I1 ) , . 41 / J,3„/\ \-...i A 43 -� j4 2 % 42 1 I l \ :-\\.\\---____ /w ) _ :p i/ 136 . 1041.E IN FEET SCOTTI SVILLE DISTRICT SECTION 130 �wC JERRY L, VEST PRESENTATION TO ALBEMARLE COUNTY BOARD OF ZONING APPEALS RE: SCOTTSVILLE STATION AUGUST 14, 1979 WE APPRECIATE THE OPPORTUNITY TO APPEAR BEFORE YOU TODAY AND TO REQUEST THE ALBEMARLE COUNTY BOARD OF ZONING APPEALS GRANT A ZONING VARIANCE PERMIT FOR APPALACHIAN POWER COMPANY TO EXPAND OUR SCOTTSVILLE SUBSTATION LOCATED ON ROUTE 726 AP- PROXIMATELY 1 MILE SOUTHWEST OF SCOTTSVILLE, IN ORDER TO UNDER STAND THE NEED FOR THE EXPANDSION OF THE SCOTTSVILLE STATION, I WOULD LIKE TO EXPLAIN BRIEFLY THE PURPOSE OF AN ELECTRICAL SUB- STATION, A SUBSTATION GENERALLY CONTAINS ONE OR MORE STATION TRANS- FORMERS, ONE OR MORE CIRCUIT BREAKERS AND CERTAIN APPARATUS TO BRING THE HIGH VOLTAGE POWER TO THE STATION AND FEED THE LOWER VOLTAGE POWER FROM THE SUBSTATION , THE TRANSFORMER DOES JUST WHAT ITS NAME IMPLIES, IT TRANSFORMS OR REDUCES THE ELECTRICITY ! FROM ONE VOLTAGE TO ANOTHER, THE CIRCUIT BREAKER IS A DEVICE kbe -2- TO PROTECT THE TRANSFORMER FROM BURNING UP IF A SHORT CIRCUIT OCCURS ON ONE OF THE LINES THAT SUPPLIES POWER TO OUR CUSTOMERS IN THIS AREA. SUPPLYING POWER TO THESE SUBSTATIONS IS ACCOMPLISHED BY AN EXTENSIVE NETWORK OF TRANSMISSION LINES. THESE ARE THE INTERSTATE HIGHWAYS OF THE ELECTRICAL UTILITY INDUSTRY, THEY CARRY LARGE BLOCKS OF ELECTRICITY FROM THE POINT OF GENERATION TO THE SUBSTATIONS WHERE THE POWER IS THEN DISTRIBUTED TO OUR CUSTOMERS. THE SCOTTSVILLE STATION IS THE FIRST INTERCHANGE ON THIS INTERSTATE SYSTEM. WE DO NOT HAVE ANY GENERATING FACILITIES ON THE EASTERN END OF OUR SYSTEM, WE RELY ON A FEED FROM VEPCO'S NEARBY BREMO BLUFF STEAM PLANT TO OUR SCOTTSVILLE STATION, WHICH THEN FEEDS OUR TRANSMMISSION NETWORK BACK TOWARD LYNCHBURG, AS WELL AS THE ENTIRE SCOTTSVILLE REGION, DUE TO OUR CUSTOMERS EVER INCREASING DEMAND FOR ELECTRICITY, AS WAS EVIDENCED LAST WEEK WHEN WE EXPERIENCED--Aft ALL TIME PEAK SUMMER DEMAND, OUR TRANSMISSION NETWORK IN THIS AREA IS NOW LOADED r %Wie -7 41100 TO THE POINT WHERE A LOSS OF A MAJOR TRANM I SS I ON LINE FEEDING INTO THE LYNCH3URG AREA WOULD CREATE A SERIOUS OVERLOADING CONDITION ON THE LINE FROM BREMO BLUFF AS WELL AS THE SCOTTSVILLE STATION TRANSFORMER AND THE - LINES EMANATING FROM IT, THIS IS A RESULT OF ELECTRICITY'S NATURAL TENDENCY TO FILL ANY VOID CREATED IN ITS NETWORK, THE SYSTEM WOULD TRY TO DRAW ALL OF ITS ELECTRICITY 4OM BREMO BLUFF THROUGH THE SCOTTSVILLE STATION , SHOULD A CONDITION OF THIS MAGNITUDE OCCUR THE BREMO BLUFF POWER PLANT