Keeler, Assistant Director of Plannin•I`J Re: SP-79-69 Fruit Growers Cooperative In April, 1979, Dr. John Huckle, a veterinarian, made application for a special use permit on the Fruit Growers Cooperative in Crozet. As you are aware, some four variance applications were heard by the Board of Zoning Appeals on this property concerning area requirements related to water and sewer. When Dr. Huckle's special permit application was filed, I requested Ben Dick, Zoning Administrator, to determine if existing parking was adequate for the nine uses on the property or if a site plan would be required. I have reviewed the variance files and cannot tell if that determination was ever made. Another special permit has been filed on this property for the veterinarian use. This application goes before the Planning Commission on December 4, 1979. I respectfully request that you determine if the existing parking on the property is adequate or inadequate and that you report your findings to me in writing prior to December 4, 1979, so this information may be presented to the Planning Commission and so the application may proceed in a timely fashion. Tax Map: 56A(1) and 56A(2) Parcel: 01-65 01-27 Zoned: B-1 Existing Activity Businesses Proposed Variance The applicant requests relief from section 7-2 requiring 40,000 square feet per commercial or industrial establishment or per dwelling unit, as the case may be, when served by a central water and not a central sewer system. Zoning Ordinance Requirements There shall be no minimum area requirements for permitted uses, except as herein otherwise expressly provided. In the case of any parcel served by either a central sewer system or a central water supply, there shall be provided a minimum area of forty thousand (40,000) square feet per commercial or industrial establishment or per dwelling unit, as the case may be. Staff Recommendation Unless the applicant can prove a demonstrable hardship, staff must recommend denial because the area requirements cannot be met.
