updated to reflect this.
7. Section 4.12/Section 32.7.9.6 -Will the interior parking area serve the adjacent
commercial parcel? If so, is there already a shared parking agreement for this area?
There are landscaping and screening requirements in Section 4 and Section 32 that may
apply based on this information.
The interior parking area will serve both the residential lots (13-18) and the
commercial parcel.A shared parking agreement will be drafted during the
development of the commercial parcel.
Engineering
1. WPO plan must be approved before the final site plan can be approved.
Acknowledged, a WPO application for this project has been submitted.
2. Road Plan must be approved before the final site plan can be approved.
Acknowledged,a Road and Utility Plan for this project has been submitted.
3. Show 50' line at buffer to show encroachment is within the first 50'.
The channel and sediment trap has been removed from the 100'Stream Buffer.
4. Mitigation will be required for buffer encroachment.

5. Provide SWM easement for channel to the buffer.
A temporary SWM easement has been added for the channel that extends to the
100' Stream Buffer.
6. Provide a note to clearly explain what is built and what is approved on another plan.
Existing conditions sheet shows items that are not currently built.
A note has been added to the plans to indicate that the Oldham Drive, Fennel
Road and Greenwell Lane and their related utility infrastructure has been
approved and is currently under construction.
7. Show managed slopes.
The managed slope areas have been added to the Existing Conditions Plan and the
Grading Plan.

8. Ensure the deed book and page of all easements is shown.
The subdivision and easement plat for Block 7 - Phase 1 is still currently under
review and has not been recorded.The recording information will be added to
the plan once the plat has been recorded.All other recorded easements have
been labeled with the DB/PG reference.
9. Ensure that the drive aisle in the parking area is 24' wide.
The drive aisle in the parking area has been dimensioned and is 24'wide.
10. Label all entrance types and radii.
The entrance types have been labeled.A note has been added to specify that all
face of curb radii not directly labeled are 5.0'.
Fire and Rescue
1. Streets in this phase should be marked no parking.
"No Parking"signs have been added to Oldham Drive. "No Parking" signs have
been added in the appropriate locations for Fennel Road outside of the area with
on-street parking in front of Lots 13-18.
2. No hydrants are shown on the plan. Please verify hydrant spacing does not exceed 500
feet per travel way based on the locations of existing hydrants in a previous phase.
A fire hydrant has been add at the end of the proposed road construction of
Fennel Road.