HAS PROTECT;IE DEVICES WHICH WILL AUTOMATICALLY DISCONNECT SERVICE TO THIS AREA IN ORDER TO PREVENT THEIR PLANT BEING TRIPPED OFF LINE, A LOSS OF THIS FEED COULD RESULT IN PROLONGED OUTAGES TO THE EASTERN SEGMENT OF OUR SYSTEM AND THE SCOTTSVILLE AREA. TO ELIMINATE THIS POSSIBILITY, WE PROPOSE TO ADD CURRENT LIMITING DEVICES KNOWN AS "CURRENT REACTORS THEY WILL LIMIT THE AMOUNT OF ELECTRICITY THAT CAN FLOW FROM THE GENERATING SOURCE TO THE SUBSTATION, THUS ELIMINATING THE CHANCE OF AN OVERLOADING CONDITION, FOR EXAMPLE, ONE COULD EQUATE THIS TO A WATER FAUCET WHICH RESTRICTS THE FLOW OF WATER. -4- ONE LAST NOTE, OUR ENGINEERS MAKE VERY EXTENSIVE AND EX- HAUSTIVE STUDIES ON WAYS OF COMBATING PROBLEMS BEFORE A RECOM- MENDATION IS MADE TO EXPAND OR CONSTRUCT SUBSTATIONS . THEY LOOK AT THE AREA' S GENERAL GROWTH AND THE MAJOR TIDE OF ANY NEW ANTICI- PATED LOADS. THEY ALSO CONSIDER THE REBUILDING OF OLD LINES OR THE CONSTRUCTION OF NEW LINES, ALL OF THESE POSSIBILITIES, AND OTHERS, HAVE BEEN CONSIDERED, WE FIND THIS IS THE BEST ALTERNATIVVE TO PROPERLY SERVICE OUR CUSTOMERS IN THIS REGION WITH A CONTINUED AND ADEQUATE SOURCE OF ELECTRICITY AT THE MOST REASONABLE COST, I HAVE BRIEFLY GONE THROUGH THE BASIC FACTS SO THAT YOU WOULD HAVE AN IDEA OF WHAT WE NEED TO DO, I AM PLEASED TO HAVE WITH ME TODAY PEOPLE WHO CAN OFFER EXPERTISE ON THIS SUBJECT, THESE ARE THE PEOPLE RESPONSIBLE FOR PLANNING AND DESIGNING THE BUILDING OF THESE FACILITIES, MR, JIM TAPLEY - STATION DEPARTMENT MR, CLYDE LAVINDER - PROJECT INSPECTOR WE WILL BE HAPPY TO ENTERTAIN ANY QUESTIONS THAT YOU MIGHT HAVE. STAFF REPORT VA-79-42. Appalachian Power Co. Tax Map: 130 Parcel: 41A Zoned: A-1 Existing Activity Substation Proposed Variance The applicant requests relief from section 2-3 of the Albemarle County Zoning Ordinance to allow a steel structure to be located 58.5 feet from the property line; a variance of 16.5 feet. Zoning Ordinance Requirement All structures, as herein specifically defined, shall be located a minimum of seventy-five (75) feet from any street, road, or access easement. For purposes of this section only, the term "structures" shall not be deemed to include on-site signs for sale or rental of property, shelters designed and sued by school children traveling to and from school, or structures, other than signs, for which no permit is required under the Uniform State- wide Building Code. Staff Recommendation The addition will be placed to accomodate the existing structure and is the only place it can be placed to operate properly. Therefore, staff recommends approval. i
