(GAI) is submitting the enclosed Floodplain Development Permit Application for the SIAP 290 Line VA-051.1 Pressure Test Project (Project), partially located within a Federal Emergency Management Agency (FEMA) 100-year floodplain in Albemarle County, Virginia. The Project involves cutting two sections of pipe and conducting a pressure testing at two dig sites along an existing 20-inch steel pipeline (see map provided in Attachment 1). Access to the Project will be via existing access roads, one of which tranverses a floodplain. No pressure testing or excavation is proposed in the floodplain. Flood Insurance Rate Map information obtained from the FEMA (Panel FM51003C0100D) shows a portion of an access road is located within Zone A of Moormans River. Following the Project's use, the road will be returned as close to pre-construction contours as possible, and no increases in Base Flood Elevations are anticipated. A Floodplain Development Permit Application Form is provided as Attachment 2. Firmettes are provided as Attachment 3. A project-specific erosion and sediment control plan and stormwater pollution prevention plan will be developed for the Project activities and maintained on-site during construction.
