Hi Dustin,
Here is the action letter following Monday's ARB meeting—it basically repeats what was in the action memo, which I
sent you this morning, but it also includes a transmittal letter that you should use with your revised submission.

Hello Dustin,
The action letter following Monday's ARB meeting has not been finalized to send to you yet, but I wanted to send you
the action memo (attached). On Monday, I asked the ARB for guidance about the landscaping;they agreed that your
present configuration of a single row of small trees and shrubs suffices, but that evergreen species should be substituted
for the deciduous species you are proposing. As for the comment letter I sent you on 4/11 (see attached), please
disregard numbers 3 and 7,although in the latter(number 7), I still encourage you to promote native species local to
this region where possible.
Thanks,

Hello Dustin,
I received a telephone call from your colleague in regard to the review comments letter you all received from me on
Tuesday, and in particular about the request to furnish denser and layered landscaping, which was stated in the action
letter provided.after the February 19, 2019 ARB meeting(attached here). As I stated, I am happy to take this concern to
the ARB on Monday,April 15 and seek the board's guidance as to whether your present landscape configuration and
proposed species complies with that request;there is no need for the applicant to be present, but it is a public meeting,
so all are welcome.
In addition, I'm supplying a link to the podcast of that ARB meeting held February 19, 2019 (the meeting minutes are
derived from this, by transcript, but have not been prepared by our departmental planning assistant yet). If you can
point me to the minute(s) in the conversation where the ARB stated that the landscape shown at that meeting met ARB
standards for vegetative screening, please let me know. I'll be happy to review it and reassess my comments.
Thanks,

Hello Dustin,
I have finished reviewing your ARB application for the County-wide CoA for additional fencing and lighting at Rivanna
Plaza. Changes are requested (see attached letter). Furthermore, revised architectural elevations of the building and
fence are required for review(see attached letter as well as action letter from the Dogtopia SP board review in February
19,2019, also attached).
Please let me know if you have questions.

Hello Dustin,
A CO is a certificate of occupancy issued by Zoning staff. I am ARB staff, and I issue a CoA—a Certificate of
Appropriateness.
I received your ARB application on March 26.Administratively reviewed applications are given two weeks until review
comments are due.You will receive review comments from me by April 9. It is atypical for a first submission to not
require revisions;therefore, do not expect approval within two weeks—just review comments and (likely) requested
changes to your submission.

Subject: RE:Trex Fencing-Color Samples
Hi Dustin,
I cannot verify that either of these color options sufficiently match the color of the bricks used in the building with only
photos/images of the colors and without being in the field to compare them to the building. Please contact the brand
(TREX) and ask for material samples, which will need to be submitted to me for review. You can either take photos of the
samples next to the building, or I can take them out there myself once I have them in hand.
The color-fastness of the two colors is an added complication. Perhaps the TREX company also has samples of what the
colors fade to after a few years? If they do, ask them for samples of those as well, please. If not,we'll have to do our
best to gauge that. If you can find out where this material has been used in the area, it's possible that staff can drive out
there to see the material in situ, as well.
In addition to the LOR,you will also have to submit an ARB County-wide Certificate of Appropriateness application for
Equipment, Fencing, or Lighting, as per comment number 2 in the action letter following the January 7, 2019 ARB
meeting (see attached). The LOR will not be approved by ARB staff reviewers prior to the issuance of the Certificate of
Appropriateness. Please refer to the checklists of submittal requirements for lighting and fencing when preparing your
4
application packages. Please note that in addition to the submittal requirements specified in these checklists, the ARB
also asked for a grading plan for review(comment 3 in the action letter dated 1/11/19,attached).
Please let me know if you have additional questions about the review processes and what was requested following the
ARB meeting on 1/7/19 and the work session held on 2/19/19.

Subject: FW:Trex Fencing-Color Samples
Hey Heather,
I am working on turning in the Letter of Revision for Dogtopia and the ARB approved the fencing detail for the
TREX fencing but there are only two color options that may not match the brick color scheme of the existing building. I
am uncertain that this fence material is durable and colorfast over time as you can see from the faded jpg's
above. Please review and let me know if the saddle or woodland brown colors would be acceptable. If not,we will need
to pick another company. This is my last, outstanding comment so please let me know as soon as reasonably possible.
