Box 910 Charlottesville, Virginia 22902 June 20, 1978 Follow Up Site Review County of Albemarle 414 East Market Street Charlottesville, Virginia 22901 Attention: Mrs. Mary Joy Scala Dear Mrs. Scala: Listed below are additional comments for the subject site plans which were previously discussed in my letter of June 7th, 1978. .atfield Farm - Route 810. A commercial entrance can be accommodated by shifting the entrance as indicated at our meeting, closing the existing private entrance, and sloping the bank to achieve greater sight distance. A commercial permit would be required. 2. David Lee Spradlin Garage - Route 620. The sight distance can be im- proved by clearing vegetation on the south side of Route 620 to the east to the crest of the hill. This would accommodate approximately 450 feet of sight distance. 3. Ashmere Preliminary Plat - Route 729. The sight distance at this location is adequate for a commercial entrance. A 12 foot turn lane 100 feet long with a 100 foot taper will be required. k r 4. Middle Branch Farm Preliminary Plat - Route 710 & 696. The street connection shown on Route 696 would be adequate provided the vegetation is cleared to achieve maximum sight distance. A 12 foot wide turn lane 100 feet in length with a 100 foot taper will be required. A commercial permit will be necessary. 5. Wavertree Hall Farm RPN Plan - Route 692 & 637. Shift the main entrance 162 feet to the southeast to achieve proper sight distance. The entrance serving lots 16 through 23 can gain proper sight distance through clearing and sloping of the bank adjacent to the property. Turn lanes will be necessary for the three (3) entrances. The main entrance should have a 200 foot turn lane 12 feet wide with a 200 foot taper. 6. Rives C. Gentry Site Plan - Route 742. Entrance location does not have adequate sight distance for the legal speed limit which is 55 mph. Accordingly a radar study has been requested. Results of this study have not been received at this time. As soon as they have been received I will be in contact with you. • "CONTINUED" I Noe STAFF REPORT - Planning Commission Meeting - June 20, 1978 Page 4 4TFIELD FARM FINAL PLAT • Location: South side Route 810 in Nortonsville. Zoning: A-1 Agricultural Proposal: Division of four 2-acre lots on proposed private road ( 20' right-of-way ) . Remaining 1.75 acres to be added to and become a part of existing Parcel 35B. Individual wells and septic systems. Purpose: Residential building sites. Staff Comment: A commercial entrance is required. Lot 4 presently contains a house and has a driveway on Route 810. The existing driveway will be closed so that all four lots will enter the private road. A grading permit may be needed if grading exceeds 10,000 square feet. Health approval has been received. Conditions of Approval 1. Virginia Department of Highways and Transportation approval of a commercial entrance; 2. All private roads requirements must be met, including maintenance agreement and County Engineer approval of road construction; 3. Word "approval" is misspelled. CISMONT TRASH CONTAINER SITE PLAN Location: South side Route 22 near intersection with Route 231. Zoning: A-1 Agricultural Proposal: To locate a trash container and compactor, about 30' long, 10' wide, and 8' high. This container will be for the use of area residents, excluding commercial carriers. The container will be replaced about 2-3 times a week. An attendant will make inspections and operate the compactor twice daily. Purpose: Solid Waste Collection Committee was formed in November, 1976, following an intern's study. A report dated July, 1977, recommended a container system for the entire county. The Board of Supervisors decided upon the Cismont area for the pilot study since it was most isolated from any landfill. The County Engineering Department was directed to prepare a budget and select a site. This project is planned for one year, with possible two year renewal. Staff Comment: Although the staff supports the concept of a container system, this site has certain disadvantages which make it unsuitable for such a use. Public facilities must comply with the Comprehensive Plan. The Plan states that "rural public service facilities should be used to strengthen the village identity." Cismont is proposed for a type 2 village. However, both Route 231 • and Route 22 are proposed for scenic roads with 150' setbacks. This site is clearly visible from both roads. A 750' buffer is recommended for landfills from residential sites. There is a home located on the adjacent property to the east, about 250 feet from the container site. P All the surrounding property is zoned A-1. The property to the immediate west is developed commercially. Due to an existing box culvert under Route 22, a standard deceleration lane and taper are not possible. A modified taper is proposed.
