[32.4.2.1(f)] The mailing notification fee of $215.00 has not been paid. The fee must be paid prior to Friday, May 24ti', in order for the initial site plan to be approved. 2. [Fire & Rescue] Please see attached comments from Shawn Maddox of Albemarle County Fire -Rescue. The minimum clear travel width for the travel way shall be 20' to allow for emergency vehicle access. 3. [General Comment] A shared parking agreement will be required if it is proposed that the parking spaces will be shared between the two properties. 4. [General Comment] A shared access easement of some type will be required for the proposed travelway serving these two properties that extends from Crozet Avenue on the west to the alley on the east. 5. [General Comment] The application number will need to be included in the title of the final site plan. 6. [32.5.2(a)] On the cover sheet, in the site data table, provide separate acreage for each of the two parcels included in this site plan. 7. [32.5.2(a)] On the cover sheet, provide the names of the county and state where this development is located (Albemarle County, Virginia). 8. [32.5.2(a)] On the cover sheet, provide the maximum setback requirements, in addition to the minimum setback requirements. 9. [32.5.2(a)] Depict and label the minimum and maximum setback lines for all yards on the site plan so staff can analyze and ensure all setback requirements are met. 10. [32.5.2(a)] Also indicate the setbacks on 1193 Crozet Avenue. It appears that there may not be the required 3-ft. minimum setback between the building across the labelled landscaping strip to the reconstructed access -way. 11. [32.5.2(a)] It appears that the bottom steps of the proposed new stairway providing access to the front of the porch extend over the setback line and into the public right-of-way. Please revise the location of the stairway so that it meets the required 1-foot minimum setback. 12. [32.5.2(a)] On sheet C-1.0, provide the deed book and page number the Crozet Avenue right-of-way. It appears there are some relatively recent plats for this right-of-way from the project that occurred to widen the right-of- way. 13. [32.5.2(a)] Indicate on sheet C-1.0 whether the alley is a public or private right-of-way. 14. [32.5.2(a)] Provide the source of title for each of the two parcels involved in this site plan. 15. [32.5.2(a)] Include in the zoning note on the cover sheet that these parcels also lie within the EC, Entrance Corridor Overlay District. 16. [32.5.2(b)] Include in the site data on the cover sheet what the existing use of 1205 Crozet Avenue is, in addition to the proposed new use. 17. [32.5.2(b)] Provide on the cover sheet the maximum amount of paved parking and other vehicular circulation areas, as a landscape plan is required for this plan. 18. [32.5.2(f)] Include in the site data on the cover sheet that these two properties lie within the Lickinghole Creek water supply watershed. 19. [32.5.2(n)] Provide clarification, including dimensions, on what is happening at the rear of the building addressed 1205 Crozet Avenue. There are several lines that do not have clear labels identifying what they are, and it appears that an additional part of the building (northeast corner) may become enclosed. However, the site date on the cover sheet indicates that the square footage of the building is not changing, with only the porch being added. This information is crucial to ensure that the requirement for a special use permit for single -story construction is not triggered. What are the dashed lines that create a square on the southeast corner of the building? There is also a structure that is 3 feet wide adjacent to the 5-foot wide ramp near where it meets the accessible parking space — what is this 3-foot wide element? 20. [32.5.2(r)] There is an abbreviation on the northwest corner of the building shown on sheet C-1.2 that is labelled as "DS". However, this abbreviation is not in the legend. Please include it in the legend. 21. [32.5.2(n)] From the cover sheet, it appears that outdoor lighting is proposed. A lighting plan that complies with 20B.6 and 32.7.8 must be submitted with the final site plan. 22. [32.5.2(n)] Parking bumpers need to be installed for the proposed parking spaces in accordance with section 4.12.16(e). Indicate their locations. 23. [32.5.2(n)] Loading areas are required for each of these parcels in accordance with Section 4.12.13 and 4.12.18. Show them on the plan. 24. [32.5.2(n)] The dumpster area does not appear to meet the requirements and dimensions of section 4.12.19. Revise the dumpster pad area. 25. [4.12.19 and 32.7.9.7 (a)(3)] Please provide a profile view detail with dimensions and materials of the dumpster pad enclosure to verify compliance with the screening requirements contained in the Zoning Ordinance. Please note that fences or other constructed screening measures must be a minimum of six feet (6') in height, as specified in 32.7.9.7 (e). 26. [32.5.2(n)] Provide the materials of the propane tank enclosure, including a detail of the enclosure on sheet 6 of the plan. 27. [32.7.3(b)] Please show the locations of all proposed mechanical equipment and utility hardware. Please provide information so that the agent can verify they will be screened from public view. 28. [32.5.2(n)] The accessible parking space on 1193 Crozet Avenue appears to encroach on the landscaping strip adjacent to the building. Revise the location of the parking space. 29. [32.5.2(n)] Some of the parking spaces appear to be numbered. If so, 1193 Crozet Avenue is missing parking space #2. Please clarify these labels. 30. [32.5.2(p)] With the final site plan, provide a landscaping plan that meets all the requirements of 32.7.9, plus any additional landscaping required for the Certificate of Appropriateness issued by the ARB. However, 32.7.9.9, Tree Canopy, does not apply in the DCD zoning district and is not required. Include landscaping for 1193 Crozet Avenue in this landscaping plan. 31. [32.7.9] A landscape plan will need to be included in the submission of the final site plan. Landscaping will also need to be approved by the ARB. a. [32.7.9.91 In the landscape plans, include a note stating that "all landscaping shall be installed by the first planting season following the issuance of the first certificate of occupancy within the development." b. [32.7.9.91 Add a note to the landscape plans stating, "All landscaping and screening shall be maintained in a healthy condition by the current owner or a property owners' association, and replaced when necessary. Replacement material shall comply with the final site plan approved landscape plan." 32. [32.5.1(c)] Please show all existing utility easements on the drawings. Include a label or call out for each easement stating whether the easement is public or private, the owner of record and the recorded instrument number, and easement width where existing easements are visible on the plans. 33. [32.5.2(n)] A crosswalk must be provided at the entrance to the accessway between the buildings to connect the sidewalk. 34. [32.5.2(n)] The parking lot as shown does not appear to meet the standards of 4.12. Curb and gutter must be provided, and it appears there are gaps in the curb and gutter, especially in the rear of 1193 Crozet Avenue. 35. [32.6.2(h)] Please provide a signature panel with a line for each member of the Site Review Committee. 36. [32.5.2(k)] Please label all existing and proposed sewer and drainage easements by type and include a size/width measurement. For existing easements, state the deed book and page of the recorded instrument. 37. [32.5.2(1)] Please label all existing and proposed utility easements by type and include a size/width measurement. Architectural Review Board (ARB) — SDP2019-00019 1205 Crozet Avenue — Initial Site Plan — 05/06/19 Motion: Mr. Van Der Werf moved to forward the recommendations outlined in the staff report for the Initial Site Plan to the Agent for the Site Review Committee, amended as follows. • Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and recommended conditions of initial plan approval: None. Note that a Certificate of Appropriateness is required prior to final site plan approval. • Regarding recommendations on the plan as it relates to the guidelines: None. 1. Consider using block or stone for the planter wall along the porch. Consider differentiating the planter wall from the other wall materials. • Regarding conditions to be satisfied prior to issuance of a grading permit: None. • Regarding the final site plan submittal: A Certificate of Appropriateness is required prior to final site plan approval. The following items and all items on the ARB Final Site Plan Checklist must be addressed: 1. Consider using block or stone for the planter wall along the porch. Consider differentiating the planter wall from the other wall materials. 2. Provide specs on the proposed window glass. Include the standard window glass note on the drawings. 3. Coordinate the fence detail in the site plan with the fence illustration in the architectural drawings. 4. Add the standard mechanical equipment note to the plan. "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 5. Provide complete information on lighting proposed for the exterior of the building. 6. Increase the planting size of the trees proposed at the southeast corner of the building to 2.5" caliper. 7. Substitute the Ilex Crenata Sky Pencil with a native evergreen shrub with a softer appearance. 8. Add the standard plant health note to the site plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 9. The central location is preferred for the stair, but moving the stair to the side is acceptable as illustrated in the images submitted 5/6/2019. Mr. Stoner seconded the motion. Clark Gathright, LLC, dated March 25, 2019, offers the following comments: Land Use 1. Please see appendix F, page F-23, of the Road Design Manual for minimum spacing standards for Commercial Entrances, Intersections, and Medians Crossovers. Please see figure 4-11. As proposed, the entrance doesn't meet the spacing requirements of 250'ft., to the intersection of Library Avenue. An access management exception is required. 2. Please provide geometry for the existing entrance. 3. Please add an additional one-way do not enter sign for the other side of entrance. Please note that the final site plan must show conformance with the VDOT Road Design Manual Appendices B (1) and F, as well as any other applicable standards, regulations, or other requirements.
